About this file
La Pintoresca Branch Library Solar Installation
This is a conceptual design document and Request for Proposals issued by the City of Pasadena, Department of Water and Power (PWP), for design-build services to implement a solar and energy storage installation at the La Pintoresca Branch Library/Park located at 1355 N. Raymond Avenue, Pasadena, California 91103. The project requires the selected contractor to design, procure, construct, install, interconnect, and commission solar canopies, battery energy storage systems, electrical infrastructure, and associated site improvements while maximizing solar generation and battery capacity within code compliance and site constraints. The project is categorized as a Category 1 priority site intended for completion by June 2028. Key design specifications include solar carport canopies with a minimum height of 14 feet 6 inches, a battery system with a minimum capacity of 20 kilowatts over 4 hours (preferably mounted on the solar structure), lighting compliant with Illuminating Engineering Society standards for parking facilities, protection of vertical support structures from vehicular traffic, and preservation of existing parking spaces. The contractor is responsible for conducting on-site field surveys to verify existing conditions, coordinating with PWP's Electric Service Planning Group for meter spot approval, procuring and installing secondary conduits, switchgear, and electrical panels, ensuring Americans with Disabilities Act compliance for parking and pedestrian pathways, parking lot striping, and repairing or replacing any damaged existing property or utilities to pre-construction condition or better.
The City of Pasadena reserves the right to award one contract, multiple contracts by individual site, by combination of sites, or in whole as determined in the City's best interest. All electrical service installations must comply with PWP's Electrical Service Requirements (Regulation 21), with equipment locations and service design subject to change based on contractor equipment specifications and sizing. PWP will provide service entrance conductors from the transformer to the switchgear, while the contractor assumes full responsibility for all other electrical infrastructure procurement and installation. The contractor must submit preliminary service equipment information to PWP for electrical service design review and obtain required approvals before construction. The conceptual design presented is for planning purposes only and not for construction, with the contractor obligated to submit a final proposal that optimizes solar and battery placement while maintaining full compliance with all applicable federal, state, and local codes.
