About this opportunity

The Department of Veterans Affairs Office of Construction and Facilities Management is procuring multiple-award task order IDIQ architect-engineer services for VA National Cemetery projects throughout the United States and its territories, with SF 330 submissions due July 8, 2026, at 10:00 AM EDT under a 100% Service-Disabled Veteran-Owned Small Business set-aside.

The VA anticipates awarding up to ten IDIQ A-E contracts, each with a ten-year ordering period consisting of a five-year base period and one optional five-year extension. Each contract carries a $100 million total ceiling with a $2,500 minimum guaranteed amount for the base period. Task orders will be issued as firm-fixed-price procurements with minimums of $2,500 and maximums of $15 million per order. Work is performed nationwide and in U.S. territories.

This is a two-phase qualification-based selection process. Phase 1 (current) evaluates only SF 330 submissions demonstrating professional qualifications, specialized experience, technical competence, past performance, quality control, capacity, and location. Only the most highly qualified Phase 1 firms will receive Phase 2 solicitation packages containing provisions, clauses, and labor rate information.

Primary services include Design-Bid-Build construction contract packages with plans and specifications, site surveys, cost estimating, and construction period services. Additional services span fifteen task categories: master planning, schematic design, special studies, peer reviews, cost estimating, Project Labor Agreement impact studies, Design-Build RFP preparation, commissioning, construction management, and inspection services. The scope encompasses construction, renovation, repairs, and commissioning of national cemeteries, buildings, roadways, and infrastructure.

Responses must include 5 to 10 relevant projects completed within the past five years with construction costs of $15 million or higher. Eligible projects include VA/NCA cemetery projects, state/local/private cemetery projects, golf courses, parks, and recreation-oriented developments incorporating cemetery-typical features such as memorials, irrigation systems, civil works, and environmental remediation. Submissions are limited to 120 single-sided pages (Part I only, excluding Part II, certificates, licenses, and dividers), 11-point minimum Calibri font, with a 40 MB per-email size limit.

Key personnel requirements include eighteen in-house disciplines: Senior Project Manager, Architect, Civil Site/Sanitary Engineer, Electrical Engineer, Mechanical Engineer, Structural Engineer, Geotechnical Engineer, Environmental Engineer, Fire Protection Engineer, Plumbing Engineer, Cost Estimator, Interior Designer, Construction Inspection/Specifications specialist, Land Surveyor, Historical Preservation specialist, Cemetery Planner, Landscape Architect, and Irrigation Engineer. Most positions require 10 years of experience with bachelor's degrees and professional licenses; Fire Protection Engineer and specialized roles require 5 years. All personnel must demonstrate expertise in national cemetery construction methodology and applicable federal codes and standards. LEED certification is no longer required.

Solicitation number is 36C10F26R0001, NAICS 541330, PSC C211. Firms must be registered in SAM and SBA-certified as SDVOSB at SF 330 submission, RFP issuance, proposal receipt, and contract award. This is Phase 1 only; no solicitation package, technical specifications, or separate RFP will be issued. Amendment 0003 (effective June 22, 2026) extended the response deadline from June 30 to July 8, 2026. Offerors must acknowledge receipt of the amendment by the submission deadline.
