About this file
This is an Emergency FEMA Technical Assistance (TC) document related to the City of Pasadena's Request for Proposals for Design-Build Services involving solar and energy storage installations at Category 1 city-owned properties. The City of Pasadena, operating through Pasadena Water and Power (PWP), is soliciting qualified Design-Build Contractors to provide comprehensive services including site evaluation, feasibility assessment, engineering and design, permitting, procurement, construction, installation, interconnection, commissioning, stakeholder engagement support, and ongoing operations and maintenance for solar photovoltaic and energy storage systems. The project targets Category 1 priority sites with an implementation timeline requiring completion by June 2028. Solar installations are desired at all sites, while energy storage systems are highly desired where feasible based on site-specific conditions, technical constraints, cost considerations, and City direction. The scope of work requires evaluation of existing electrical infrastructure and incorporation of future electric vehicle charging expansion considerations as part of the site evaluation and design process, including assessment of EV-related load impacts on equipment sizing, panel capacity, and related system components.
The City reserves the right to award the contract as a single contract, multiple contracts by individual site, by combination of sites, or in whole, based on its determination of the City's best interests. Final system sizes, configurations, and inclusion of energy storage will be determined through site-specific evaluation, design development, feasibility analysis, cost assessment, and City direction. The estimated site capacities provided in the RFP are for planning and proposal purposes only and are not final determinations. This project appears to be supported by FEMA technical assistance resources, which may provide guidance or funding support for the design and implementation activities.
