Solicitation P16PS00611 Amendment Four

In order to correct specifications and drawing sheets, answer questions received, and extend the due date for proposals, the above numbered solicitation is hereby amended as follows:

1. The following changes have been made to the project specifications.

a. Specification Section 060310 Wood Cleaning is hereby added to the project specifications.

b. Specification Section 060312 Historic Wood Repair & Restoration is hereby added to the project specifications.

c. Specification Section 093013 Ceramic Tiling is hereby deleted and replaced with the attached specification.

d. Specifications Section 230900 Instrumentation and Control for HVAC is hereby added to the project specifications.

2. The following changes have been made to the project drawings:

a. SSK1 – SSK11 are attached to this addendum and hereby incorporated.

3. The following general clarifications are made:

a. Contractor shall run new phone, data, and other wiring as needed for the new spaces (Gift Shop 163, Vestibule 160, etc.) to new Electrical/Tel Data Room 004;

connect wiring to Government - provided equipment. Note: Contractor is not required to move existing equipment or existing cabling in room 263A, this will be completed by the Government. However, this equipment must be protected at all times per note 20 on sheet AD2.2

b. Fire Watch Notice and Summary of Work: Contractor shall have a working fire detection system in the construction area at all times. System shall call into the Park’s Communication center in case of alarm.

c. Sheet AD2.1 Detail 16; Change keynote 24 to read “CAREFULLY REMOVE (E)

TELEPHONE BOOTHS IN THEIR ENTIRETY AND SALVAGE TO OWNER”

4. The following technical questions and their individual answers are provided:

Q15. Request for clarification of information on construction drawings and window specifications 085200. Clarify whether the Window Types B and Window Types C 260.4, 260.4G are to be replaced or restored. Drawing AD2.2 Keynote #3, Windows Type D 260.1, 260.2, 260.3, Type C 260.4,260.4G states Restoration of Windows. Drawing A4.2 Keynote #2, states Restore Existing Window Type D 260.1, 260.2, 260.3 Type C 260.4, 260.4G. Drawing A9.3 Detail #1 Window Type D states Historical Window Restoration. These windows are not on the schedule of windows to remain, but listed on window schedule of windows for replacement.

A15. See replacement schedule provided previously within ASK.006 from Amendment 3.

Q16. Request for clarification of Specifications 085200, 2.3, D, 2, Interior finish, a:Exposed Unfinished wood surfaces: Mahogany. The clarification to the specifications is if all replacement windows are to be a mahogany species. The existing windows, types B, C and D are Vertical Grain Fir and all are with a painted interior finish. Window units 260.1, 260.2, 260.3, 260.4, 260.4G are the same type, at some point in time an interior wire glass panel was installed over those window openings. To install these panels, some mahogany stops were installed to hold the panels in place, and of course the interior casing is stained mahogany to match the other interior windows with a stained finish.

A16. Replacement window units type B, C and D shall all be manufactured using wood species indicated in the contract documents for transparent finish application at interior and paint finish at exterior. Existing windows 260.1, 260.2, 260.3, 260.4, and 260.4G shall be restored utilizing their historic material and finish in-kind with replacement glazing.

Q17. Drawing A0.2 conflicts with C1.1. Is the area hatched as #3 on A0.2 in phase 1 or 2?

A17. Sheet A0.2 Detail 16; Delete single instance of note 3 located to the north of doors 168.1 between the projection of grids 3 & 4 within the forecourt area.

• Reference C1.3 for the phasing plan related to asphalt work within this area. It is the intention of the work that paving work to the outside edge of the concrete curb is completed in a later phase beyond repairs associated with the execution of the work.

• Amendment 3 deleted and replaced sheets C1.0, C1.1, C1.2, and C1.3.

• Sheet C1.8 Detail 16; Add note at location between new curb and gutter and Construction Phase 2 area reading “Contractor shall saw-cut existing asphalt to a minimum width of 2 feet as measured from the face/lip of new concrete curb. Contractor shall provide fill material and place between lip of new curb and asphalt. Fill shall consist of recycled asphalt millings with a 4” minimum compacted depth to 95% of the maximum proctor density.

Asphalt millings shall meet the following gradation (Screen Size/Percent Finer After Processing or Milling):

a. 37.5 mm (1.5 inch)/100%

b. 25 mm (1.0 inch)/95-100%

c. 19mm (3/4 inch)/ 84 – 100%

d. 12.5 mm (1/2 inch)/70 – 100%

e. 9.5mm (3/8 inch)/58 – 95%

f. 7.5mm (No.4)/38 – 75%

g. 2.36mm (No. 8)/25 – 60%

h. 1.18mm (No.16)/17 – 40%

i. 0.60mm (No. 30)/10 – 30%

j. 0.30mm (No. 50)/5 – 20%

k. 0.15mm (No. 100)/3 – 15%

l. 0.075mm (No. 200)/2 – 10%

Q18. Note 15 on Drawing A2.2 states clean, restore, & refinish treads, paneling & trim. Clean, restore and finish are 3 different tasks. Are we to make a judgment call as to which task to perform to achieve an acceptable finish?

