PROFESSIONAL QUALIFICATIONS
SurvTech Solutions, Inc. (SurvTech) was founded in 2004 by its two principals, David J. O’Brien, Jr., and Stacy L. Brown, and has been in continuous operation during the past 17+ years. Mr. O’Brien and Mr. Brown founded SurvTech on the premise that a surveying and mapping company could operate in a manner that consistently created win/win situations for all the stakeholders involved in a project, not just the owners of the firm. Stakeholders were then and are now defined as clients, employees, vendors, owners, and the local community. 24. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost)
SurvTech Solutions was hired to perform a route survey with subsurface utility designation and verification, with right-of-way (easement) determination.
SurvTech was tasked by Tampa Bay Water with surveying approximately 1.17 acres for proposed work on Tampa Bay Water facilities. SurvTech performed a route survey with right-of-way (easement) determination, subsurface utility designation and verification, levels A, B, & C, including topographic and planimetric mapping. For the easement determination, SurvTech researched the easement document, and retraced boundary monumentation from qualifying calls to place the easement on the ground.
SurvTech field personnel utilized RTK GPS and conventional data collection with a total station to collect spot elevations, break lines (linear changes in grade), visible utilities, pavement, curbing, utility designation mark outs, and other physical features. From spot elevations and the break lines, a digital terrain model (DTM) was created. All the geospatial (topographic and bathymetric) data was combined into one seamless dataset and mapped in AutoCAD format. Subsurface utility designation crews worked simultaneously with survey crews designating subsurface utilities utilizing GPR (ground penetrating radar) and EM (electromagnetic induction). At critical design points subsurface utility verification crews utilized vacuum excavation to uncover utilities and verify their vertical and horizontal location and surveyed those locations. The vacuum excavation rig utilizes water and air to break up the soil, so that it can be vacuumed (removed) without damaging the utility. SurvTech’s office staff utilized the SUE and survey data to create a final topographic survey of the site in AutoCAD. The RTK GPS and conventional data is downloaded, backed up, and then processed utilizing Carlson Survey software to create symbolization and 3D linework in AutoCAD. Using Carlson Survey, a digital terrain model is created, and the symbols and line work are cleaned up (completed) and annotated.
Relevance to this contract: This project demonstrates SurvTech’s experience working directly with a public utility on their project, performing a route (topographic, planimetric, tree, and easement location) survey with subsurface utility designation and verification levels A, B, & C per ASCE standards. 24. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost)
SurvTech Solutions Performed a Route Survey with Right-of-way Determination.
SurvTech was tasked to perform a route (topographic) survey with right-of-way determination for design of a proposed water pipeline. The route was 4.6-miles of right-of-way through the residential neighborhood of Palma Ceia, located in south Tampa.
SurvTech established horizontal and vertical control, set a survey baseline, and utilized RTK GPS and conventional surveying to locate topographic and planimetric features, as well as boundary monumentation for the right-of-way determination. SurvTech’s field personnel utilized static and RTK GPS combined with conventional traversing to establish horizontal control throughout the project site, including survey baselines with references. The horizontal datum was NAD 1983 Florida West state plane zone, and the units were U.S. survey feet. To establish vertical control field personnel performed a closed loop differential level run between two city of Tampa benchmarks. The equipment utilized was a Sokkia SDL 30 digital level reading a bar-coded rod. The field personnel also performed sketches of the route, including drainage and sanitary sewer sketches. The sketches depicted features along the route, as well as details of the structures, such as pipe sizes, pipe material, and pipe direction, and flow direction. SurvTech field personnel determined that mobile LiDAR would be more efficient for mapping building faces and tree canopy drip lines, so SurvTech’s mobile mapping team utilized our LiDAR USA Snoopy system (Velodyne HDL 32 and Novatel IMU and GPS) to acquire mobile LiDAR for the route. The office staff processed the field data daily utilizing Carlson survey and the mobile LiDAR was processed with TerraSolid. CAD Drafting was performed with Civil3D per city standards, utilizing set layers, blocks, and text sizes, on the City’s plan and profile title blocks. SurvTech utilized a combination of technologies on the project, including conventional surveying (total stations and digital levels), RTK (real time kinematic) GPS and mobile LiDAR. RTK GPS was only utilized in open areas without overhead obstructions.
Mobile LiDAR was utilized to collect the face of all the residences and the tree canopy drip lines.

24. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost)
Flatwoods Consulting was tasked with determining the wetlands on the Tesoro Groves property, and Flatwoods tasked SurvTech Solutions with performing the wetland mapping.
