Responses must be submitted as Standard Form 330 (SF 330) Architect-Engineer Qualification Packages by 3:00 PM Eastern on February 26, 2026, limited to 50 pages in searchable Adobe PDF format. The government will evaluate submissions based on six criteria in descending order of importance: specialized experience and technical competence in healthcare facility design (35%), professional qualifications of key personnel (25%), past performance on government and private projects (20%), capacity to execute multiple concurrent projects (10%), construction period services experience (5%), and knowledge of locality (5%). Key personnel must meet stringent qualifications including Senior and Regional Project Managers with 10 years of experience, registered architects with medical facility design expertise, and specialized engineers in civil, electrical, mechanical, structural, environmental, and fire protection disciplines, among other required positions. Technical questions must be submitted by 1:00 PM Eastern on January 27, 2026, and firms must be registered in SAM.gov and certified as Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) through the SBA's VetCert database at time of submission, negotiation, and award.
This solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 541330 (Engineering Services) with a $25.5 million annual size standard, with no current incumbents identified. The government intends to award approximately 20 firm fixed price Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC), each with a 5-year ordering period consisting of one 1-year base period plus four 1-year option periods, with a combined $790 million shared capacity ceiling across all awardees and a guaranteed minimum fee of $2,000 per awarded firm. Task orders will be issued as firm-fixed-price agreements for specific projects, with labor rates negotiated as composite rates covering various labor categories across five 12-month pricing periods, and selection will follow qualifications-based selection procedures under FAR Part 36. Work will be performed throughout the contiguous United States, Alaska, Hawaii, and U.S. territories, with the bulk of services performed at the contractor's home offices, supporting the Veterans Health Administration, Veteran Integrated Services Networks, and VA Medical Centers. Each awarded firm must maintain SDVOSB certification status throughout the contract period and demonstrate capacity to execute multiple simultaneous projects, including three concurrent $500,000 task orders.
