WASTE REDUCTION NOTICE - 1 -

WASTE REDUCTION NOTICE

Contractor shall identify all opportunities to reduce the volume of waste from construction operations at each site the contractor is operating in the Park. Contractor must divert, at minimum, at least 75% of resulting waste from landfill disposal through salvage/recycling. Contractor must complete a Waste Reduction Plan before Work commences, showing how Contractor will meet these requirements.

Contractor must also submit a monthly project report detailing all activities related to waste minimization and recycling, including costs, weight, and volume of materials, methods of disposal and diversion rates.

Contractor must maintain third-party receipts, for the duration of the Agreement, showing weights of materials disposed and tip fees. The Contacting Officer maintains the right to review all such documentation.

Refer to Section 017419 “Construction Waste Management and Disposal” for additional requirements.

UTILITY SHUTDOWN NOTICE - 1 -

UTILITY SHUTDOWN NOTICE

Contractor shall be responsible for providing a minimum 72-hour advanced written notice to the Contracting Officer for any interruption of utility service to the building during the entire construction period – without exception.

Coordinate with the Contracting Officer to establish necessary temporary utility service to occupied areas of the building during the temporary shutdown period(s).

Contractor shall pay all costs associated with setting and removing temporary utility service to occupied areas of the building.

Scheduled utility shutdowns shall be approved or disapproved, in writing, by the Contracting Officer.

FIRE WATCH NOTICE - 1 -

FIRE WATCH NOTICE

Contractor shall be responsible for providing a qualified “Fire Watcher,” an individual responsible for 24-hour, 7-days per week fire-watch when the existing automatic fire sprinkler protection is disabled or not operable at anytime during the construction period – without exception.

Per NFPA 1 a “Fire Watcher” is:

“A person assigned to be in an area for the express purpose of notifying the fire department of an emergency, preventing a fire from occurring, extinguishing small fires, or protecting the public from fire or life safety dangers addressed in this Code. Specific requirements for personnel, their training, and any equipment are found in the appropriate sections of this Code.”

Contractor shall provide written 72-hours advanced notice to the Contracting Officer prior to enacting a fire-watch period. Contractor shall submit to the Contracting Officer all requirements and applicable training certificates for “Fire Watcher” personnel.

Contractor shall insure no “hot work” is performed in any area where the existing automatic fire sprinkler system is disabled or not operational. Contractor to reference mandatory NFPA 1, Chapter 41.2.3 “Fire Safety During Construction” and at a minimum, comply with the following: Fire Watch is required in any area exceeding 400 square feet of floor area (including, but not limited to, crawlspaces, attics, and concealed combustible areas) not protected by the existing enabled automatic fire sprinkler system or new operable automatic fire sprinkler system.

At all times during a period of fire watch, the contractor shall provide adequate fire extinguisher quantities and locations, as required by Specification Section 024119 “Selective Demolition” and Section 015000 “Temporary Facilities and Controls.” Coordinate with the Contracting Officer to identify a designated prior-approved authority who shall be in immediate radio contact with Fire Watch personnel at all times during a period of fire watch. Fire Watch personnel shall be provided with adequate 2-way radios to provide immediate notification to a prior-approved authority

Required Precautions Checklist

This Hot Work Permit is required for any operation involving open flames or producing heat and/or sparks. This includes, but is not limited to: Brazing, Cutting, Grinding, Soldering, Thawing Pipe, Torch Applied Roofing, and Cadwelding.

□ Hot Work equipment in good repair.

Otherwise, protect with fire-resistant tarpaulins or metal shields.

SECTION 010100 - SUMMARY OF WORK

PART 1 - GENERAL

1.1 SUMMARY

A. The Work of this Contract includes, but is not limited to, structural renovation and rehabilitation of the National Register Listed Mammoth Hot Springs Hotel and immediately adjacent grounds.

Mammoth Hot Springs Hotel is located in the Mammoth Historic District, Mammoth Hot Springs in Yellowstone National Park. The project consists of approximately 17,000 square feet of construction that includes multiple additions to the existing facility, passenger elevator, structural upgrades, new systems installation, interior reconfiguration and rehabilitation, exterior envelope upgrades and site work.

B. The entire Project consists of multiple phases of Work. Phase 1 Work shall be conducted in one

(1) phase under one (1) Prime Contract.