A18. Notes within the documents indicating to “clean, restore, & refinish” or similar variations thereof as related to existing and historic wood components within the work are intended to undergo a stepped process consisting of distinct processes of cleaning, restoration (repair), and refinishing. Reference specifications section 060310 Wood Cleaning and specification section 060312 Historic Wood Repair & Restoration which are added to the specifications with this amendment.

a. Cleaning, using methods tested and developed specific for the project based on requirements indicated in Interior Wood Cleaning & Restoration specification.

b. Restoration, including repair of damaged or deteriorated wood components to match historic in-kind.

c. Refinishing consisting of staining/and or finish coatings to match in-kind historic.

Q19. The wood floor finish spec asks for a semi-gloss sheen. The person who last finished these floors said that they have always been satin sheen which shows less wear. Is semi-gloss the correct sheen?

A19. Wood flooring shall be finished in accordance with the specifications in a semi-gloss sheen.

Q20. Drawing Sheet AF2.1 shows note 7 as carpet in the hallway near the ramp but is hatched as wood. Was it intended that this area change to wood to match the new wood tread?

A20. Reference changes to the drawings directed in Amendment 3 previously issued.

Q21. How is the 2nd floor being heated since the existing radiators are being demoed.

A21: Per the drawings, there is HVAC with fan coil units for the second floor.

Q22. When will Xanterra (concessionaire) be winterizing the building?

A22. The concessionaire will tentatively winterize the building on or about October 24, 2016.

Q23. We didn’t notice a hazardous material (ACM/LBP) survey in the bid documents. Has an environmental survey been completed on this building, and if so, may we receive a copy?

A23. Reference general clarifications indicated in Amendment 3 previously issued.

Q24. Does the park service have a location where found soils from excavation can be wasted?

A24. No, all excess soils from the project will need to be removed from the park and legally disposed of.

Q25. Specification Section 01 8113, Sustainable Design. Pursuing the FSC wood credit has the likelihood of adding significant cost to this project and may present scheduling difficulties for material procurement. Is this credit necessary for the LEED certification that you’re pursuing?

A25. FSC Certified wood is not the only certification authority allowed per the technical specifications. One of the three wood certification agencies acceptable to meet federal sustainability standards (FSC, SFI, CSA) is acceptable to meet this requirement.

Q26. What level of LEED certification does the government expect to achieve with this project? Is a scorecard worksheet indicating expected points available?

A26. The project is not pursuing formal LEED certification, however it is the intention of the Work that sustainable work strategies are employed that would achieve a LEED Certified level at the project completion.

Q27. Specification Section 07 2100, Building Insulation seems to be missing from our project manual.

A27. Specification section 072100 was included in Amendment 3.

Q28. Drawings S1.1. Note 4 indicates a 12” Sq. Pier; Ref. Detail 16/S4.2 indicates an 18” Sq. Pier.

A28. 18” square pier is correct, reference SSK9.2 attached to this amendment.

Q29. Drawing S1.1 There is a Note 5 indicating underpinning at the radius wall for the new entry vestibule addition. Is there underpinning in this location?

A29. The proper callout at this location is note 8. Reference SSK-9.1 attached to this amendment.

Q30. Drawing S1.1 Note 6 indicates some footing underpinning on gridline D foundations. Do all gridline D footings get underpinned?

A30. Foundation upgrades, rather than full underpinning, should occur along grid D between grid 2 and the entrance to the map room (between gridlines ‘5’ and ‘6’) Reference detail 8/S5.1 for these footing upgrades. The foundation under the map room can remain unmodified as we are not adding additional loads during construction. Please reference SSK-2 and SSK-7 attached to this amendment for clarification and modifications.

Q31. Drawing S2.1 Note 13 calls for a new 3x LVL sister on existing 3x Girder. Ref. Detail 18/S5.7 shows a 2x LVL sister on each side of the existing 3x Girder.

A31. This should be 4-LVLs, or a double LVL sistered on each side. Note 13 on sheet S2.1 has been changed to reflect this. Reference SSK-3 attached to the amendment.

Q32. Drawing S2.1 Note 13, Det. 18/S5.7. Do all joists carried by this girder need to be cut back with new hangers installed?

