Consultant’s Understanding

City of New Smyrna Beach RSQ No. 10-22 Professional Services 10

CONSULTANT’S UNDERSTANDING

Client Communications Policies Brief weekly internal meetings and regular progress meetings with our clients are important opportunities to monitor cost, schedule, and review goals. These meetings are used to determine team member progress on specific tasks, evaluate progress in terms of scope compliance, facilitate collaboration on interdependent tasks, facilitate integration of results, review schedule timeliness, and identify issues so that you are fully informed and address them before they can impact the project. Should the schedule or project necessities require more frequent meetings, we will communicate this need to your project manager.

Thoroughly documenting meetings is critical to ensuring the project is always moving forward and not revisiting past decisions/direction. This also safeguards project information should a change in team occur with either the consultant team or with New Smyrna Beach.

Management of Staff Workload and Project Schedules Stantec manages resources using our internal resource management process. Our process involves monitoring resource requirements and allocations across all projects and involves all disciplines and resources using our resource report that is updated regularly by our Project Managers to identify resource projections for each project. Our Engineering Management and Project Management teams review individual project resource requirements on a bi-weekly basis.

At Stantec, our local offices have the ability to reach out to other divisions of the company to acquire additional engineering support to meet project demand as needed. We have been successful with this approach and our internal processes and systems allows for collaboration across offices.

Change orders are changes, agreed to by the both parties, made to existing contracts or purchase orders which impact one or several of the following: Contract scope of work, Contract order price, Contract delivery schedule. Change Orders can be initiated from either the client or Stantec. Changes can range from minor administrative clarifications to redesign of equipment being purchased.

When the need for a change has been identified, Stantec’s Project Manager will prepare a Potential Change Notification (PCN) based on input from the project team and issue to client. The PCN shall include description of the change and scope as well as reason for the change.

Once the client has agreed to the scope change Stantec will develop a manhour estimate and Change Order for the additional work identified in the PCN. This Change Order will not only describe the scope of work but also identify schedule and cost impact as well as potential risks and mitigation criteria. This Change Order will be submitted to the client for approval of contract change.

Stantec’s Project Manager maintains a log of all scope changes identified including description of change, dollar amount of the change and the dates submitted and disposition of the client.

Stantec will not perform work out of scope without written authorization.

Schedule Control We work with our clients to identify critical path items specific to their project’s execution. We develop a project schedule in support of the critical completion dates of the project that identifies areas of risk and where there may be opportunity for improvement. We review and refine these schedules on a monthly basis as the project progresses.

Stantec has been providing similar power delivery permitting and engineering services for 25+ years.

City of New Smyrna Beach RSQ No. 10-22 Professional Services 11

As part of the Project Progress Report, we provide updates on project schedule performance, including S curves and schedule variance. S curves indicating schedule earned value versus schedule planned value are provided for engineering, procurement of Engineer Supplied Equipment and commissioning activities.

Schedule variance will be published using key performance indicators (KPI) including number of milestones achieved versus plan and actual critical path float versus budget. We also report on schedule variance by interpreting the S curves’ progress; evaluating the milestone progress against plan; and looking at schedule activity variances, critical path determination and amount of float available.

Billing/Invoicing Practices We use Oracle for our financial systems which includes invoice generation. The use of Oracle helps provide information on the invoices is accurate.

We have a team of financial personnel (Project Administrators) who are dedicated to producing accurate, timely invoices. In accomplishing this goal, they work very closely with our Project Managers who must also review and approve invoices for quality and accuracy before they are sent to clients. Both the Project Managers and the financial team that prepare the invoices review the contracts with the clients to ensure that the clients’ billing guidelines are complied with.

Invoice Submission Stantec provides an Accounts Payable Imaging and Workflow solution whereby vendor invoices are routed electronically for processing, approval, and payment. This solution reduces the impact on the environment of transferring hardcopy invoices between offices and reduces the lag time that is inherent in manual paper-based processes.

We encourage you to support Stantec’s commitment to sustainability by submitting electronic invoices as a PDF attachment to an email and sending it to sapinvoices@stantec.com . Electronic invoices can help reduce the costs and delays associated with printing, processing, mailing, and storing paper invoices. E-invoices will also enable you to deliver your invoices to us immediately, ensuring that they will be processed and approved in a timely manner.

Vendors that do not have electronic invoice capabilities should send hardcopy invoices directly to the office or Stantec employee that ordered the goods or services.

