About this file

This document contains Responses to Requests for Information (RFIs) for SF 330 Qualifications for VISN 16 Facility Condition Assessment (FCA). The procurement involves a Veterans Affairs project with key clarifications for potential offerors, including Service-Disabled Veteran-Owned Small Business (SDVOSB) requirements. While the entire team does not need to be SDVOSB certified, the prime contractor cannot pay more than 50% of the government contract amount to non-SBA-certified SDVOSB firms. Evaluations are not point-based, but having more SDVOSB team members may result in a more favorable evaluation.

The solicitation provides guidance on submission requirements, including past performance documentation, font specifications, and project information. Notably, the anticipated award date is February 2026, and VA-CFM does not use REVIT or Building Information Modeling (BIM) tools for Facility Condition Assessments. Contractors can submit Past Performance Questionnaires (PPQs) from non-government clients, and previously completed PPQs from other agencies are acceptable. The detailed RFI responses cover specific questions about document formatting, project references, and submission requirements for the VISN 16 FCA contract.

Responses to RFIs for Request for SF 330s (Qualifications) for VISN 16 FCA

1. Does this entire team need to be SDVOSB certified firms, and if not, is there any additional point awarded for having more than just the prime consultant be SDVOSB?

A: No, the entire team does not need to be SDVOSB. However, you must comply with Veterans Affairs Acquisition Regulations (VAAR) 852.219-73, VA Notice of Total Set-Aside for Certified Service-Disabled Veteran-Owned Small Businesses (JAN 2023)(DEVIATION) which states in part that the SDVOSB prime contractor will not pay more than 50% of the amount paid by the government to the prime for contract performance to firms that are not SBA-certified SDVOSBs. Evaluations are not on a point-system, but having more than just the prime consultant be SDVOSB may result in a more favorable evaluation under Selection Criterion 6.

2. If we have the Past Performance Questionnaire (PPQ) from General Services Administration, which is in a different format, can we use those?

A: You may use a completed PPQ from another agency as long as it clearly identifies the contract and, if applicable, task order number, as well as a point of contact name, phone number, and email address of the individual who filled out the PPQ. If the form does not include that information, the PPQ provided with the Request for SF 330 must be used.

3. For the selection criteria responses, do you want these responses in the SF330, Section H? I see that Selection Criterion 1 will be in the Section F; and Selection Criterion 2 will be shown in Section E. For Selection Criterion 3, 5, 6, can we show this in Section H?

A: Yes.

4. Does it matter that the font in the forms is not 12 point? However, our response items will be in 12 Pt. Can we use a font similar to Arial instead of Times New Roman?

A: The font size of the SF 330 form itself is not evaluated. Responses must be at least Times New Roman 12-point font. Larger fonts are acceptable but smaller fonts are not. All responses must be clearly legible, and the pdf must be in readable format.

5. For the Section F, project information, can we show a project from our subconsultant?

A: Yes, you can include a project from your subconsultant in Section F but it may not be evaluated as favorably as those projects similar in size and scope to this requirement with the proposing firm as the prime.

6. [Is] there is an anticipated award date already set?

A: This requirement was impacted by revised directives and updates to internal governance protocols and approval mandates so the schedule is being revised. The tentative new anticipated award date is February 2026.

7. [Does VISN 16 have] the ability to maintain REVIT models for their campuses?

A: VA-CFM does not use REVIT or any BIM tools for FCAs.

8. Will letters of recommendation work instead of PPQs?

A: No, letters of recommendation may not be submitted in place of the CPARS assessments or PPQs .

9. Can PPQs from non-government clients be submitted?

A: Yes; since CPARS is specific to federal Government contracts, a PPQ for non-government clients is required.

10. Can another agency PPQ format be used?

A: You may submit previously completed PPQs from other agencies. If you do not have a CPARS or completed PPQ to submit, you must use the PPQ provided in the Request for SF 330s and complete Section 1 (all of page 1) and the Evaluator Information in Section 2.

11. Can you provide a copy of the database/FCA manual referenced on page 8 item 4 in the “Facility Condition Assessment for Continental District VISN 16” document?

A: This information will be made available to the awarded contractor. It is not required for qualifications submission.