C. Generally the Work includes, but is not limited to: site work, utilities, structural upgrades, selective demolition, reconfiguration of existing construction, new construction, mechanical, electrical, plumbing, fire protection, historic preservation, elevator, enclosure, architectural finishes, exterior renovation, and roofing.

D. Reference Complete Construction Documents including Construction Drawings, Project Manuals, and Addenda issued during the bidding process for additional requirements of the Work.

1.2 LOCATION & ACCESS

A. The Work to be completed is at a location inside Yellowstone National Park, Wyoming. The National Register Listed Mammoth Hot Springs Hotel is located on Grand Loop Road also known as US Highway 89 in the Mammoth Hot Springs area approximately 6 miles inside of the North Entrance to Yellowstone National Park.

B. Grand Loop Road and the North Entrance to Yellowstone National Park is open all year to vehicle travel. Roads from other entrances of the Park are open seasonally to wheeled vehicles.

For safety considerations, temporary road closures due to weather over high mountain passes and road snow removal scheduling are at the discretion of the Government. As a result, delays due to visitor traffic and road construction may occur, contact the Park’s Visitor’s Service Office at 307-344-2107 for general road construction and maintenance schedules and Park road opening and closing schedule dates. Road information during off-hours may be obtained from the Park’s Communication Center at 307-344-7381. Since most of the construction work will be completed during the winter season there are additional requirements.

C. Contractor shall have full use of Project site for construction operations during the construction period. Contractor's use of Project site is limited only by Contracting Officer’s right to perform work or to retain other contractors on portions of the Project and the Contact Officer’s right to access to the Project site for maintenance, observation, and emergency response. Reference the Drawings for definition of site boundaries specific to the Project.

D. Maintain access and emergency systems in safe and operable conditions as required by Authorities Having Jurisdiction at all times. Keep driveways and entrances serving the premises

040116 010100 - 2 and adjacent locations clear and available to Government, Government’s Employees, Concessionaire, Concessionaire’s Employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

1. Schedule deliveries to minimize use of driveways and entrances.

2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

1.3 USE OF THE PREMISES

A. Contractor shall coordinate Work of this Contract with the Contracting Officer.

1. Additional entities requiring coordination through the Contracting Officer include, but are not limited to the National Park Service (NPS), Xanterra Parks & Resorts, and other Authorities Having Jurisdiction (AHJ).

B. Existing Buildings

1. Partial Government Occupancy: Government will occupy the premises during various times during the construction period, with the exception of areas under construction.

Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government’s operations. Maintain existing exits, unless otherwise indicated.

a. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from the Contracting Officer (CO).

b. Maintain largest number of parking spaces possible adjacent to the Mammoth Hot Springs Hotel during operational periods until closure for public and government access. Coordinate work and parking space provisions with requirements of sequencing drawings for road relocation. Provide plan for review and approval prior to closure of existing parking spaces. Following closure of the existing Mammoth Hot Springs Hotel all parking spaces shall be free for the Contractor’s exclusive use within the project site.

D. During the Work the Contractor shall:

1. Cooperate with all entities listed above or engaged by the Contracting Officer to minimize conflicts and access, security, controls and protection in addition to guest services and ongoing building operations.

2. Reach Substantial Completion and remediate any and all non-conforming or incomplete Work and perform all prerequisites to the issuance of a Certification of Substantial Completion on or before the dates indicated.

3. Meter and pay utilities required during the Contractor’s Work for the Project.

4. Coordinate all construction activities, deliveries and the like with the operation of adjacent facilities and area guest services.

5. Keep driveways, fire lanes, and entrances serving the premises and adjacent areas clear at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on site.

E. Maintain entire building in a weathertight condition throughout construction period. Repair damage caused by construction operations to the satisfaction of the Contracting Officer at no additional cost.

F. Contractor shall be responsible for all snow removal from adjacent maintained roadways to the project site and within the project site for the duration of the Work.

G. Construction Camp: Establishment of a camp within the park will not be permitted.

1.4 WORK UNDER SEPARATE CONTRACTS

A. General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract or other contracts.

Coordinate the Work of this Contract with work performed under separate contracts.

B. Preceding Work: Contracting Officer will award separate contract(s) for the following construction operations at Project site. Those operations are scheduled to be substantially complete on or before work under this Contract begins.