SurvTech and Flatwoods mobilized personnel to the field to mark and map wetlands. SurvTech established horizontal and vertical control utilizing RTK and static GPS. The horizontal datum was NAD 1983 Florida East zone, and the vertical datum was NGVD 1929, both in U.S. survey feet. Flatwoods personnel flagged the wetlands and produced an aerial map with wetland flag designations and location of flags depicted thereon. SurvTech utilized a combination of RTK and conventional (total station) surveying to the wetland flags, and the tops of banks of water features, such as ditches, canals, or other surface waters. A previous boundary and topographic survey had been performed on the site by other companies, so it was paramount that SurvTech’s mapping data matched the previous data. Not willing to rely purely on whether the previous companies had mapped the project on the Florida East zone state plane mapping plane correctly, SurvTech calculated the old boundary survey in AutoCAD and located key boundary monumentation around the project boundary, allowing SurvTech office personnel to align the previous boundary and topographic information with the current wetland boundary.
The office staff processed and drafted the field data daily utilizing Carlson survey. By processing the survey data daily, field crews were given daily direction, which was instrumental with ensuring they did not miss any wetland flags or wetland areas. CAD Drafting was performed per FPL standards, utilizing set layers, blocks, and text sizes. SurvTech utilized a combination of technologies on the project, including conventional surveying (total stations and digital levels) and RTK (real time kinematic) GPS. RTK GPS was utilized in open areas without overhead obstructions and to set control for the total station to set up on and traverse into vegetated areas.
Relevance to this contract: This project demonstrates experience with both Flatwoods and SurvTech working together on a utility company’s project performing wetland delineation and a wetland survey, including performing topography to determine wetland limits. SurvTech and Flatwoods have worked on dozens of environmental projects together during the past decade.

SurvTech Solutions was tasked with performing a real estate (ALTA/NSPS) boundary survey with planimetric location for Tampa Bay Water on the H2S Water Treatment Plant located in Lithia, Florida.
This project included performing an
ALTA/ASCM land title boundary and wetland survey on an 18.6-acre plant site located in Lithia, FL. Tasks included establishing horizontal and vertical control with survey grade RTK GPS, planimetric location of visible improvements and utilities, including sanitary and storm drains and pipes, buildings, asphalt, tanks, piping, and miscellaneous improvements. Data was processed and mapped in Carlson Survey (AutoCAD) software per Tampa Bay Water surveying and CADD standards.
The first task was project research and planning, which included reviewing all the historical boundary information, including previous boundary surveys, deeds, township plats and notes, and right-of-way maps. The research allowed for office personnel to create a boundary retracement map for the parcel. When the survey field personnel mobilized to the field, they were already equipped with a search map and search coordinates uploaded into to their data collectors for boundary search points. Survey crews established horizontal control, utilizing a combination RTK and static GPS, and conventional traversing techniques. To collect boundary monumentation, only conventional traversing was utilized to minimize error. SurvTech was tasked with locating planimetric improvements and surface utilities on the plant site.
All improvements within 5 feet each side of the boundary were located to determine if there were any encroachments or open and notorious evidence of servitudes (easements).
SurvTech set monumentation at all boundary corners were monumentation was not found or held.
SurvTech’s office staff downloaded data daily to give real time feedback to improve boundary retracement efficiency and collect any missing or erroneous information before demobilizing from the site. With this project being an ALTA/ACSM land title survey, office personnel reviewed a title commitment for the site and plotted easements that affected the subject property. The title work was reviewed by both the CADD draftsmen and the professional surveyor and mapper (PSM). The survey was processed and drafted in Carlson Survey in AutoCAD format per Tampa Bay Water CADD standards.
Relevance to this contract: This project demonstrates SurvTech’s experience working directly with a public utility on their project performing an ALTA/ACSM Land title boundary and wetland survey. SurvTech has held two past continuing surveying contracts with Tampa Bay Water.

24. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost)
SurvTech Solutions Performed UAV LiDAR and imagery acquisition and processing to support design of a proposed transmission line and substation.
SurvTech was subcontracted to perform a topographic survey and route survey with aerial LiDAR and imagery acquisition and processing (photogrammetry) with a UAV to support the design of a proposed 69 kV transmission line and connecting substation planned to be constructed by El Paso Electric (EPE). The route stretched approximately 1 linear mile in Fabens, TX.
EPE requested acquisition and processing of high-resolution LiDAR and image data for use with PLS-CADD.
