The National Ocean Service's Office for Coastal Management is seeking firms to provide professional geospatial services supporting coastal resource management across the United States, including all coastal and Great Lakes states, territories, and commonwealths. The acquisition is a full and open competition with one award reserved for a small business, structured as a multiple-award indefinite-delivery, indefinite-quantity (IDIQ) contract with a five-year ordering period and a maximum shared award value of $49 million.
The contract requires comprehensive geospatial services including data acquisition using multiple platforms (aerial, satellite, ship-based, subsurface, unmanned vehicles), topographic and bathymetric LiDAR, multispectral imagery, sonar, thematic mapping, survey and control services, coastal engineering, GIS services, and geospatial training. Key submission requirements include a completed SF330 in PDF format, with strict page limitations and restrictions on AI-generated content. Responses are due by 12:00 PM ET on August 25, 2025, to Carley Flaxman and Dorothy Curling at NOAA. IDENTIFICATION NO.: REQUIREMENTS-23-1079
NOS/OCM Coastal Geospatial Services
CONTRACT INFORMATION: The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Eastern Acquisition Division (EAD), on behalf of the National Ocean Service (NOS), Office for Coastal Management (OCM) is seeking firms highly qualified to provide professional geospatial services, in support of various local, state, and regional coastal resource management needs. This acquisition is being solicited on a full and open competition basis, with the goal of one award reserved for a small business. This acquisition will be conducted in accordance with the procedures outlined in the Selection of Architects and Engineers Statute and Federal Acquisition Regulation (FAR) Subpart 36.6, Architect-Engineer (A-E) Services, and will be on the basis of demonstrated competence and qualifications of prospective firms.
Coastal geospatial services directly support multiple NOAA statutory mandates, to manage the nation’s coastal resources, including the Great Lakes, with the goal to “preserve, protect, develop, and where possible, to restore or enhance the resources of the nation’s coastal zone” [pursuant to the Coastal Zone Management Act (CZMA)], and to “establish a constituent-driven program to provide a digital information platform capable of efficiently integrating coastal data with decision-support tools, training, and best practices and to support collection of priority coastal geospatial data to inform and improve local, State, regional, and Federal capacities to manage the coastal region” [pursuant to the Digital Coast Act]. OCM works closely with state and local coastal zone management partners and other NOAA and Federal Agency programs to identify requirements and to provide geospatial data and services that enhance understanding of coastal environments, as well as the ability to manage, protect, and use valuable coastal resources.
The NOS OCM is responsible for collecting geospatial data throughout the United States (U.S.), including all coastal and Great Lakes states, commonwealths, freely associated states, possessions and territories. The work is highly technical in nature and requires specialized technical expertise. Geospatial data collection services are essential for OCM’s mission to protect the nation’s coastal areas and communities. Additionally, this geospatial data is vital in the sustainment and usefulness of the Digital Coast, a comprehensive information repository for the nation’s coastal management community, providing data, tools, and training most needed by coastal communities looking to address pressing coastal issues to include coastal hazards and resilience, flood risk, infrastructure planning, coastal and ocean habitat, as well as, coastal and ocean planning. A-E Firm support services are necessary to conduct geospatial data collection and analysis services to provide NOAA with accurate data, geospatial products, and training that will be distributed via the Digital Coast. This proposed acquisition will consist of the following services:
● Data acquisition using multiple platforms, including aerial, satellite, ship-based, subsurface, and unmanned vehicles. Data acquisition shall include Topographic and Bathymetric Lidar, Multispectral and Hyperspectral Imagery, Multibeam and Side Scan Sonar, and Interferemetric Synthetic Aperture Radar (IfSAR);
● Thematic mapping for land use/cover, impervious surfaces, wetland and benthic habitats including demonstrated methods using supervised and unsupervised classification techniques;
● Survey and control services, including tide and water level collections for tidal datum determination, and independent ground control surveys for accuracy assessments;
● Coastal engineering services including: natural and nature based design and construction, wave/tide/sediment transport modeling, erosion control, and soft and hard stabilization solutions;
● Geographic Information Systems (GIS) services to include data production, geospatial data and map service development, data management, data conversion, data integration, data analysis, data modeling, and data visualization; and
● Geospatial training.
The Government anticipates awarding a multiple-award indefinite-delivery, indefinite-quantity (IDIQ) contract. The contract will be for a five-year ordering period. The shared maximum award value across all awardees shall not exceed the threshold of $49.0 Million (M) over the five-year period. The contract minimum guarantee for all awardees will be $10,000. The NAICS code is 541370, Surveying and Mapping (except Geophysical) Services, which has a small business size standard of $19.0M in average annual receipts for its three previous fiscal years.