A32. The joists are anticipated to bear on the existing beam at this location, eliminating the need to cut and rehang the joists. This detail has been modified to reflect the proper existing condition. Reference attached SSK-4 addressing this clarification.

Q33. Drawing S3.2 Type C Shear Wall Ref. Details 3 and 4 on S5.7 are absent.

A33. Both the wood holdown schedule (S3.1 and S3.2) and the detail callouts between grids 5 and 6 on sheetsS3.1 included incorrect references. The detail callouts and the references in the schedule have been changed to reference details 8/S5.7 and 10/S5.7. Reference SSK-5 attached to this amendment which addresses these changes.

Q34. Drawing S2.3 Note 24 Calls for ¾” roof sheathing on porte cochere, reference detail 15/S5.5 shows ½” sheathing.

A34. ½” sheathing is acceptable as roof sheathing when installed over existing planking. SSK-6 clarifies this. In addition, a new detail (1/S5.8) has been added to the construction documents. This detail is included in SSK-8. Reference SSKs attached to this amendment.

Q35. Drawing A2.0 Note 3 at gridline 2.5 calls for a recessed fEC in an existing/underpinned foundation wall. Should this be a surface mount cabinet or just an extinguisher with no cabinet?

A35. Sheet A2.0 Detail 16; Move note 3 from Hallway 001 to the north wall of Hallway 002.

Q36. Drawing A2.0 Note 9, Access hatch – can’t find it located on this drawing. Note 10 conditions seem to be tagged as note 11, note 11 condition seems to be tagged as note 12.

A36. Sheet A2.0 Detail 16; Add note 9 south of the crawlspace foundation all in the area of grid A6 – Field coordinate exact location to access storage room above at north east corner.

Sheet A2.0 Detail 16; Change all instances of note 11 within the detail to note 10.

Sheet A2.0 Detail 16; Change all instances of note 12 within the detail to note 11.

Q37. Drawing A2.0 Gridlines 4:a calls stair walls out as 8” concrete. Structural calls them out as wood framed, please clarify.

A37. Walls shall be as indicated within the structural details.

Q38. Is the new 4” Domestic water line that is shown on P3.0 going to be the new supply for the whole building eventually or will there be a separate water line for the Hotel Phase 2? There is a break in the drawing between the two 4” lines between Grids 3 & 4 and just above grid line C where the lines are not tied together.

A38. Sheet P3.0 Detail 1; Change 3” CW line running between grid lines 3 & 6.5 to be in-line with 3” CW line routed from Mechanical room 003. Extend connections serving rooms above between grid line 3&4 to continuous waterline to the south.

It is the intention that the 3” CW, 3” HW, and 1-1/2” HWRC are to be continuous from Mechanical room 003, routed in one group, to point of connection with water service feeding wing to the north between grid line 6 & 7.

Q39. Where are the basis of design products called out for ceramic tile?

A39. Reference specification section 093013 attached to this amendment which shall replace specification section included in the package in its entirety.

Q40. With the tight joints in a 3x6” tile, it is difficult to grout with a sanded epoxy grout. Would it be acceptable to use epoxy on the floors and base, then use an unsanded grout on the walls?

A40. No, epoxy grout indicated is required at all locations.

Q41. The documents call for matching the existing hardwood floors in the hotel. The floors in the main lobby are #1 maple, in the map room are #2 maple, and in the gift shop are 3” Tamarack. Will you want to go with #1 maple throughout for the new floors, or do you want to stick with a similar schedule to what you have now?

A41. #1 Maple to match the lobby will be required at all wood flooring.

Q42. Door Schedule A9.2. Should doors 160.1, 160.2, 160.3, and 160.4 be type G doors instead of type E?

A42. Doors 160.1, 160.2, 160.3, & 160.4 shall be Type K. Match historic entry doors (interior at all interior locations / exterior at outside faces of doors 160.1 & 160.2).

Q43. Inquiry about the control specification- I have read through the spec book, and could not find acceptable manufacturer or installers. Please advise.

A43. See added specifications section 230900.

Q44. Specification section 26 5602 section 1.1 (A) states there are 15 fixtures to be restored, but there are only 13 on the plan. Is 13 fixtures correct?

A44. Fixtures indicated on the drawings to be restored shall be. Remove all instances of fixture count to be restored within the specifications

Q45. Are the fixtures metal or ceramic?

A45. Existing fixtures are multiple materials, but composed primarily of metal.

Q46. Sheet E1.0 notes state the EC is to be provided by others, but then it lists the rough-in items that are to be provided. Is the CCTV system entirely installed by others?

