About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), through its Office for Coastal Management (OCM), is seeking professional geospatial services to support coastal resource management needs across the United States, including all coastal and Great Lakes states, territories, and commonwealths. The services encompass comprehensive data acquisition using multiple platforms such as aerial, satellite, ship-based, subsurface, and unmanned vehicles, along with topographic and bathymetric LiDAR, multispectral imagery, sonar, thematic mapping, survey and control services, coastal engineering, GIS services, and geospatial training. Firms must demonstrate professional qualifications, specialized experience, capacity to accomplish work, past performance, and knowledge of coastal management issues. The acquisition will be conducted under the Selection of Architects and Engineers Statute and FAR Subpart 36.6, with evaluation based on demonstrated competence and qualifications rather than price competition. Questions must be submitted by 12:00 PM Eastern Time on August 4, 2025, to Carley Flaxman and Dorothy Curling at NOAA, with SF330 responses due by 12:00 PM ET on August 25, 2025.
This is a full and open competition with one award specifically reserved for small businesses in accordance with FAR 19.503 Reserves. NOAA anticipates awarding five indefinite-delivery, indefinite-quantity (IDIQ) contracts with a maximum shared award value of $49 million over a five-year ordering period. The contract requires 41 distinct labor categories ranging from Project Managers and Survey Technicians to specialized roles like LiDAR Specialists, Marine Scientists, and Coastal Management Specialists, with specific education and experience requirements for each position. All data and products developed under these contracts will be made publicly available through NOAA's Digital Coast platform to support coastal resource managers in addressing issues such as hazard mitigation, sea level rise, coastal development, habitat restoration, and environmental monitoring. Performance will span nationwide locations wherever coastal management support is needed, with work supporting local, state, and regional coastal resource management initiatives.