Invoice Payment In addition to payment by check, Stantec offers electronic payments through Electronic Funds Transfer (EFT) or Automated Clearing House (ACH). Electronic payments are not subject to handling and mailing delays and are automatically and securely deposited into your organization’s designated bank account.

A vendor resource page, which will outline electronic invoice submission guidelines, is available on Stantec.

com. This resource page will also provide access to the sign-up forms for you to receive electronic payments from Stantec.

Quality Assurance/Quality Control Policies/Practices We hold ourselves to an exceptionally high standard of professional excellence. We have established effective quality assurance and quality control (QA/QC) protocols that are implemented on all of our projects. Through years of hands-on experience assisting our clients, our QA/QC protocols have been “battle tested” and proven to be highly effective. Our work is routinely subject to third-party, regulatory review, and we consistently achieve approval and compliance in our deliverables.

Stantec has a formal quality management system in use across the organization that is registered to the ISO9001:2008 Quality Management standard. The quality management system promotes quality practices across the organization. This provides the project managers with a uniform framework across the company. If a specialty service is required from another office, we know that the same quality management process will be followed.

City of New Smyrna Beach RSQ No. 10-22 Professional Services 12

With a strong team of experts in a variety of disciplines, QA/QC is built in at multiple stages and engages people not involved in the day-to-day activities of the project assignments. At Stantec, we commit to excellence in everything we do. We believe this helps us keep projects on budget and schedule.

There are three major quality control procedures Stantec uses on each assignment-Planning and Management, Peer Review, and Project Communications. These procedures have been successfully implemented on previous projects.

All projects for design and construction shall pass thru Stantec’s QAQC process prior to being issued to our Client for their review process. Depending on the size and complexity of the project, a typical review cycle shall include some or all the following successive drawing submittals for review: Conceptual Design Drawing Issue; Major Equipment Vendor Drawing Issue; Detailed Engineering Design Drawing Issue; Contingency Design Drawing Issue; Complete Drawing Issue (IFR); Construction Drawing Issue (IFC); and ‘For-Record’ Drawing Issue (As-Built).

West Lake Wales Substation to Poinsett (FPL) Substation, 18mi 230kV Rebuild & Maintenance Replacement Structure Project, Duke Energy Florida*, Lake Mary, FL Project Engineer for a 230kV transmission line project that spanned a total of 60 miles from Lake Wales to near Cocoa, FL.

The project included replacing a total 105 existing lattice towers for engineered h-frames capable to support and provide proper clearances for a 3000A equivalent conductor(s). Structures were designed with construction equipment, access, environmental, and terrain restrictions in mind.

Vibratory caissons were chosen because the soil conditions permitted the design and it allowed for a more cost efficient installation. Structures were designed to have evenly distributed weights for helicopter installations. Structure tops were designed to have an interchangeable flat cap design or conical cap, depending on whether an avian platform need to be installed or avian preventative measures needed to be addressed. In addition to the structural design considerations, a conductor analysis was performed to determine an optimal configuration between several differing conductor options and sub-conductor quantities. A smaller conductor in a bundled configuration was selected due to longer reel lengths (fewer splices or dead-ends) and least cost structure design. Construction access maps were also created based upon limited access routes, expansive wetlands, and large orange groves, to aid in the construction effort.

500kV Generation Interconnect Project, PA Project Lead performing the analysis of introducing an interconnecting 500kV structure into a new substation general arrangement. The proposed design including six new structures to make a perpendicular approach into the terminal bay with a small property footprint.

project in Hardee County, Florida. The scope of the project is to prepare a spread footing foundation for the new stand based upon provided geotechnical reports, prepare a support stand for manufacturing and eventual installation, check electrical safety clearances, and complete the design with an updated set of drawings to be used for construction purposes.

Inverness to Lecanto, 11.5mi 115kV Transmission Line, Duke Energy Florida, Lake Mary, FL Project Manager for the design of the 115kV transmission line project in Citrus County, Florida, capable to support and provide clearance for a single circuit 2000A equivalent conductor. The project scope included designing a new line along an existing state road and reconfigurations at each substation where the line terminates.

At the substations, construction sequence drawings were prepared to communicate with the team and schedule the construction efforts. One big challenge on this project was to determine structure placement within congested corridors, which was resolved by coordinating subsurface explorations.
