1. PROJECT DESCRIPTION: This project is for professional AE services to investigate and analyze existing conditions and mission need; provide recommendations; prepare programming (VA‐1391) documents for recommended projects to address seismic deficiencies by repair or replacement; and prepare a
PROJECT BOOK to detail key information necessary for starting design and/or request for proposal
(RFP) package development for design‐build execution, including recommendations for execution strategy, phasing/sequencing, cost, and schedule for the following Projects. Services to be provided include investigation, coordination, data collection & analysis, development of recommendations with supporting justification, preparation of programming documentation, estimating, preparation of project book(s), other services as described in this solicitation, and presentation for the following projects:
1. Project 598‐423 Correct Critical Seismic Deficiencies in Building 22 (Firehouse)
2. Project 598‐424 Correct Critical Seismic Deficiencies in Building 39 (Patient Dormitory)
3. Project 598‐417 Correct Seismic and Structural Deficiencies in Building 66 (Clinical Support)
4. Project 598‐420 Correct Seismic and Structural Deficiencies in Building 69 (Boiler Plant)
Furthermore, this effort is to study existing conditions and mission needs to determine the best course of action for correcting the seismic deficiencies in the four (4) buildings included in this effort. These buildings are known to be seismically and functionally deficient and are considered high risk and in need of study for development of corrective action plans that result in projects that can be approved, funded, and executed with minimal disruption to the Healthcare Center’s mission. The buildings are located within the North Little Rock (Eugene J. Towbin) VA Healthcare Center campus at 2200 Fort
Roots Drive, North Little Rock, AR 72114.
The intent of the seismic study is to gather and analyze relevant information to develop recommendations and programming (VA‐1391) documentation that detail scopes and anticipated total project cost for submission to the Strategic Capital Investment Planning (SCIP) board for approval to fund and execute a repair or replacement project to resolve the seismic issues associated with each building.
Further, the intent of developing PROJECT BOOKs for each project is to compile pre‐design project information through 1) the evaluation of existing, relevant information currently retained by VA (i.e.
– GFI) and 2) A/E investigative efforts to ensure the SCIP Business Case Project Description developed by the A/E is complete and accurate. The PROJECT BOOKs will be collections of pre‐design information inclusive of an independent A/E team analysis that will result in a reliable Project Requirements
Definition and be the foundation of all subsequent design efforts.
Though this effort covers multiple projects, the single contract is meant to coordinate amongst these, and other identified projects within the healthcare campus site. The A/E shall deliver separate Project
Book deliverables for each of the four projects which will result in their own scope, cost, and schedule, although many of the tasks in the full statement of work will be very similar or identical for each of the separate projects.
Coordination of the four project books with all identified planned projects within the site is a requirement to ensure that the projects are executable with minimal mission disruption, delay, or additional cost.
The prior proposed SCIP action plans have the following project descriptions (NOTE: These are not meant to be the final project descriptions and are provided for information only):
Project 598‐423 Correct Critical Seismic Deficiencies in Building 22 (Firehouse) Building 22 Firehouse was constructed in 1901. This project will make the necessary structural corrections and recommended structural modifications to Critical Building 22 for seismic reinforcement to resolve Facility Condition Assessment deficiencies. Building 22 is a concrete framed building with unreinforced masonry bearing walls and is currently ranked number 34 in the VA's
Seismic High Risk Buildings List. The building is listed in the VA Seismic Inventory Phase 6 and is NOT exempt. It is a critical building and it carries a High‐Risk Code. Repair by replacement or renovation is required to mitigate the seismic structural and seismic non‐structural deficiencies.
Project 598‐424 Correct Critical Seismic Deficiencies in Building 39 (Patient Dormitory)
Building 39 Psychiatric Residential Rehab Dormitory was constructed in 1907. This project will make the necessary structural corrections and recommended structural modifications to Essential building
39 for seismic reinforcement to resolve Facility Condition Assessment deficiencies. Building 39 is a concrete framed building with unreinforced masonry bearing walls and is currently ranked number
31 in the VA's Seismic High Risk Buildings List. The building is listed in the VA Seismic Inventory Phase
6 and is NOT exempt. It is an Essential building, and it carries a High‐Risk Code. Repair by replacement or renovation is required to mitigate the seismic structural and seismic non‐structural deficiencies.
Project 598‐417 Correct Seismic and Structural Deficiencies in Building 66 (Clinical Support)
Building 66 Outpatient Clinic was constructed in 1944. This project will address the various seismic deficiencies for structural, non‐structural, and equipment support for Building 66. Building 66 is a concrete framed building with unreinforced masonry infill walls and is currently ranked number 28 in the VA's Seismic High Risk Buildings List. The building is listed in the VA Seismic Inventory Phase 6 and is NOT exempt. It is a critical building and it carries a High‐Risk Code. This project will also address the seismic issues and any associated required remediation to the laboratory space, pharmacy space, and other critical clinical areas in Building 66. This project will make Building 66 self‐sufficient so that it is no longer relies on Building 170. Repair by replacement or renovation is required to allow completion of the seismic structural and will also include seismic non‐structural work.
Project 598‐420 Correct Seismic and Structural Deficiencies in Building 69 (Boiler Plant)
Building 69 Boiler Plant was constructed in 1936. This project will make necessary structural corrections and recommended structural modifications to critical building 69 for seismic reinforcement to resolve Facility Condition Assessment deficiencies. Building 69 is a concrete framed building with unreinforced masonry bearing walls and is currently ranked number 14 in the VA's
The VA’s North Little Rock Campus is a Historic District and several, if not all, of the affected buildings (22, 39, 66, & 69) may be contributing and/or have historic significance. The Project Book study will include identification of need for asbestos abatement, hazardous material mitigation and site restoration. The determination of need for landscape and other exterior revisions associated with site work, utility feeds, cabling and impact moves are also included within the scope of this contract effort for the projects. The study will also address facility condition deficiencies to include fixing non‐compliant physical security conditions and mission critical mandates.
The study shall result in development of VA‐1391 Strategic Capital Investment Planning (SCIP) documents for the purposes of evaluating and approving projects to address the seismic deficiencies associated with these four buildings (22, 39, 66, and 69). The study shall also produce a project book, for each separate project, that confirms existing conditions; confirms mission requirements associated with the buildings to be studied; confirms workload and develops space programs for affected services that may be impacted by renovation or replacement; identifies courses of action to address the seismic deficiencies in each building (i.e. repair or repair by replacement); estimates costs and schedules associated with potential alternatives; identifies any special requirements (such as temporary swing space, increases or required upgrades to campus utility infrastructure, or other potential impact requirements) associated with alternatives; and makes recommendations for the best path forward to facilitate execution of projects while minimizing disruption to ongoing healthcare operations.
