About this file
This document is a Single Source Justification form for a Department of Veterans Affairs (VA) procurement at the Battle Creek VA Medical Center. The justification seeks to procure Automated Logic Corporation (ALC) Direct Digital Control (DDC) Systems for Project 515-23-101 to renovate the Audiology department, with a procurement value under the Simplified Acquisition Threshold of $250,000. The VA has determined ALC DDC systems are the sole source provider due to the existing building management system (BMS) installed in 2009, which controls heating, cooling, and ventilation systems across multiple campus buildings. The single-source procurement is necessary to maintain system compatibility, warranties, and the seamless monitoring capabilities of the current climate control infrastructure, with the contracting officer certifying the justification in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b).

1. Contracting Activity:
Department of Veterans Affairs, VISN 10, Network Contracting Office 10, Battle Creek VA Medical Center
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Project 515-23-101 Renovate Audiology. Battle Creek VAMC, Facilities Management requests sole source brand name for the Automated Logic Corporation (ALC) Direct Digital Control (DDC) Systems. ALC DDC system is the current Battle Creek VAMC station Building Management System (BMS) controlling building climate systems. Our sole source/brand name is for Automated Logic Corporation DDC Systems. Shown in specification section 23 09 23.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Battle Creek VAMC BMS DDC climate control system is comprise and serviced by Automated Logic Corporation. This system controls all of the heating and cooling of the multiple buildings on campus. In 2009 Battle Creek VAMC installed the ALC DDC system in order to standardize the controls for the benefit of the veteran population and staff. Having one system allows seamless control of the multiple buildings by one control system. We are able to monitor temperatures, change settings and view conditions of the thousands of heating, air conditioning and ventilation systems (HVAC) control points through one platform, and one computer monitoring system. Project 515-23-101 requires HVAC updates and to comply with current BMS system, purchase of ALC DDC system components is required to maintain current BMS DDC system and warranties.
4. Description of market research conducted and results or statement why it was not conducted:
Automated Logic Corporation DDC Systems is the sole provided of the current Battle Creek VAMC BMS climate control system
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
