The project, designated as Building 3 VA Project 544-22-703, spans Divisions 8 through 23 and includes detailed specifications for interior construction, mechanical systems, plumbing, HVAC, and fire suppression installations. Key specification sections cover hollow metal doors and frames, interior wood doors, door hardware, louvers and vents, gypsum board, acoustical ceilings, resilient flooring, carpeting, signage, wall protection, window shades, casework, countertops, seismic restraints, fire extinguishers, fire suppression systems, plumbing piping, fixtures and insulation, and HVAC equipment with commissioning requirements. The specifications mandate compliance with multiple codes including IBC, IPC, NFPA standards, and VA design manuals, with emphasis on accessibility, sustainable materials, and quality assurance.

The contractor must provide all labor, materials, equipment, tools, and supervision to achieve substantial completion in accordance with the attached drawings and specifications. Performance requirements include LEED-compatible specifications where applicable, bio-based materials per USDA Bio-Preferred Program standards, comprehensive quality assurance with manufacturer certifications and testing, and full commissioning documentation with operator training. Critical submittals required include shop drawings, product data, equipment schedules, operations and maintenance manuals, and certification of compliance with applicable standards. The project is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under 38 U.S.C. § 8127, with estimated construction magnitude between $2,000,000 and $5,000,000 under NAICS code 236220.
