About this file
This document is a Question and Answer (Q&A) document related to a state and local contract opportunity released by the Commonwealth of Massachusetts for the Norfolk Sheriff's Office in Dedham, MA. The contract opportunity, SDN1501E ES1, is for an Energy Design Build project that includes various Energy Conservation Measures (ECMs) such as LED lighting upgrades, water controls, HVAC control upgrades, VFD upgrades, ozone laundry system, kitchen hood controls, solar photovoltaics (as an alternative), combined heat and power (CHP), and other building improvements. The Q&A provides responses to questions from potential bidders on topics such as the chiller/EMS project, the solar PV system location and requirements, the accessible toilet room report, the electric load and grid interconnection, and security and shift constraints.
The contract opportunity does not require a bid bond. It is funded through the Commonwealth's Chapter 25A 11c program. The Q&A notes that a separate building management system (BMS) project is also being bid concurrently by the Norfolk Sheriff's Office. Proposers are able to offer alternatives to the specified ECMs, such as a parking canopy or ground-mount solar PV system instead of the rooftop system.

Commbuys Question Number
Date Contractor Subject Question Commonwealth Response
1 6/24/2016 Peter Blauvelt/ADI Energy re: Ongoing Project for Chiller / EMS
Can you provide the name of the successful prime bidder on this contract and the vendor that will be providing: 1) the EMS and 2) the chiller.
The chiller / EMS project has not gone out to bid yet. It is expected to be issued in August, 2016. Proposers on the energy project should anticipate coordinating the controls portion of the project with the contractor that is selected for the Chiller / EMS project.
2 7/15/2016 Peter Blauvelt/ADI Energy re: ECM 21.00 Install PV on Main Bldg Roof
There is conflicting information in the RFP on the desired type of system. For example, the ASHRAE study indicates a rooftop system, while other areas in the RFP explicitly reject a rooftop system as undesirable by the site, and suggest a parking canopy system. Please clarify.
The Addendum to the BOD issued as part of Addendum 1 to this RFP clarifies that the expected solar PV system is a rooftop system.
3 7/15/2016 Peter Blauvelt/ADI Energy re: ECM 21.00 Install PV on Main Bldg Roof
We do not find a basic layout, nor any information about the desired location in the RFP.
Will the State suggest or clarify the desired location for the system? Specifically, which roof area is desired for the installation, or are bidders to propose one that we recommend as suitable?
The Addendum to the BOD issued as part of Addendum 1 to this RFP includes a diagram of the desired roof areas for the PV installation.
4 7/15/2016 Peter Blauvelt/ADI Energy re: ECM 21.00 Install PV on Main Bldg Roof
Have any roofing evaluations been performed in the areas under consideration for the solar PV installation? If so, please provide. If not, what expectations does the State have for evaluating the integrity of the roofing, management of any existing warranties, etc.?
The addendum to the BOD issued as part of Addendum #1 to the RFP includes the structural assessment conducted by the Commonwealth as part of the PV feasibility study. The roof is relatively new so normal precautions will be necessary for the installation of the PV system to protect the existing roof. Final assessment of structural integrity and design will be the responsibility of the awarded design/build contractor on the energy project.
5 7/15/2016 Peter Blauvelt/ADI Energy re: ECM 21.00 Install PV on Main Bldg Roof
Would a parking canopy PV system or ground-mount system be considered as an alternative?
Proposers are welcome to offer alternative PV installations as Proposer Alternatives.
6 7/15/2016 Peter Blauvelt/ADI Energy re: ECM 21.00 Install PV on Main Bldg Roof
What rooftop security systems exist at the facility that may need to be avoided and/or reconfigured to accommodate the solar PV (e.g., security sensors, cameras, roof lighting)?
The preliminary PV layout plan provided in Addendum #1 was developed to minimize any reconfigureation of rooftop systems/equipment. The awarded design/build contractor work with NSCO to develop final PV layout plan.
7 7/15/2016 Peter Blauvelt/ADI Energy re: ECM 21.00 Install PV on Main Bldg Roof
"BOD Body" document, p. 20 states that "...the implementation of this measure is contingent upon a feasibility study..." . Are bidders to propose a study for this ECM, in lieu of an actual project? If a study needs to be completed, and no detailed information exists for location, roof condition, structural integrity or other important details, how are we to propose a firm fixed price for an undefined ECM?
The addendum to the BOD issued as part of Addendum #1 to the RFP provides the necessary details for proposers to provide a proposal for installation of the solar PV system.
8 7/15/2016 Peter Blauvelt/ADI Energy re: ECM 7.01 Ozone Laundry System
Please provide the makes, models and capacities of the five (5) washing machines to be supported by this ECM.
The make, model, and capacities of the five machines in the Main Building - Laundry Room supported by this ECM are as follows:
1. Make: UNI MAC, Model: Uw100 pvqu8000-1, Capacity: 100 lbs
2. Make: UNI MAC, Model: UW100pvqu8000-1, Capacity: 100lbs

Accessible Toilet Room Report
The provided Accessible Toilet Room Report refers to a plan illustrating the location of the subject toilets rooms but that plan was missing. Can you provide this plan so that we can assess the potential impacts of making the identified toilet rooms ADA/MAAB compliant?
The plan illustrating the location of the toilet rooms referenced in the Accessible Toilet Room Report is included with the attachments posted on www.commbuys.com for this RFP. The document name is, SDN1501E ES1 Main HOC Toilet Locations.pdf.

Electric Load Can the facility install the solar on the line side of the meter and receive a credit for it?
This would give a large margin for the CHP to offset load without the risk of having to need to electric load follow. Please note, if the facility load is large with zero risk of export to the grid, power company specified protection for synchronous machine is simpler. Also as energy savings are being implemented that would reduce the facility electrical load to values somewhat lower than what we see now, so a large margin is useful.
The Commonwealth is not aware of any credit that comes specifically from connecting to the line side of the meter, other than the possibility of selling power back to the utility. However, the PV measure as requested in the RFP was designed so that it would not be exporting power onto the grid.
Proposers may offer a Proposer Alternative of connecting the PV measure on the line side if it follows the Eversource guidelines for connecting to the grid.
The savings and credits would have to be specified by the proposer in their proposal and clearly explain the implications such as the need to apply for net metering.

Form C There appears to be an extra line in Form C (between ECM 17.00(b) and ECM 23.00). We assume this is the ECM-21.00, which is an add alternate. Please confirm that this line can be removed and the resulting energy savings are correct.
The Unit/Dollar Savings tables of Form C have been corrected as part of Addendum 2 to this RFP so that Add Alt ECM 21.00 is shown in the Required Alternative table.

Controls contractor Who is the current or legacy controls provider for the BMS? There is currently no building management system (BMS) in place. Existing controls are pneumatic and were provided by Tocco Corporation at the time of construction. Note, however, that a BMS project is currently being bidded on as a separate project which will be awarded directly by NCSO. See note on page 5 of Addendum No 2 of the RFP.