A46. The note under "SECURITY CAMERAS" on sheet E1.0 was intended to say "ROUGH-IN FOR CAMERAS, CAMERAS SUPPLIED BY OTHERS." Thus the EC is responsible for rough-in and wire-pulling as described. Installation of cameras and termination of wiring is "BY OTHERS'.

Q47. Sheet E1.0 notes state the EC is to provide rough in for thermostats, what is the rough in to include?

A47. Revise notes stating EC to provide rough in for thermostats and change to reference to Temperature Controls Contractor.

Q48. Is the heat trace only at the downspouts and not the gutters?

A48. There are no gutters within the project. Heat Trace is required at roof drain and roof scupper locations.

Q49. Section 26000 does not detail heat trace. Can you include a spec for heat trace so we are prepared for submittals?

A49. Add basis-of-design requirement to section for Heat Trace to be Raychem GM-1x5 12 watts/foot heating cable or approved equal.

Q50. Are controllers required for heat trace? If so how many?

A50. Provide basis of design requirements to section 26000 for heat trace controller to be AMC-F5 ambient air thermostat to control all heat trace locations (all locations shall be controlled from one location). Locate thermostat at North Entry location in the area of grid lines A4 – field coordinate exact location with Contracting Officer.

Q51. Please indicate how many downspouts/gutters require heat trace.

A51. All downspouts within the project extending from roof drains and roof scuppers shall be provided with heat trace.

Q52. Does detail 5 on sheet A8.3 apply to handrails at the stairs between the manager’s office and the delivery room?

A52. Handrail extension diagram indicated in detail 5/A8.3 applies to all stairs within the project.

Q53. Please clarify which pieces of wood trim at the coffered ceilings are to be stained or painted.

A53. Reference details sheet A6.11. All mahogany trims shall be transparent finished.

Q54. Details 1 & 6 on sheet A9.12 don’t seem to match the description on sheet AF2.1. Please clarify.

A54. Detail 1 represents the transition between the field of the wood flooring within the map room (which runs east/west) and the 5’ boarder of wood floor (which shall align parallel with the bar wall) at the bar. Detail 6 represents the transition between the 5’ wood floor boarder and the future tile floor finish scheduled to occur behind the bar. Directionality of the wood floor hatch does not represent the actual directionality of the flooring to be installed.

Q55. What is the overall width of the border in the floor at the bar in the map room?

A55. Overall width of the border at the bar in the map room is 5’-0”.

Q56. What is the existing finish on the woodwork?

A56. The existing woodwork at the first floor is transparent finished. Upper floor wood work is painted.

Q57. To what extent are the existing window coverings, store fixtures, furniture, etc. to be removed by the NPS?

A57. For Bidding Purposes, anticipate removal of window coverings, store casework and fixtures (not permanently attached) and free standing furniture by Government prior to turnover of the space. Contractors shall be responsible for removal of all other permanently installed fixtures and finishes as required by or as necessary to complete the Work.

Q58. Is the GC responsible for any new window coverings?

A58. No.

Q59. Is there a manufacturer spec for the tile?

A59. Reference specification section 093013 attached to this amendment which shall replace specification section included in the package in its entirety.

Q60. Are there any drilling specs for the movable partition beam?

A60. Drilling requirements of moveable partition beam will be required to coordinate with final selection of panel system to be installed.

Q61. Has anyone taken an actual measurement of the depth of the floor joist at the second floor? If they are full sawn they will be taller than the LVL joist to be installed depending on shrinkage.

A61. Existing framing sizing has been determined by the best information available short of destructive investigation. The existing member sizes shall be verified at the time of construction. This noted, it is acceptable for the new LVLs to be shallower than the existing joists. The new LVLs should be installed so that the upper edge of the LVL members supports the new subfloor. The existing joists are to remain in place to support the existing ceiling and avoid disturbing existing ceiling finishes scheduled to remain below. Currently there is adverse deflection in the existing second floor joists—the purpose of the LVL installation is to flatten the subfloor and prevent recurrent deflection in the future.

Q62. Is the existing cross bracing (bridging) to be cut or removed to allow for the placement of the LVL’s at the second floor joist?

A62. It is acceptable for selective existing bridging or blocking to be removed or cut to allow for the LVL installation. A note has been added to detail 12/S5.4.

SSK-11 addresses this change.

Q63. The C type shear wall at the East end of the map room is not shown on the first floor but is on the second floor. Does this specification apply to the gable only or does it include some portion of the wall itself?

A63. This shear wall designation includes constructing and sheathing only the gabled section in the attic. There is no existing wall in the map room below. The work indicated is in preparation for future work to be completed

5. The due date for proposals has been extended until 19 August 2016 at 1600 MT.