1. Hazardous Materials Remediation as described in the Hazardous Materials Report.

1.5 CONSTRUCTION RELATED DAMAGE

A. Construction Related Damage: Contractor agrees to pay the Contracting Officer all damages and costs incurred by the Contracting Officer or caused by the Contracting Officer by reason of the Contractor’s construction activity related damage.

1.6 WORK RESTRICTIONS

A. Cleaning General: Contractor shall clean the Project site daily and/or multiple times daily due to construction operations, dust generated, and/or debris generated to prevent tracking dirt and debris to areas outside of the Project site. Provide additional walk-off mats at entrances, containment curtains, protective enclosures, and any other Contracting Officer approved dust, dirt, and debris containment operations necessary to maintain a clean, neat, orderly, and safe Project site.

B. Work Restrictions General: Comply with restrictions on construction operations.

1. Comply with limitations on use of public streets and with other requirements of Authorities Having Jurisdiction.

C. On-Site Work Hours: Limit work in the existing building to normal business working hours of 7:00 a.m. to 7:00 p.m., Monday through Friday, unless otherwise indicated.

D. Existing Utility Interruptions: Do not interrupt utilities serving adjacent facilities occupied by Contracting Officer or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated:

1. Notify Contracting Officer not less than two days in advance of proposed utility interruptions.

2. Obtain written permission from the Contracting Officer before proceeding with utility interruptions.

E. Controlled Substances: Use of tobacco products and other controlled substances on Project site is not permitted.

1. Smoking is not allowed in this Project site.

2. Prohibit on-property smoking within 25 feet of any entry, any existing or new outdoor air intake, and all operable windows.

F. Contractor, Contractor’s personnel, and Subcontractors shall comply with all applicable federal, state and local environmental laws and regulations, including but not limited to those involving hazardous waste. The Contractor, Contractor’s personnel, and Subcontractors shall participate in all meetings necessary or requested with Contracting Officer and any federal, state, or local government official responsible for environmental enforcement or inspection to discuss compliance with the obligation set forth in this paragraph. Contractor shall make all reports and require subcontractors to make all reports requested by the Contracting Officer or required by law concerning the obligations set forth in this paragraph.

1. Pollution of natural resources of air, land, and water by operations under this Contract shall be prevented, controlled, and abated in accordance with the rules, regulations, and standards adopted and established by the U.S. Government. Contractor shall provide such air, land and water pollution control measures required to comply with the minimum standards established by such agencies.

2. Contractor shall schedule and conduct operations so as to minimize erosion of soils and prevent sediment from entering the storm drainage system or washing to other low areas. Contractor shall incorporate all permanent erosion control features into the Work at the earliest practicable time, and provide such temporary control measures as may be needed during construction to serve until the permanent features are completed.

G. Contractor shall ensure proper continuous oversight of the execution of the Work as necessary to coordinate all construction activities of the Contractor’s personal, Subcontractor(s) engaged in the Work, and provide for necessary management activities and communications with Contracting Officer and Contracting Officer’s designees. Contractor shall provide for full project duration (Final Completion) a minimum of the following:

1. ONE (1) FULL-TIME CONTINUOUS ON-SITE PROJECT SUPERINTENDENT for Pro-ject construction oversight for the entire duration of Work including remediation work re-quired to meet the requirements for Final Completion.

2. ONE (1) PART-TIME CONTINUOUS PROJECT ENGINEER for Project management oversight including but not limited to shop drawings, quality control, schedules, RFIs/RFPs, change orders, pay requests, and other administrative work functions.

3. Personnel shall be properly trained and experienced in the position held. While sched-uled work operations are being conducted by the Contractor or prime-subcontractors, regardless of day or work hour, oversight by the Project Superintendent is required.

4. Management personal shall remain designated and actively involved with the daily opera-tions of the project from execution through Final Completion without change unless agreed to in writing by the Contracting Officer.

H. Contractor shall be responsible for the safety of all workers and the quality of all Work.

Contractor’s designated on-site Project Superintendent shall not be simultaneously employed as a laborer or subcontractor, and shall have not have the added responsibility of physically doing labor or craft skills that would deter from assigned management duties.

