PreProposal Site Visit Minutes Solicitation P16PS00611
Mammoth Hotel Seismic Stabilization Phase 1, YELL 189105 Tuesday, July 12, 2016
The following documents the site visit regarding the above project. A complete attendee list is attached.
The meeting was started at 9:00 in the hotel lobby. Following a general welcome to all attendees, introductions of were made of the relevant project personnel:
• Contracting Officer – John Chaney (not in attendance)
• Contract Specialist – Sharon Miner
• Project Manager – Peter Gallindo
Additional park, concessionaire, and AE personnel were introduced for identification during the site walk. However, these individuals shall not be contacted directly regarding the solicitation.
A disclaimer was given that any oral remarks given by government personnel will not change the terms of the solicitation. This meeting and any reports thereafter is provided for general information only.
Requirements of the solicitation remain unchanged unless done so by formal amendments.
A tour of the project site and relevant building locations was held. Areas visited included:
• IT Room
• Xanterra office spaces on the 2nd floor
• Map room
• Storage rooms off 1st floor hallway
• Parking area and backside of the building behind the lobby
• Portico area in the front of the lobby
• Utility tunnel and crawl space area
Following the site walk, all attendees convened in the upstairs conference room for a brief discussion of solicitation terms. The following items were presented:
A complete copy of the solicitation, drawings, specifications, and reports is posted at www.fbo.gov under solicitation P16PS00611. Any amendments to the solicitation will be posted through www.fbo.gov under the same solicitation number. Signing up as an interested vendor will allow for automatic notifications when updates to the solicitation are made. No other vendor list will be manintained by NPS.
All questions shall be submitted in writing to both john_chaney@nps.gov and sharon_miner@nps.gov.
All responses to questions will be posted in published amendments. Due date for questions is close of business July 25, 2016.
The solicitation is a full and open competition, meaning all eligible businesses may submit a proposal.
Current due date for proposals is August 2, 2016 at 2:00.

Estimated value of the contract is between $5M - $10M.
The contract will require the prime contractor to perform at least 15% of the work of the contract will their own resources. In addition, a subcontracting plan is required for all large businesses and a minimum of 20% of the total contract value must be performed by small businesses.
Contract will be subject to Davis Bacon and all other related labor standards. Performance and payment bonds will be required.
Proposal Information:
• As mentioned earlier, the due date for proposals is August 2, 2016 at 2:00 MT.
• The solicitation allows for either electronic or hard copy submission of the proposal.
• The proposals shall consist of two volumes: a technical proposal and a business proposal. The first clause in Section L outlines what information should be included in each volume.
• Price schedule consists of one lump sum, firm fixed price line item.
• Section M describes the technical factors that will be evaluated in detail and provides page limitations for submission of information. Technical factors include:
o Prime Contractor’s prior experience (similar size, similar scope, similar environments) o Prime Contractor’s past experience o Project Plans (management and operating procedures, project schedule, key personnel and subcontractors)
• The Government will use the trade-off process for evaluation of proposals. Technical evaluation factors are approximately equal to price. The Government may elect to accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the price differential.
• Bid bonds are required in the amount of 20%.
The meeting was opened for questions. All participants were thanked for their time and with no additional information to provide, the meeting was closed at approximately 10:30 am.
