Ms. Lynch:
Patterson & Dewar Engineers, Inc. (P&D) is pleased to present to the City of New Smyrna Beach (NSB) our firm’s qualifications to provide electrical engineering services for the planning, design, and construction of substation, transmission, and distribution facilities. Our collective experience and dedicated focus on the electrical utility market distinctly qualify us to assist NSB with engineering and general consulting services.
Our business is straightforward – P&D is an employee-owned company that specializes in designing and evaluating vital power delivery infrastructures. We truly understand the challenges our utility clients face when financing and delivering services. This focus allows us to be selective about the projects we pursue, the clients we serve, and the employees we recruit to build value-driven relationships that last a lifetime.
Established in 1947, P&D is a niche firm with a history rooted in serving cooperative and municipal electric utilities in the south. P&D’s cross-functional teams focus their attention on clients who enjoy direct access to knowledgeable engineers, designers, and technical staff who treat your project as if it were their own. For 70+ years, we’ve stayed the course and learned how and when to bring on new clients whose needs align with our strengths and availability.
P&D is very familiar with the Florida utility environment. We are currently working with Florida Municipal Power Agency (FMPA) under a Master Services Agreement for various engineering services across FMPA’s membership, as well as with several other cooperatives and municipals across the state. P&D offers the technical expertise, bench strength, and responsiveness needed to execute your projects effectively. We are committed to working with NSB in developing execution plans. Our design and implementation processes will minimize the burden on NSB personnel while ensuring that projects are completed successfully, on time, and on budget.
If you have any questions about this proposal, or would like further information about P&D, feel free to contact me at 615-838-4197. Thank you for this opportunity.
Sincerely, Patterson & Dewar Engineers, Inc.

We offer a full range of surveying services, such as:
• Boundary surveys
• Topographic surveys
• ALTA/NSPS surveys
• Laser scanning
• 3D modeling
• Route & roadway corridor surveys
With multiple team members who hold FAA remote pilot licenses for small, unmanned aircraft systems, P&D is ready to meet your UAV surveying needs. These surveys are efficient at delivering surveying data for both large and small projects.
Our survey teams specialize in linear route surveys of transmission and distribution lines. This valuable expertise allows us to correctly locate and identify additional detail that traditional surveyors may not, such as: pole-mounted equipment and appurtenances (streetlights, transformers, etc.); underbuilds and 3rd party attachments (cable, phone, fiber optic, etc.);
mid-span and lowest overhead clearances; conductor sizes; voltage levels; pole and structure types; and guy wires and anchors. This focused experience and knowledge distinguish us from other surveyors and add significant value to our electric utility clients.

Project Understanding P&D understands that NSB is seeking to partner with a consultant for electrical engineering services. Our team is prepared to execute the Continuing Services Agreement and perform work on individual tasks as directed by NSB with the understanding that a detailed scope of work, budget, and schedule for each task will be mutually agreed. Included herein are details on the full range of services we provide to the electric utility industry, as well as profiles of our recent work successfully delivered for clients similar to NSB.
Project Management Approach At P&D, we know effective project management is the key to successful project execution. Our project manager will assign a skilled team of engineers, designers, technicians, and partners who can handle all aspects of NSB’s projects. We build project teams with the objective of assigning “the right people doing the right work at the right time” who will work as an extension of your team. Our experienced staff understands the details of projects like yours and can provide successful solutions, being there for the long haul to provide ongoing consulting and advice as needed. P&D’s success is founded on rigorous adherence to pragmatic engineering and design practices, sound financial and ethical business principles, and technical quality assurance.
Each P&D project starts with a comprehensive project plan that specifies processes to be used and thoroughly defines the scope, schedule, and budgets that are understood by all stakeholders. For most projects, we employ the Critical Path Method (CPM) of project management, ideally suited to complex projects consisting of numerous activities. The CPM is a step-by-step approach for process planning that defines critical and non-critical tasks in order to prevent time-frame problems and process bottlenecks. This method provides a visual representation (GANTT chart) of project activities that clearly shows the time required to complete tasks and tracks activities, so the project does not fall behind. This style of project management requires our team to consider, during the planning stage, any factors that may impact our tasks and final deliverables, thereby reducing the risk of unforeseen issues.
