About this file

This document contains a Request for Proposal (RFP) issued by the Commonwealth of Massachusetts for an energy services performance contract for the Norfolk Sheriff's Office facility in Dedham, MA. The RFP requests proposals to finalize the design, install, and commission various energy conservation measures (ECMs) including LED lighting upgrades, water controls, HVAC control upgrades, variable frequency drive (VFD) upgrades, ozone laundry system, kitchen hood controls, solar photovoltaics (as an alternative), combined heat and power (CHP), and other building improvements. The RFP provides detailed scopes of work, commissioning and measurement & verification plans, contractor warranty requirements, maintenance responsibilities, and training requirements for the various ECMs. Proposals are required to follow a specific format and include completed submittal forms and tables. The contract is for an energy services agreement (ESA) with a term to be determined.

The RFP provides pricing details, including revised cost estimates and annual savings for the ECMs. It also includes provisions for alternative and maintenance ECMs. Funding for the project is expected to come from the Commonwealth, with potential utility rebates available. No information is provided about any incumbent contractors or the current facility environment.

Potential utility rebates $44,010 which would reduce payback to 16.4 years. Additional designs were considered which incorporate more low voltage wiring (19.9 years SPB w/o incentive and 7 years with incentive with a much higher material cost, as this incorporates daylight harvesting w/ dimming control). The design is ongoing to fine tune per space and wiring considerations. These numbers are for enclosed offices only, and do not incorporate common and open office areas. Costs could increase to include all areas in a total building light management system.
