COST MANAGEMENT AND METHODOLOGY
PROGRAM/PROJECT MANAGEMENT
Atwell’s Client Account Leader, Maximillian A. Sablosky, will be the main point of contact for the UCNSB program, managing communications to and from UCNSB, performance metrics, upcoming needs, and changes in strategy associated with the contract. He will work closely with the Engineering Delivery Leaders who will oversee the project schedule, quality assurance and client expectations. UCNSB will also have direct access to all Engineering Delivery Leaders assigned to the UCNSB portfolio when desired/needed. Updates will be given on a regular basis regarding project status, schedule, and financials through continued correspondence with UCNSB on a weekly, bi-weekly, and monthly basis. Atwell will relay any issues regarding or affecting the project such as schedule management, budget management, RFI’s, project strategy, project related technical issues, and project constraints as they arise.
Atwell encourages regular and continued correspondence throughout each project as communication and responsiveness is extremely important for project success. Atwell will accomplish this communication via meetings, virtual conference calls/meetings, phone conversations and emails. Atwell will encourage discussions on project milestones, critical project dates, budgetary concerns and general concerns and issues throughout the life of the project. Atwell will organize and set up meetings regularly to discuss project components.
BUDGET MANAGEMENT AND COST CONTROL
A significant factor in our firm’s reputation is our ability to produce a high-quality product and to adhere to the demands of the budget & schedule ascribed to a particular Project or Program. Our teams work diligently to develop a detailed project scope that includes a Deliverables List, Forecast, Accruals, & Project Schedule. Our team updates these key documents throughout the project lifecycle. Atwell understands that one of the largest components of cost management is scope management; and if all stakeholders can agree on a thorough and well-defined scope, a result will be a high resolution Construction & Procurement Cost Estimate. Atwell also understands that by assisting UCNSB in Scope Management ahead of Procurement & Construction we can work together to create efficiencies that translate in to substantial cost savings during Project Execution.
Atwell provides a very high level of transparency through our Accounting System and Cost Control measures this includes tracking at the Project & Task Levels. Atwell further maintains an accounting system that allows our teams to track project costs on a weekly basis. Each employee is required to complete an electronic timesheet and an expense report at the end of each week that indicate the number of hours spent and cost incurred on projects. This allows for Weekly Reporting in “Real Time” on the Project Budget, Project Spend, & activities completed by the Project Team Members. Our Real Time Tracking & Reporting features also enable a forecast of our budget adherence to be sent directly to UCNSB anytime. Our Accounting & Cost Control System enforces a code and process for change management in strict adherence to the UCNSB Playbook.
FINANCIAL STABILITY
Atwell, LLC is a financially stable company and has the necessary resources, human and financial, to provide the services for the City of New Smyrna at the level required. The latest Dun & Bradstreet report for Atwell lists our overall business risk as LOW and gives the following statements:
Overall assessment of this company: VERY STABLE CONDITION

DELIVERABLES
Quality Control aims to identify quality issues in a finished product, and therefore is performed as interim and final products are developed. The following flow chart represents Atwell’s standard review process.
A Quality Control Review is performed early in the design process to ensure the Designer / Engineer is on the right track before project initialization, a design criteria document is utilized to ensure consensus on project scope, standards, and specifications. This is done at the Senior Technical Review in an informal discussion over all available sketches and prints available at the time of the review. The reviewers at this step are the Atwell senior engineering staff and management team. The objective of this meeting is to ensure the proposed design satisfies the client scoping document(s), represents a least cost means solution, addresses/avoids potential constructability issues.
When quality issues are identified during a QC review, the product will be revised by the designer and resubmitted to QC. No product shall be issued without QC acceptance and sign-off on the applicable QC checklist. The Quality Control Review for the final delivery of the Work Package is an Independent Quality Control Review and shall be conducted by approved quality control personnel.
SDS-PHYSICAL FOR AUTOCAD AND VR CAPABILITIES
In addition to Atwell’s extensive distribution AUD capabilities, our substation team beta tested Spatial Business Systems’ SDS-Physical for AutoCAD software in late 2020. Atwell dedicated one of its senior substation engineers and two substation designers to build two 3D substation designs in the beta software, both based on existing completed projects. Once the testing was complete, multiple meetings were held between Atwell and SBS to discuss approach, training, issues/errors, and lessons learned. Atwell is excited to continue using this software on future projects now that it has been released for production.
Once beta testing was complete, Atwell took a 3D substation layout that had been created in SDS-Physical for AutoCAD, and used Virtual Reality software to import the model into VR Oculus Headsets. In this software, our team was able to hold meetings with multiple colleagues inside the model to look at the details of the design in actual scale. This software allowed us to fly above the substation, go below grade to see the details of the conduits and cable routing, take clearance measurements, make notes and genuinely understand how the designed substation layout would look once constructed.
We believe this technology will be an extremely valuable tool on UCNSB projects, and could be used for detailed design reviews training and pre-construction meetings.