Communication & Progress Meetings Our communication plan will incorporate all team members including NSB’s personnel (as desired), our subcontractors, and any associated subconsultants to ensure efficient utilization of resources and timely project execution. Successful project management communication is about being there for everyone involved, anticipating, and addressing the challenges of the project, understanding the issues within the team who will deliver the project, as well as appreciating the needs and objectives of each client. We believe an effective communication network starts working from day one of the venture and continues for the entire life span of the project.
Being present, visible, and engaged with all stakeholders is paramount to our project managers – during the good times and the challenging times. Our communication plan will also address the frequency and method of scheduled communications, file transfers, and budget updates. P&D collaborates via project management software and electronic document control to manage the high quality of our work and focus our teams on continuously improving efficiency. Our team will hold regular progress meetings to share updates on the status of the project’s design and construction. Meetings will be executed either in-person or via teleconference.
Quality Assurance & Quality Control We implement rigorous checks and balances to ensure we adhere to the highest standard of quality. We employ QA/QC measures aimed at preventing and correcting any defects in the design or execution both during the project and at its completion to help make sure our work product meets expectations. Quality assurance is a proactive process, emphasizing planning, documenting, and finalizing the guidelines that will be necessary to ensure the quality. This process starts at the very beginning of the project to understand the product’s requirements and expectations. Quality assurance and quality control are dependent on each other. The quality control process receives input from the quality assurance process, and in turn, gives its feedback to the quality assurance process so that the quality assurance can validate the operational process.
Powered by Experience Since 1947 Page 10 of 14 (770) 453-1410 | pdengineers.com
For each phase of the project, we identify quality assurance milestones with peer reviews. Our QA/QC reviewers, selected for each discipline, are experienced senior engineers with technical expertise who have not been involved in the daily execution of the project. They conduct QA/QC assessments to verify that the project’s management plan is being followed adequately and that deliverables align with project objectives and comply with industry standards. Our QA/QC processes are designed to accommodate unforeseen circumstances, remedy flawed design decisions, and account for any changes desired by a client in the project’s scope, timeline, or budget.
Risk Mitigation We continually identify and take measures to mitigate risk throughout the lifecycle of a project. Through quantitative analysis, we assess risk probability and potential impact to the schedule/budget. Early identification and risk prioritization enable our team to quickly analyze the impact of the risk and find a solution. Each solution is then assigned an owner to see it through and maintain relevant communication with the client. Typical risks factors monitored and addressed during a design project could include siting, material procurement and delivery, construction, and testing risks. Solutions could include additional studies, information and outreach programs, custom designs, alternate delivery methods, or accelerated material deliveries.

To continue providing reliable service to both its industrial and residential customers in the Mountain Home load area, JWEMC turned to P&D to design a greenfield substation.
JWEMC’s transmission provider, Tennessee Valley Authority (TVA), built a 161kV switchyard within the same fenced area; the Mountain Home substation is fed from one of the terminals in the TVA switchyard. JWEMC enlisted P&D to provide substation design, site preparation, and project management throughout the entire process. P&D worked closely with TVA on:
• Facility concepts
• Breaker-and-a-half scheme
• Interfacing the two facilities
• Site development
• Transmission tie
• Common protective relaying
• SCADA
The 46kV and 13kV yards each consist of a 161kV breaker, transformer, main and three to four feeder breakers. P&D’s protective relaying design consists of transformer differential protection with backup overcurrent relaying that also serves as a breaker failure relay for the 161kV breakers. The 46kV bus is protected by an SEL 487B differential relay that will fail the 46kV breakers. All feeders use SEL 351S overcurrent relays. Ultimately, the 46kV yard contains six feeders with main and bus tie breakers; the 13kV yard has eight feeders with main and bus tie breakers. A pre-fabricated concrete control building houses the 161kV, 46kV, and 13kV relay systems (including SEL relays), battery systems, and SCADA equipment. P&D also coordinated metering facilities with TVA and incorporated them into the design.
