About this file
This is a Federal Required Certification document related to the City of Pasadena's Request for Proposals for Design-Build Services for Solar and Energy Storage Installations at Category 1 City-Owned Properties. The document outlines certifications and compliance requirements that proposers must meet to be eligible for consideration. The RFP seeks qualified Design-Build Contractors to provide comprehensive services including site evaluation, feasibility assessment, engineering and design, permitting, procurement, construction, installation, interconnection, commissioning, and operations and maintenance of solar and energy storage systems across multiple City-owned properties in California. The project scope requires contractors to evaluate existing electrical infrastructure and account for future electric vehicle charging expansion as part of site evaluation and design. The Category 1 priority sites identified are intended to support implementation with completion targeted by June 2028. The City reserves the right to award one or multiple contracts by individual site, combination of sites, or in whole as deemed in the City's best interest.
The certification document specifies mandatory federal compliance requirements and representations that all proposers must provide as part of their submissions. These certifications ensure that contractors meet federal standards and regulatory obligations applicable to the project. The document establishes the baseline compliance framework within which all bidders must operate, regardless of contract award structure or site configuration ultimately selected by the City.
