5. Modeling Services - Hydraulic Stantec has extensive expertise in water distribution and hydraulic modeling services. Our modeling team’s experience also includes water and sewer system modelings, computational fluid dynamic modeling, and other advanced hydraulic modeling for stations and transient analyses. Our recent work with the Commission in developing your updated water and sewer hydraulic models demonstrates our prowess when solving complex hydraulic issues. We understand that hydraulic models are tools for facilitating the analysis of systems, and not a substitute for good engineering judgment, but with advancing operational models and digital twins, being able to represent systems with a clear understanding of the factors that affect real world system performance are critical to your utility operations. Stantec has a strong track record in system plans to evaluate and mitigate future system capacity requirements; emergency planning;
modeling operational needs and solutions, and supporting capital improvement plans; developing I/I strategies; and advanced hydraulic studies to support designs and investigating operational problems.
6. Modeling Services – Process As your treatment facilities are faced with service area growth and a trend toward more stringent effluent limits there is greater demand to better manage existing assets in order to meet these constraints. Modeling enables utilities to proactively plan and develop capital improvement plans, enable facilities to achieve the required and anticipated levels of treatment while saving both capital and operating costs. Stantec carries several licenses for the two major software packages – BioWin and GPS-X. Computational Fluid Dynamics (CFD) modeling provides detailed information on flow patterns, temperature distribution, chemical mixing, and other important performance parameters. Using CFD modeling, Stantec has cost-effectively helped clients develop new designs, trouble-shoot issues related to existing facilities, and develop remedies and design modifications for improving facility performance.
7. Planning Services Stantec has completed more than 800 master plans, facility planning, and feasibility studies for water, wastewater, and reclaimed water systems throughout the United States, many of which were completed here in Florida. As part of Stantec’s commitment to proactive management, we often apply principles of adaptive management to allow our facility and master plans to be flexible to easily adapt to future financial, political, and regulatory changes. Our experience includes integrated plans that consider the “One Water” concept, the optimization of capital and operational solutions, including, but not limited to strategic planning, service area growth, regulatory trends, operations and process optimization, water supply planning, CIP prioritization, budget reviews, and financing alternatives.
8. Collaborative (Alternative) Delivery of Capital Projects At the outset of any capital project, potential project delivery methods that can be considered include designbid-build (DBB), fixed price design build (FPDB), progressive design build (PDB), and constructionmanagement at risk, and (CMAR).
Variations on these delivery mechanisms may include aspects of operation or financing. Stantec’s alternative delivery of projects (ADP) group has extensive experience evaluating the best delivery method for a particular project. The decision of which delivery model to use is very dependent on the specifics of a project. Each has its own benefits and drawbacks. For example, a PDB or CMAR contract could seek to set a guaranteed maximum price (GMP) early in design (around the 30% design development stage) for some aspects of work to allow an early start of construction while other parts of the project advance in design. When considering which project delivery model will be used, there are additional nuances to consider, such as the possibility of pre-purchasing or pre-selecting of equipment by the Owner. Stantec will provide options, a recommendation, due diligence, and guidance to the Commission in these scenarios so that the selection of the proper delivery mechanism aligns with the project goals.

A Culture of Innovation
The Commission is an industry leader in innovation within the water and electric spaces, focusing predominantly on leveraging emerging technology to achieve key strategic goals. Many of these were developed in your Optimization Plan for your water, wastewater, and reclaimed water facilities. The Commission and your customers have already realized numerous benefits from this approach, which include more robust performance of processes, reliable compliance with permits, more cost-effective and flexible operations, and highly trained and skilled personnel. It is apparent that the Commission recognizes that these benefits could be leveraged across the entire community it serves.
All of your utility system customers share the expectation that a given level of service provided by the Commission’s operations carries with it some degree of benefit. You recognize that the beneficial stake each “customer” holds in the assets owned and operated by the Commission’s reach beyond bottom-line economics and provide significant inputs to shaping overall quality of environmental and social life within your community. It is evident from the last 3-years working with your staff that the Commission recognizes that a sustainable future for our communities means embracing we refer to as a circular economy. For example, an economy that stems from avoiding and reducing waste, while extracting and recovering resources that are normally overlooked, such as domestic wastewater, stormwater runoff, waste heat, among others. Stantec Team’s Innovation Leadership aligns with the Commission’s Culture of Innovation to inspire infinite ideas that extend the value of finite resources. The graphic on the following page will provide you with the type of work we provide in developing and demonstrating solutions for our client’s challenges.
All of our projects are planned and designed to protect the region’s health and environment by cleaning water and recovering resources.
Key members of our proposed team have spent a great deal of time in the past 3-years listening and working with the commission in developing a vision for your utility. As such, we will provide the level of professional services that will ensure our work firmly establishes this vision and can assist the commission in enabling its implementation.

Managing Demand Services Contracts
The Stantec Team is very familiar with task order assignments under a continuing professional services contract vehicle.
Stantec has specialized management approaches to adapt to multiple concurrent projects. We will continuously improve by collecting feedback from your staff on each assignment to better adapt to the needs of the project and to the infrastructure needs of the Commission. Our approach discussed in this Section is designed to meet your project objectives while actively controlling cost, meeting the project schedule, and producing quality deliverables. Our experience in managing continuing professional services contracts has led to an approach that includes all of our technical resources in one coherent management structure. A clear understanding of this process by all team members is crucial to the project’s overall success.
To streamline the communication between Stantec and the Commission, Sergio Hoyos will serve in the role as Project Manager and will be Stantec’s single main point of contact for this Project. After discussing your project needs with you, he will identify the project team to be assigned to each task order, based on individual expertise and skills, who will assume the responsibility to complete the technical tasks on-schedule and on-budget.
