TECHNICAL QUESTIONS AND SOLICITATION #: 36C77626R0032

RESPONSES TRACKING SHEET PROJECT TITLE: Construction Project

# RECEIVED ANSWERED CONTRACTOR QUESTION VA RESPONSE

1 2/23/2026 3/26/2026 I was breaking down the spec book and noticed a spec missing.

23-07-11 HVAC and Boiler Plant Insulation.

The attachment 14 part 4 skips from 23 05 93 to 23 08 00 skipping 23 07 11.

Shown on the Table of Contents but skipped over in the specs.

Just making you aware so you can add it in the first amendment

Division 23 Specification has been provided in Amendment 0004.

2 3/4/2026 3/26/2026 Please see below RFI:

Spec 01 45 00 Section 1.4 states that the CQC will also serve as Superintendent (Dual Hat), but there is no statement requiring the SSHO to have no other duties.

Can the SSHO also perform the duties as Superintendent/CQC Manager (Triple Hat)?

The Site Superintendent CANNOT perform duties as a CQC Manager.

The SSHO cannot perform duties as a Site Superintendent, however, the CQC Manager can be SSHO.

3 3/9/2026 3/26/2026 Please see below RFI:

SPECS state the government has over a month to answer submittals & RFIs (21 business days). Per our experience, we thought this amount could be a typo due to being higher than usual. Could you please confirm if it is right, and if not, what is the correct amount of days?

For Submittals and RFI is 21 calendar days, not 21 business days.

4 3/9/2026 3/26/2026 SPECS section 01 33 30.D.6 states substitution for “Submittal Exchange” may be requested. Is Procore acceptable?

Procore is acceptable.

5 3/13/2026 3/26/2026 Which local authority has jurisdiction over this location for permits and inspections? Richland County? City of Columbia?

It depends on what type of permits, some are by the City of Columbia, and some are by Richland County.

6 3/13/2026 3/26/2026 By extension of question above, are the fire sprinkler system modifications subject to SC LLR review/approval/inspection, or other local jurisdictional authority?

Please review spec section and the government response above.

7 3/13/2026 3/26/2026 Which company has current control/maintenance of the fire alarm and fire sprinkler systems in this building?

The contractor will be required to coordinate with COR prior to any communication with the contractor. The School of Medicine has historically used MSS Fire and Solutions.

8 3/13/2026 3/26/2026 Is this project exempt from sales tax? If so, will the VA provide a tax exemption certificate for material purchases?

Please review the solicitation pg. 38 special note regarding

FAR 52.229-3.

9 3/13/2026 3/26/2026 Will the VA permit the use of Procore or an equivalent construction management software platform for submittals and project communications?

See response to question #4 above.

10 3/13/2026 3/26/2026 Will payment applications be accepted for materials stored on-site or in a bonded off-site warehouse?

The Contracting Officer will follow all appropriate procedures in accordance with FAR 52.232-5 Payments Under Fixed-Priced Construction Contracts as found in this solicitation on pg. 61. This will be at the discretion of the Contracting Officer after contract award.

11 3/13/2026 3/26/2026 Will the Government consider including an Economic Price Adjustment (EPA) clause to address significant fluctuations in material pricing?

This will be awarded as a Firm Fixed Price (FFP) contract and all escalation should be factored in your FFP.

Additionally, FAR 52.216-4 “Economic Price Adjustment – Labor and Material” is not included in the solicitation and will not be added.

12 3/13/2026 3/26/2026 Question: If tariffs are imposed on materials (e.g., steel, wood) after bid submission but before award, will the Government allow a price escalation even if the materials remain Buy American–compliant?

The Contracting Officer will follow all appropriate procedures in accordance with FAR 52.229-3 Federal, State, and Local Taxes as found in this solicitation on pg.

36. Offerors should provide pricing that reflects the current market at the time of submission. The government will consider pricing requests as allowable within regulatory guidance.

