1. Baseline Facility Description

1.1 General Information

The Norfolk Country Correctional Center (NCCC) is located in Dedham, MA and opened in 1993. The campus consists of two (2) buildings – a 140,000 square foot main building with 502 beds and a 12,000 square foot Dedham Alternative Center (DAC). Additionally, there is a 2,500 square foot vehicle maintenance building adjacent to the DAC. NCCC is owned by the Commonwealth of Massachusetts and operated by the Norfolk County Sheriff’s Office. The main building consists of four (4) pods connected to the central unit. There is a control center and two levels of cells at each pod. The central unit is single story and consists of a kitchen, laundry room, administrative spaces, mechanical/back of house areas, and a gym. The gym is now being used to house additional inmates. The main building is currently over occupied and there are plans to add an additional building, potentially housing 50 inmates. There are approximately 600 inmates and 100 staff members on campus.

Figure 1.1 - Campus Layout

1.2 HVAC Systems

The main building consists of four integrated “pods” connected to the central unit. One (1) air-conditioning unit (ACU) serves each of the four pods (ACU-1 through ACU-4). There are four (4) additional ACUs (ACU-5 through ACU-8) serving administrative and office spaces in the central unit. The kitchen, laundry room, and gym are served by four (4) different Heating and Ventilation (HV) units (HV-1 through HV-4). Separate computer room air-conditioning (CRAC) systems serve the computer/IT rooms, which require cooling year round.

The DAC is served by one (1) ACU (ACU-9). The vehicle maintenance building is served by various unit heaters.

1.2.1 Air Handling Systems

ACU-1 through ACU-4 – Main Building

DAC building

Vehicle Maintenance Building

Main Building

B1502090.000 2 | 7

Heating, cooling, and ventilation at the main building pods are provided by four (4) 6,700 to 12,000 CFM constant volume (CV) ACUs. Each unit consists of an outside air intake and filter, one (1) return air fan and relief air section, hot water heating coil, chilled water cooling coil, and one (1) supply fan. The hot water heating coil provides heat for hot deck operation during the winter. The chilled water cooling coil provides cooling for cold deck operation during the summer months.

ACU-5 through ACU-8

Heating, cooling, and ventilation at the main building central unit are provided by four (4) 9,500 to 11,600 CFM variable air volume (VAV) ACUs. Each unit consists of an outside air intake and filter, one (1) return air fan and relief air section, hot water heating coil, chilled water cooling coil, and one (1) supply fan. The supply fan and return fan are equipped with variable frequency drives (VFDs) that modulate the fan speed to maintain duct static pressure.

HV-1 through HV-4 – Main Building

Heating and ventilation in the main building kitchen and laundry spaces are provided by HV-1, HV-2, and HV-3.

These three (3) units are constant volume and consist of an outside air intake and filter, hot water heating coil, and supply fan.

Heating, cooling, and ventilation in the main building gym are provided by HV-4. The gym is currently being used to house approximately 70 inmates. HV-4 is consists of an outside air intake and filter, hot water heating coil, chilled water cooling coil, and a supply fan. Note that the cooling coil was added after the original construction.

AHU-1, AHU-2 and Fan Coil Units – DAC

Ventilation at the DAC is provided by two (2) constant volume air handling units (AHUs). The units consists of an outside air intake and filter, hot water heating coil, chilled water cooling coil, and supply fan. The ventilation air is delivered downstream to the corridors and fan coil units (FCUs) serving various cells and administrative spaces.

Each fan coil unit is equipped with a hot water heating coil and chilled water cooling coil.

All air handling systems are listed in Table 1.1 below:

1.2.2 Terminal Units

Air distribution downstream at the main building central unit is provided by forty (40) single ducts, cooling only, VAV terminal units. Additionally, there are seventeen (17) fan powered terminal units (FPTs) with hot water reheat coils.

The FPTs primarily serve the corridors in the central unit.

1.2.3 Return and Exhaust Fans

The campus is equipped with exhaust fans located on the roof of the main building, DAC, and vehicle maintenance building. The fans serve the kitchen, toilets, electrical rooms, laundry room, and various other spaces. These fans are either energized thermostatically, energized 24/7, or energized via a manual switch. Additionally, there are return fans serving the ACUs and HV-4.

The fans are listed in Table 1.2 below:

1.3 Domestic Hot Water

There are three (3) domestic hot water systems serving the main building.

Main DHW System – serves sinks and showers

The main domestic hot water system has been recently replaced with two (2), condensing, 850 MBH THB water heaters. The 1,500 gallon storage tank is original to the building. The system supply temperature is set at 110F.

Laundry DHW System

The laundry domestic hot water system consists of two (2) 400 MBH Raypack units with a 750 gallon storage tank.

The system supply temperature is set at 170F, which tends to drop to 150F under load. The system supports five

(5) commercial grade washing machines.

Kitchen DHW System

The kitchen domestic hot water system consists of two (2) 400 MBH Raypack units with a 1,000 gallon storage tank. The system supply temperature is set at 150F.

Additionally, there is one (1) domestic hot water system serving the DAC. This system is located on the second floor and consists of two (2) 300 MBH Raypack units with a 350 gallon horizontal storage tank. There are two (2) sets of paired circulation pumps; this is, one set for circulation between the heaters and storage tank, and the second set for system circulation. The system serves lavatories, showers, and one (1) commercial washing machine.

1.4 Lighting and Lighting Controls System

1.4.1 Main Building

Lighting within the central unit corridors primarily consists of 1’ x 1’ 135W metal halide fixtures. During the walkthrough, it was noted that every alternate fixture was on. Lighting within the pod corridors consists of T8 fluorescent fixtures. Lighting within the cells primarily consists of T8 fluorescent fixtures. Directly outside each cell, is a 9W compact fluorescent lamp. There are 10 high bay 250W metal halide fixtures in each of the pods. During the walkthrough, it was noted that only four (4) of the metal halide lamps were energized. There are additional metal halide fixtures in the gym.

1.4.2 DAC

Lighting with the corridors consists of 4’ T8 fluorescent fixtures with two (2) lamps per fixture. There are four (4) high bay metal halide lamps in the lobby. Each cell consists of one (1) 4’ T8 fluorescent fixture with two (2) lamps per fixture.

All lighting on the campus is manually controlled. Exterior lighting on the campus is controlled via a timeclock.