The aerial photogrammetry requirements included delivery of a full color, digital, geo-referenced, orthomosaic that was edge-matched and color-balanced to produce a continuous geo-mosaic map of the entire transmission line corridor or rights-of-way. SurvTech provided a ground control and checkpoint layout to be utilized in data processing and accuracy assessment. The GPS base station data was tied into this horizontal and vertical control network to improve the accuracy of the data. The final orthomosaic product had a pixel resolution of 3 inches. The aerial LiDAR data was captured with a point density of 70 points per square meter. The final LiDAR data was delivered with a vertical accuracy of 5-cm over the entire 500-foot-wide corridor. Full LiDAR classification was achieved using the provided EPE feature codes in PLS-CADD format.
Complete coverage was provided for digital terrain model, features, and obstacles of the rights-of-way. A weather station was operating during flights collecting temperature, barometric pressure, wind direction, and wind speed.
Relevance to this contract: This project demonstrates SurvTech’s experience working on a public utility project performing a route (topographic, planimetric, and Transmission Line) survey. SurvTech traveled all the way to El Paso, TX because of our unparalleled expertise with performing aerial LiDAR from an unmanned aerial vehicle (UAV).

24. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost)
SurvTech Solutions was hired to perform a route survey with subsurface utility designation and verification, with right-of-way determination and boundary surveying, including aerial LiDAR and Imagery for design of a 22-mile gas transmission line.
SurvTech performed a route survey with right-of-way determination, subsurface utility designation and verification, topography, planimetric mapping, boundary surveys, sketch and description preparation on proposed gate stations, as well as hydrographic surveying and submerged land easement surveys for all water crossings.
For the route survey with right-of-way determination, SurvTech researched adjoining property real estate maps, deeds, and property transaction registers, to determine right-of-way location, and easement creation. Property owners were notified for survey entry permission, and survey was conducted within a 100-ft corridor in areas that were not public right-of-way. Survey was conducted using a combination of aerial mapping and ground surveying. For the aerial mapping portion, SurvTech collected aerial imagery and LiDAR from a Teledyne/Optech Galaxy Prime sensor with a Phase One RBG camera. From the aerial LiDAR, a digital elevation model (DEM) was created which was combined with conventional ground surveying collection from total stations and RTK (real time kinematic) GPS. A digital terrain model (DTM) was created from the combined data sets. From the aerial imagery, SurvTech mapped pavement, visible utilities, curbing, and other physical features. Ground survey crews supplemented the aerial data collection and located subsurface utility mark-outs, non-visible utilities, and ground features and topography that was obscured from the aerial view.
Relevance to this contract: This project demonstrates SurvTech’s experience working directly with a utility company on their project performing a route (topographic, planimetric, tree, and easement location) survey. 24. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost)
SurvTech Solutions Performed a hydrographic survey of a pond for construction of a floating solar field at the Big Bend Power Generation Plant in Gibsonton, Florida.
SurvTech was tasked by ECT with performing a hydrographic survey for multiple ponds at the Big Bend Power generation plant.
SurvTech established horizontal and vertical control, utilizing RTK GPS and differential leveling. The horizontal datum was NAD 1983 Florida West state plane zone, the vertical datum was NAVD 1988, and the units were U.S. survey feet. A local RTK GPS base station was established onsite for real time positioning of the hydrographic survey vessel. Due to the size and limitations of the pond (lack of a ramp and a pond liner in place) SurvTech’s hydrographic field personnel utilized SurvTech’s unmanned survey vessel (USV), named the Kraken. The Kraken was designed and constructed in-house by SurvTech employees to perform autonomous multi-beam surveys in water bodies that were difficult to access with a normal boat. The Kraken is equipped with RTK GPS for positioning, and a Norbit iWBMS sonar system fully integrated with an Applanix AP-20 Wavemaster INS system. The Applanix AP-20 Wavemaster corrects the vessels orientation for heave, pitch, roll, and yaw, and together with the RTK GPS gives correct position and orientation of the sonar unit thousands of times per second. The Kraken was put into the pond by the captain and his assistant. The captain then proceeded to pilot the Kraken vessel on pre-calculated lines filling the matrix to create 100% coverage of the pond bottom. The multi-beam data is collected with 20% overlap to ensure there is complete coverage. Along the side banks the multi-beam sonar has an electronic tilt function that electronically points the sonar head to the side, instead of the pond bottom to ensure complete coverage of the pond banks all the way to the water line. Back at the office the multi-beam data is downloaded from the Kraken’s onboard computer and uploaded into Hypack software and processed to eliminate noise and erroneous data. Once the multi-beam data set is processed and filtered, a digital elevation model (DEM) is exported out, and imported into Power Inroads, where a thematic depth map, contour map, and DEM map is created. The client wanted AutoCAD deliverables, so the data was exported once again to Carlson Survey.
Relevance to this contract: This project demonstrates experience performing a hydrographic multi-beam survey for a utility company utilizing the latest in technology (USV multi-beam boat).
