About this opportunity

The Department of Veterans Affairs (VA) Office of Construction and Facilities Management (CFM) has issued a Special Notice for a Multiple Award Task Order Contract (MATOC) soliciting Architect-Engineering (A-E) services. The contract is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and has a total shared capacity of $790 Million. The VA intends to award approximately 20 Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts to support VA healthcare facilities, Veterans Health Administration (VHA), Veteran Integrated Services Networks (VISN), and VA Medical Centers (VAMC). These contracts will cover a comprehensive range of architectural and engineering services, including planning studies, design development, site investigations, facility assessments, feasibility studies, electrical studies, and construction period quality assurance. The contract will have a 5-year ordering period consisting of one 1-year base period and four 1-year option periods.

The primary objective of this Special Notice is to gather industry feedback on draft attachments, including the Scope of Work, Key Personnel requirements, Past Performance Questionnaire, and Request for SF330s. Interested SDVOSB firms must submit their questions and comments by 5:00 PM Eastern on May 9, 2025, to 003c4c.acquisitions@va.gov. To be eligible, contractors must be registered in the System for Award Management (SAM) and certified on the SBA's VetCert website. The VA will evaluate firms based on six key selection criteria: specialized experience, professional qualifications, past performance, capacity, construction period services experience, and knowledge of local conditions. Each awarded firm is guaranteed a minimum fee of $2,500, with labor rates to be negotiated for the five-year contract period. The solicitation emphasizes the need for firms with extensive experience in healthcare facility design, technical competence, and the ability to handle multiple simultaneous projects across various functional areas of architectural and engineering services.