13 3/13/2026 3/26/2026 Will the Government provide detailed requirements for contractor badging? Please clarify the PIV process, including documentation, background checks, and estimated processing time.

Regardless of affiliation, everyone working within VA facilities or requiring access to VA information systems requires a VA PIV Card. PIV badging requirements can be found at:

https://www.osp.va.gov/How_To_Get_A_VA_ID_Badge.asp

Immediately after the bonds are provided to the Government, the contractor shall immediately start working with the identified COR at the site to commence the VA PIV process for all known contractor personnel that will be working on the project. All contractors must have a PIV Card in order to work on site unless directed otherwise.

14 3/13/2026 3/26/2026 How soon after contract award does the Government anticipate issuing the official Notice to Proceed?

This depends on the scheduling of the kickoff meeting following award, but we usually try to issue the Notice to Proceed within 10 days of that meeting. However, this is completely contingent on administrative procedures required once contract award occurs, such as badging and other requirements. After contract award, the Contracting Officer will appropriately direct all parties as expeditiously as possible.

https://www.osp.va.gov/How_To_Get_A_VA_ID_Badge.asp

15 3/13/2026 3/26/2026 Will the Government consider reducing the required bid validity period (e.g., to 60 days) to account for inflation and contractor pricing risk?

The government reaffirms its position of a 90-day period for Government acceptance after an offer is submitted in accordance with this solicitation. The contractor should fairly consider all risk and/or pricing variables when generating a price for submission.

16 3/13/2026 3/26/2026 Can the Government confirm the stated contract duration is accurate, considering phased access and execution requirements?

Yes, confirmed that this is the government’s anticipated period of performance.

17 3/13/2026 3/26/2026 May one individual serve in dual or multiple roles (SSHO, QCM, Superintendent) if fully qualified?

If not, may the Superintendent also serve as SSHO?

See previous response to question #2 above.

18 3/13/2026 3/26/2026 Will the contractor be required to provide a site office/trailer, or will space within the facility be made available?

There will be space for the Contractor’s trailer, but it must be a small office trailer. Space will be provided for 3 pickup trucks.

19 3/13/2026 3/26/2026 Will the VA allow temporary connection to existing utility infrastructure, with the contractor responsible for metered usage?

The contractor will be provided with a meter to existing utilities, water and power.

20 3/13/2026 3/26/2026 Will designated parking and staging areas be provided for contractor personnel and deliveries? Will the VA provide laydown space or containers, or must these be arranged off-site?

Refer to drawing AE 114. Parking is addressed in section 01 00 00. We do have Construction Laydown Area marked on the drawings, along with a dumpster site. Three pickup trucks close to the site. Available parking offsite for other vehicles.

21 3/13/2026 3/26/2026 Will the VA provide and hire the commissioning agent, or is the contractor responsible?

Commissioning agent is hired by VA, 3rd party.

22 3/13/2026 3/26/2026 What ICRA level is required for the project? There are no ICRA levels for this project. We currently working with Infection Control for the final signed document.

23 3/13/2026 3/26/2026 Will the VA provide recent asbestos and lead survey reports?

Asbestos and lead survey were provided but also attached again for records.

24 3/13/2026 3/26/2026 If abatement is required, will the VA identify known ACM/LCM locations?

Drawing HL100 provides the locations. This drawing is attached.

25 3/13/2026 3/26/2026 Does the VA have an existing fire alarm/security service provider? If so, please provide contact information for required coordination.

See previous response to question #7.

26 3/13/2026 3/26/2026 Will the facility remain occupied during construction, or will temporary relocation of staff/equipment be required?

The project space is vacant. However other areas of the building will remain occupied. Example is the second floor, work to be performed above ceiling will need to be planned and managed. All areas will be occupied, except where the work is occurring. Refer to Division 01 00 00.

