About this file
This is an Agreement document for design-build services issued by the City of Pasadena through Pasadena Water and Power for solar and energy storage installations at thirteen Category 1 city-owned properties. The project encompasses site evaluation and feasibility assessment, engineering and design, permitting, equipment procurement, construction, installation, interconnection, commissioning, and five years of optional operations and maintenance services. Individual system capacities range from 22 kilowatts to 606 kilowatts, with an estimated total project capacity of 2.6 megawatts across all sites. The Request for Proposals was issued on July 23, 2026, with proposals due on September 30, 2026, at 1:00 p.m., and a question submission deadline of September 3, 2026, at 1:00 p.m. The anticipated contract award and execution is scheduled for December 2026, with a Notice to Proceed in January 2027. The project is structured in four sequential phases: Phase 1A (Site Evaluation, Validation, and Feasibility Assessment, January–April 2027), Phase 1B (Engineering, Design, Permitting, and Implementation Planning, April–July 2027), Phase 2 (Procurement, Construction Work, and Commissioning, August 2027–June 2028), and Phase 3 (Operations, Maintenance, and Monitoring, June 2028 onward with a base five-year contract term). The City reserves the right to award one contract, multiple contracts by individual site, by site combination, or in whole, as determined to be in its best interest.
The Contract Sum is a stipulated sum amount established through the Design-Builder's proposal and any Design-Build Amendment, with payments made monthly within thirty days of invoice submission, subject to 5% retainage. Liquidated damages are assessed at the daily rate calculated as (Final Agreed Site Capacity in kW × 24 hours × 21% × $0.08/kWh) plus $100 per day for delays beyond the required Substantial Completion date for each site. Design-Builders must hold a California Class A or Class B general contractor license, or a Class C-10 electrical license where sufficient for the full scope, with lead architects and engineers holding active California licensure. Commercial General Liability insurance must be $5 million per occurrence; Automobile Liability, $5 million per accident; Professional Liability, $2 million per occurrence; and Contractors' Pollution Legal Liability, $1 million per occurrence. Builder's Risk insurance must equal completed project value. Performance and payment bonds are required before construction begins, with bonds for Phase 2 not required until the Owner issues a Notice to Proceed for that phase. The project is subject to prevailing wage requirements, Living Wage Ordinance provisions for contracts exceeding $25,000, Equal Employment Opportunity requirements, and Construction and Demolition Waste Management Ordinance compliance requiring 75% waste diversion. Federal Buy America (BABA) compliance is mandatory for all equipment, iron, steel, and manufactured products. Design-Builders must submit financial capacity documentation through three years of financial statements and confirm surety availability, with technical proposals limited to 100 pages in 12-point font and submitted electronically through the City's eProcurement Portal.
