About this opportunity
The National Oceanic and Atmospheric Administration is inviting small business firms to submit SF 330 qualifications for multiple Architect-Engineer IDIQ contracts providing Naval Architecture and Marine Engineering support to NOAA's fleet, with responses due by July 21, 2026 at 3:00 p.m. Eastern. This is a 100 percent total small business set-aside under NAICS 541330 (Engineering Services). NOAA anticipates awarding multiple 60-month IDIQ contracts with a combined maximum value not to exceed $9.99 million and a minimum contract guarantee of $5,000 per contract; task orders will be issued on a firm fixed-price basis. Qualified firms must be registered or licensed engineering firms providing design, engineering analysis, and technical services for oceanographic, fisheries, hydrographic survey vessels, and small craft ranging from 815 to 3,250 long tons of displacement, plus boats up to 50 feet in length. Work encompasses requirements analysis, feasibility and design studies, detail design, ship system analyses (stability, weight, trim), and fleet support studies, with deliverables in AutoCAD 2019 or later and Microsoft Word. Performance occurs primarily at contractor facilities but may include work at Marine Operations Centers in Newport, Honolulu, and Norfolk, aboard NOAA vessels, and at sites worldwide. Evaluation emphasizes specialized experience in hull systems, ship control, propulsion, electrical systems, and related areas (Criterion 1); professional qualifications of assigned staff including a registered professional engineer as Program or Senior Technical Manager (Criterion 2); past performance on government and commercial projects (Criterion 3); capacity to manage multiple simultaneous projects (Criterion 4); and corporate quality control programs (Criterion 5). Applicants must submit completed SF 330 forms, a past performance questionnaire, and a statement of work response to Elizabeth Eichelberger and Andrew Northcutt at NOAA.