I. Work on Saturdays, Sundays, Recognized Federal Holidays, or at night may be performed only with prior consent of the Contracting Officer. The Contractor shall provide written notice 72 hours prior to work during these periods to the Contracting Officer. No Work will be approved during these time frames unless the Work is directly supervised by the Contractor’s Project Superintendent and the crews that plan to work have recorded 40 regular hours over the previous five days OR the weather has precluded working those days. In case of legitimate emergencies, sound judgment shall be exercised.

J. Contractor shall be responsible for proper storage of materials within the construction limits as indicated in the Drawings.

K. Unless otherwise noted, open flame or burning are NOT permitted in the building or on the Project site.

L. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer.

1.7 SPECIAL CONSTRUCTION REQUIREMENTS

A. Construction access, timing, and completion of the Work shall be the responsibility of the Contractor within the following requirements and limits.

1. Work of this Contract is required to reach substantial completion by the dates established within the Contract. These dates are critical as Contracting Officer’s obligations for occupancy of the building in coordination with these dates cannot be changed.

2. Coordinate Work with the Contracting Officer by developing a “Work Plan.” The Work Plan shall document the scheduled, timely, diligent, and safe completion of the Project by the Date of Substantial Completion. The Work Plan shall contain, at a minimum, the following:

a. Coordinated construction schedule with sufficient detail to track major work activities of the Contractor and Subcontractor(s).

b. Plan for transportation and storage of materials and debris.

c. Plan for housing and/or transportation of assigned personal.

d. Plan for protection procedures.

e. Plan for Work sequencing and staging.

B. Contractor shall be required to assist the Contracting Officer’s Asset decommissioning and tracking with regard to National Park Service owned and tracked property within the scope of this Project. A completed list of existing Assets will be provided by the Contracting Officer for purposes of tracking decommissioning and disposal. Contractor shall provide required information through the submittal process for all new assets required by the Contracting Officer to be added to Asset lists. Any item within the Work bearing a National Park Service Asset Property Number shall be maintained and disposed of in compliance with NPS requirements.

C. Project Superintendent shall be responsible for securing the Project site and staging areas at the end of each workday and shall coordinate with other Contractors on site and Contracting Officer to maintain security. All doors, windows, etc. shall be closed and locked. Power equipment used for construction activities shall be unplugged, flammable materials properly stored, equipment properly secured and locked, and ladders taken down and stored.

1.8 SPECIAL PARK REQUIREMENTS

A. Contractor shall make themselves aware of all special conditions and requirements for Working and staying within Yellowstone National Park. Contractor shall abide by all National Park Service requirements as applicable to the Work of this Project.

B. Contractor shall abide by the following during the operations within the Park:

1. Contractor shall supply a list of all Contractor and Subcontractor(s) employees and personnel to the District Ranger.

2. To prevent unnatural attractants to bears, no food, garbage, drinks, trash, or food or drink containers shall be placed outside trailers or buildings, except during actual use. Store lunch pails, food containers, and coolers inside vehicles or hard sided job trailers.

3. Bear-proof trash cans shall be provided by the Contractor for disposal of all food wastes.

All waste containers for food wastes not of bear-proof construction shall be located inside trailers or buildings.

4. All office trash and food wastes shall be placed in plastic bags before being dispensed of offsite.

5. Contractor shall ensure segregation of construction debris, recycling, and food wastes at all times.

6. All barbecue units or other food preparation devices shall be appropriately stored when not actively being used inside trailers and buildings.

7. Bird feeders are prohibited.

8. Pets are prohibited

9. Feeding of any wildlife is prohibited.

10. Any mishandling of garbage, trash, foods, and other potential animal attractants may result in Contractor or responsible personal receiving citation, fine, and or require appearance before the U.S. Magistrate.

11. All costs associated with bear and wildlife management actions resulting from mishandling of garbage, trash, food or other potential animal attractants shall be paid by the Contractor and/or Contractor’s or Subcontractor’s responsible personal.

12. Contractor shall require of all employees, Subcontractor’s personal, and other associated individuals living or working within the Park to attend a bear and wildlife orientation session presented by the National Park Service, and shall facilitate presentation of orientations by appropriate NPS personal.

C. Hauling Restrictions: Comply with all load restrictions in the hauling of materials. Load restrictions on Park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on Park roads is included in the front section of this Specification and/or may be obtained from the Park’s Visitor Service Office. A special permit will not relieve Contractor of liability for damage, which may result from moving of equipment or materials.