27 3/13/2026 3/26/2026 Will demolition of major systems (e.g., AHUs, utilities) require after-hours or phased work to minimize disruption?

This will need to be planned by the contractor and approved by the COR.

28 3/13/2026 3/26/2026 Will the VA provide temporary cooling/heating during system cutovers? If not, should the contractor include them?

Temporary cooling and heating are not required. The project area is currently unconditioned; therefore, no system cutovers will be required.

29 3/13/2026 3/26/2026 Are existing pathways intended to be reused if possible? Correct.

30 3/13/2026 3/26/2026 For the safety ladder shown on Drawing AE115, the drawing shows the epoxied threaded rod anchors being driven into the existing masonry at each bent plate. Is there any existing rebar in this wall that might interfere with this anchoring?

Existence of existing rebar at the wall where the ladder is being installed is unknown.

31 3/13/2026 3/26/2026 Drawing AD101 is shown as “Level 02 – Demolition – Reflected Ceiling Plan” and shows a requirement for demolishing existing acoustical ceiling tile in an office on the far western side of the building (Sector B-1 based on grids) as well as in the men’s and women’s bathrooms and immediate adjacent hallway. Similarly, Drawing AE701 entitled “Level 02 – Renovation RCP and Details” seems to suggest that there is a requirement to replace acoustical ceiling tiles on the 2nd floor based on the requirement to modify plumbing and electrical connections in the above ceiling (to support 3rd floor expansions/renovations). During our pre-bid conference on-site walk-through, we did not visit the 2nd floor. Is there a requirement to perform any work on the 2nd floor?

Yes, there is work that will need to be performed on the second floor above ceiling for this renovation. Second floor ceiling plenums/above ceiling spaces will need to be accessed for this project for MEP. See drawing AE 701.

32 3/13/2026 3/26/2026 Are corner guards required on every exposed corner?

Couldn’t find specific locations for these in the drawings.

Locations are shown on sheet AE113 in the corridors.

33 3/13/2026 3/26/2026 Will the VA provide electronic strikes and proximity card readers for secured areas like the OIT Suite and Training Rooms? Will we only need to install/account for labor?

The General Contractor shall provide all work for access controls per the contract documents. Specification section 08 71 00 indicated which doors get electrified hardware. 28 13 00 further defines the scope. A key access system is also required.VA to confirm.

34 3/13/2026 3/26/2026 Can the VA provide existing video surveillance system details for subcontractors that are required to extend these systems to newly renovated areas?

The General contractor will be responsible for providing all information to the subcontractor. This information can be obtained through coordination between the General Contractor and the VA COR.

35 3/13/2026 3/26/2026 Is there set-aside parking for contractors working on-site? Refer to previous response to question #18.

36 3/13/2026 3/26/2026 Do the existing cameras that are labeled to remain need new category cabling?

Only if the existing cameras are located to a different area.

37 3/13/2026 3/26/2026 Will this project require any additional backbone cabling into the OIT from the VA main server?

No.

38 3/13/2026 3/26/2026 The Finish Schedule on Drawing AE601 references LVT for 351A “Breakroom”, but on all other drawings, we only see Room 351 labeled as “Conference/Adhoc Work Room”.

On the interior finish matrix on sheet AE601, all references to Break Room 351A are intended to be labeled 351 Conference Room/ADHOC Work Area

39 3/13/2026 3/26/2026 This spec contains a section for COVID 19 protocols which we have not seen in any VA spec for years. Is this going to be required? Will vaccination cards from several years ago be sufficient as the specs do not provide an expiration date? IF we have people who are unvaccinated, are they going to be required to take a test and provide proof of negative results within 3 days of entering the VA per this spec requirement?

Correct, the vaccination cards will be sufficient. No, unvaccinated individuals do not have to take and provide proof of negative results within 3 days of entering the VA campus; however, if an individual has COVID or flu-like symptoms, he/she will need to take a COVID and/ flu test prior to entering campus.
