About this file

This file is a comprehensive set of 100% Bid Documents and Master Specifications for the renovation of Building 3 at the Columbia VA Medical Center in Columbia, South Carolina. The project (544-22-703) involves interior renovations of the third floor to create EHRM (Electronic Health Records Management) administrative and training space, with an estimated magnitude between $2,000,000 and $5,000,000. The work includes general construction, mechanical, electrical, plumbing, fire protection, and interior finishes, along with commissioning of HVAC, plumbing, electrical, fire suppression, communications, and security systems. The project is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and is administered by the Department of Veterans Affairs Technology Acquisition Center.

The specifications establish extensive contractual requirements covering project scheduling using Critical Path Method (CPM) techniques with activity durations not exceeding 20 workdays, quality control with a three-phase inspection system (Preparatory, Initial, Follow-Up), construction waste management targeting a minimum 50% diversion rate, comprehensive commissioning procedures including pre-functional checklists and systems functional performance testing, and detailed safety requirements including fall protection at 6 feet, confined space entry, electrical lockout/tagout procedures, and lead-based paint removal using only chemical (non-mechanical) methods. Additional requirements include monthly progress reporting, as-built drawing submission, warranty management with equipment tagging and a one-year construction warranty period, testing and commissioning compliance, COVID-19 safety protocol adherence per Executive Order 14042, operations and maintenance training for facility personnel, and submission of submittals through the Submittal Exchange electronic platform. The contractor must designate a full-time project superintendent, establish a Quality Control organization with qualified engineers and specialists, maintain security procedures and document control within the VA facility, coordinate with VA staff to minimize operational disruptions, and prepare detailed plans for demolition, lead-based paint abatement, construction sequencing, and systems commissioning prior to commencement of work.
