About this file

This is a Statement of Work for a construction renovation project at the Columbia VA Health Care System in Columbia, South Carolina. The Department of Veterans Affairs seeks contractor services to renovate approximately 6,768 square feet of Building 3's third floor to create administrative and training spaces for the Electronic Health Record Modernization (EHRM) initiative and ongoing VA office administration. The project requires comprehensive renovation including demolition of existing partitions, construction of new interior partitions, installation of new ceilings, flooring, doors, HVAC systems (custom air handler with VAV terminal units, ductwork, registers, and split system air conditioners), plumbing (hot and chilled water lines, sanitary piping, floor drain), electrical systems (two new 120/208-volt panelboards, LED lighting with line voltage switching, receptacles), fire protection system adjustments, and data communications infrastructure. The contractor must also perform selective lead-based paint remediation at window frames, lintels, and plaster surfaces around columns, with all hazardous material removal and disposal being the contractor's sole responsibility.

The period of performance is 300 days from Notice to Proceed, with standard work hours of 7:00 a.m. to 4:30 p.m., Monday through Friday. Nighttime and weekend work is required for above-ceiling work, chilled and hot water tie-ins, and sanitary and clean water tie-ins, requiring Contracting Officer Representative (COR) approval. The contractor bears full responsibility for material hoisting and debris removal, primarily through a third-floor window, and must manage limited elevator access. Additional requirements include obtaining all permits and paying applicable fees, removing all debris daily, preventing environmental damage, maintaining safety protocols (including OSHA 10-hour training for all personnel and 30-hour training for the site safety officer), checking in and out with Engineering, providing a final report within seven calendar days of completion, and complying with VA Medical Center directives. The warranty period extends 365 calendar days from government final acceptance, with required three-month and nine-month warranty inspections. Government will furnish network equipment, servers, Medeco key systems, office furniture, and media equipment during the construction period.
