About this file
This is Amendment #2 to Request for Proposals #32701-25-414 issued by the State of Tennessee Department of Environment and Conservation for a State Revolving Loan Fund Program Data Management System. The amendment updates the RFP schedule of events with revised and new dates for critical milestones. Key deadlines include a Pre-response Conference on November 21, 2025, a Notice of Intent to Respond deadline of November 24, 2025, written questions due by December 3, 2025, and a Response Deadline of January 16, 2026. The state will complete technical evaluations by February 12, 2026, and conduct respondent oral presentations on February 23-24, 2026. The state will open and score cost proposals on February 26, 2026, followed by negotiation activities from February 27 through March 5, 2026. The Notice of Intent to Award is scheduled for March 6, 2026, with a protest period ending March 13, 2026. The contractor signature deadline is March 18, 2026. The RFP encompasses a 60-month contract term for implementing a comprehensive Commercial-off-the-Shelf solution supporting loan and grant servicing for the Clean Water State Revolving Fund, Drinking Water State Revolving Fund, and State Water Infrastructure Grant Program.
This amendment clarifies that all revisions are effective upon release and that all other terms and conditions of the original RFP remain in full force and effect. The evaluation criteria consist of general qualifications (20 points), technical qualifications (25 points), oral presentation and field testing (25 points), and cost proposal (30 points), totaling 100 possible points. The system must support approximately 40 internal users and 600 external users across Tennessee municipalities and utility districts, with required capabilities including workflow management, document management, repayment processing, and reporting analytics. The contract has a maximum estimated liability of $4,000,000 over the 60-month term. Contractors must meet strict technical requirements including SOC 2 Type 2 compliance, annual penetration testing, and comprehensive insurance coverage with $10,000,000 in Technology Professional Liability and Cyber Liability coverage. All state data must be hosted within the continental United States with access limited to U.S.-based resources.