P&D coordinated procurement contracts and managed bidding activities for site preparation, power transformers, circuit breakers, control building and equipment, substation structures and equipment, and construction. We also performed relay system settings and integration with JWEMC’s existing SCADA system, and on-site testing and commissioning of the substation.
Incorporated in 1937, Joe Wheeler Electric Membership Corporation today is the fourth largest electric co-op in Alabama, serves about 43,000 business and residential customers, and maintains more than 4,200 miles of transmission line. For more details, visit www.jwemc.org.

When a technology giant (confidential end user) chose Mecklenburg County, VA as the new location to build multiple data centers, Mecklenburg Electric Cooperative (MEC) needed to provide reliable service to its new client.
The technology company needed significant resources for the 900-acre site purchased in Virginia. MEC hired Patterson & Dewar Engineers, Inc. (P&D) to design and build the Coleman Creek substation to power an a new data center at the location.
Site Development P&D’s civil team provided the following recommendations to prepare the site for construction:
• Employ a 1% slope for the substation pad to ensure there is no standing water on the site
• Ensure overall design meets local, county, and state requirements
• Finish subgrade elevations with backfill material in 6” layers
• Remove surplus earth to a designated area
• Utilize a maximum 7% slope for the driveway
Substation Design MEC hired P&D to construct the 230x115/26.4kV Coleman Creek substation for this data center. P&D provided the complete design and layout for the new substation, with the following configuration:
• Four 230kV transformers 30/40/50MVA transformers
• Seven 230kV circuit breakers
• Four- 27kV 1200A circuit breakers
• Relay systems, battery systems, and SCADA system equipment housed in a prefabricated building constructed on site
P&D encountered several challenges during the first phase of the build, including a dramatically different scope than previously agreed upon. The approved plans included a main-tie-main scheme. However, the client wanted a breaker-and-a-half configuration. P&D adapted the design to get more power from transmission provider Dominion Energy to feed the load by adding two more sources, three tie breakers, and additional transformers.
Since the team could not build out the site’s final dimensions, P&D added main-tie-main to facilitate the new design. The team will add main-to-main breakers in stages.
The first phase of development is complete. P&D is on schedule to complete the second phase in 2022. P&D has plans to engineer and contract manage three additional substation sites in the area varying in capacity up to 300MW each.

LCUB’s customer base had grown dramatically in recent years exceeding the capacity it could reliably support with its aging infrastructure and technology. Outages due to overload began to occur, so LCUB turned to P&D to design and build a new substation.
Site Development The substation was to be built on a 0.9-acre parcel of land that, due to its grade and soil conditions, required significant earthwork. The site elevation difference from the access point to the back of the lot was over 20 feet. A concrete masonry unit (CMU) fence was needed for security and aesthetics, and since the site had been used as a dump site during a highway paving project, more than 12 feet of rubble, boulders, and limestone bedrock had to be excavated.
To help prepare the site for construction, P&D provided:
• Comprehensive site design including utility relocation, water & sewer service lines for facility restroom, and DOT striping and signage
• CMU fence design
• Oil spill containment design
• Storm drainage design
• Analysis of existing double box culvert with shallow cover
• Grading of ditches to limit stormwater flow across substation pad
• Joint layout for concrete driveway entrance
• Sewer force main relocation within TDOT right-of-way for new driveway
• Limited disturbed area below NPDES/TDEC 1-acre threshold
Project Profile: Town Center Substation
LCUB serves approximately 62,500 electric customers in a four-county region in east Tennessee, plus 8,800 water customers, 5,900 natural gas customers, and 5,200 wastewater customers, making LCUB the eighth largest utility among the 155 TVA distributors. For more information, visit lcub.com.
Substation Design The new 69-13kV Town Center substation was constructed to replace an existing substation. P&D provided a complete design with a basic layout patterned after other LCUB facilities, a comprehensive construction package, and on-site construction management. The design included structural design, two outdoor metal-clad switchgear lineups, as well as a control house to contain the relay systems (including SEL relays), battery systems, and SCADA equipment. P&D coordinated metering facilities with the transmission provider, TVA, and incorporated them into the design.
P&D prepared contracts and coordinated procurement activities for site preparation services, power transformers, circuit breakers, 13kV switchgear lineup, substation structures and equipment, and construction.
P&D also designed transmission line modifications needed to serve the substation and distribution underground exit circuits. Our team remained on-site during construction to supervise and coordinate with the contractor and the client as needed. At the project’s completion, we provided as-built drawings to reflect any changes made in the field.
Distribution Design Experience Line Relocations, Field Staking, Work Order Inspections, & More
P&D’s typical distribution design project runs from concept to completion. Clients define the projects and parameters, such as the conductor size and where the line is to begin and end, while P&D selects the route, figures pole heights and class, allows for joint-use attachments, and selects control points for sectionalizing devices, right-of-way easements, and permits. P&D works closely with clients on these projects since preferences vary for types of line hardware and we must allow for certain strength limitations in our designs. While we adapt to the “systems” used by each client, P&D typically uses:
• Staking Package – Partner, Futura
• GIS – ESRI, Smallworld
• Design assistance – PLS-CADD™, PLS-POLE™, PoleForeman, SPIDAcalc
• Drawings systems – AutoCAD®, MicroStation™
• Design Standards – NESC, RUS, TVPPA, coastal/shoreline hardening requirements, client-specific
Our designers and technicians are not only experienced in designing electrical distribution lines (above grade and below grade), but also in inspecting electrical utilities, installing fiber-optic lines, providing RUS Field Certification of Work Orders, monitoring contracted line construction crews, performing joint-use make ready design and joint-use utility attachment counts, conducting voltage conversion design, compiling pole line inventory, as well as GPS mapping.
Our distribution team routinely serves as an intermediary with third-party entities, such as communications providers, foreign utility companies, Departments of Transportation (DOTs), and transmission providers (Tennessee Valley Authority, Florida Power & Light, etc.) to ensure designs and permitting meet required specification and regulations. We have expertise in permitting for DOTs, Army Corps of Engineers, Electronic Permitting Systems, transmission lines, and railroad crossings.
P&D assists clients with all facets of line construction contracts (from developing labor and material specifications, soliciting of bids, leading pre-bid and pre-construction meetings, and more). We monitor the contractor’s work and review invoices for accuracy and alignment with the project’s progress. We also facilitate an Underground Facility Maintenance and Inspection program and conduct Electrical Distribution Design training classes.
Additionally, P&D has an expert team of surveying and GIS specialists who can tackle all required services pertaining to updating, managing, and correcting ESRI-based GIS systems.
Our team will update all GIS fields, elements, and attributes to meet the needs of the project. We have extensive experience with GIS services ranging from attribute edits, data verification and correction, layer development, preparation work for engineering model export, development of system maps, and updating the system based on work orders.

Horry Electric Cooperative (HEC) is a not-for-profit, member-owned corporation that provides electric service to 80,000 customers located in Horry County, SC.
P&D conducted a full distribution system sectionalizing study, including the coordination and response of substation feeder protection equipment, as well as distribution line devices. The study was on their whole system which consists of 26 substations or 134 feeders at a mix of 12kV and 25kV. To study loading and fault current conditions, we utilized data from HEC’s construction work plan (CWP) recently completed by P&D. Proposed future conditions were based on the CWP recommendations, which included new construction, open point changes, new substations, existing substation upratings, etc. The loading and fault current conditions were calculated using the WindMil® modeling software from Milsoft Utility Solutions. HEC provided device locations, type, and sizes, as well as substation power transformer sizes and impedances. Central Electric Power Cooperative (CEPC), the power supplier to HEC, provided delivery point source impedances.
HEC plans to convert portions of its distribution system to 24.94kV during the 4 year CWP timeframe. P&D adjusted the sectionalizing scheme for these areas to accommodate the change of feed once the substations are energized.
P&D recommended several line device changes due to the higher fault current levels. Additional recommendations included the replacement, removal, or relocation of existing devices, installation of new devices in critical locations, and new settings guidelines for electronically-controlled devices. We advised HEC to install vacuum interrupting reclosers as replacements due to their significantly longer duty cycles, generally higher interrupting rating, and lower cost-of-ownership when compared to equivalent oil interrupting reclosers.