1. Contractor shall be responsible for direct coordination with the Park Visitor Services Office at least one (1) week prior to transporting of trailers, large cranes, or other oversize loads and equipment through the Park. This coordination is critical for smooth travel of the Contractor’s Vehicles. Immediate notification of any unforeseen delays is required. During high Park visitation periods, travel for any contractor vehicles exceeding the park limits shall be restricted to night travel. For oversize loads requiring temporary road closures, the park will determine the time that travel is permitted. Existing traffic and road construction schedules will influence the entrance gate and travel route to be used.

2. Park’s Visitor Service Office (VSO) at Mammoth Hot Springs can be reached at (307-344- 2107).

D. Winter Operations: Grand Loop Road from Gardiner Montana to the Northeast Entrance of Yellowstone National Park at Cook City, Montana is maintained by the government, subject to closures from time to time.

1. Access to the Project Site during plowing operation periods shall be coordinated with the Contracting Officer. Access may be restricted to occur prior to or after snow plowing operations for the day.

2. Park regulations including hours of travel, speed, hauling/load limits, and safety regulations shall be followed at all times.

3. Contractor is responsible for any required snow removal from the Project site to an approved area.

E. Contractor shall be responsible for obtaining Yellowstone National Park entrance permits for all employees, including subcontractors and other project personal. Passes may be obtained through the Contracting Officer from the Visitor Services Office at no charge.

F. Importation of non-native species and materials:

1. All vehicles and equipment shall be inspected prior to entry into the Park for mud, weeds, and other substances. Prior to arrival at a park entrance, Contractor shall steam clean all earth-moving equipment (excluding hauling vehicles), clean hauling vehicles before their initial entrance into the Park. Subsequent returns will not require cleaning unless requested by the Contracting Officer. Notify the Contracting Officer and VSO a minimum of 48-hours prior to entry of vehicles to the Park.

2. Borrow and fill materials, fiber mulch, and other site materials must be certified weed-free and be acquired from sources approved by the Contracting Officer and NPS.

G. Contractor shall take every precaution and make every effort to protect the delicate environment of Yellowstone National Park. Store all fuel tanks and fuel trucks at staging areas. Use fuel absorbent mats when refueling equipment. Refuel equipment at locations to restrict spills from entering the environment. Dispose of all contaminated soils according to NPS, Federal, State, and Local regulations.

1.9 PRESERVATION OF NATURAL FEATURES

A. Confine all operations to work limits indicated. Prevent damage to natural surroundings, plants, and other vegetation. No activity, including vehicle or materials use or storage, will be allowed outside the work limits. Restore any damaged areas or features to the satisfaction of the Contracting Officer at no additional cost. The following steps, at a minimum, shall be taken by the Contractor to minimize environmental impacts:

1. Parking shall only be allowed within the limits indicated in the Drawings or on approved hard surfaces.

2. Provide temporary barriers to protect existing trees and plants especially root zones.

3. Do not remove, drive over with vehicles or equipment, injure, damage, or otherwise destroy trees or other plants without written approval from Contracting Officer.

4. Trenching routes and disturbance zones shall be flagged by the Contractor and approved in writing by the Contracting Officer prior to any trenching activities. All flagging and debris shall be removed from the area after the Work is complete and area shall be prepared for revegetation.

5. All access points to the project site and construction limits indicated in the documents shall be strictly adhered to. Contractor shall restore all disturbed site and construction areas upon completion of the Project to the satisfaction of the Contracting Officer at no additional cost to the Contract.

6. Do not fasten ropes, cables, or guys to existing trees.

7. Carefully supervise excavating, grading, filling, and other construction operations near trees, wetlands, and sensitive geological areas to prevent damage.

B. Maintain Project Fencing throughout construction activities. Install and maintain secure fencing for both security of the site, building and staging areas.

1.10 PUBLIC AND ADMINISTRATIVE ACCESS

A. Maintain safe access to all areas of the project site for administrative and other official business throughout duration of the Project.

B. Vehicular access to the Project site will be allowed for Contracting Officer’s Project personal and Project Design Team.

C. Contractor shall be responsible for maintaining the site and clearing snow from the Project site to an approved offsite area. Contractor shall not conduct snow removal activities on the Park roadways.

1.11 EXISTING UTILITIES

A. Notify Contracting Officer and utility companies of proposed locations and times of excavation activities.

1. Contractor shall be responsible for location and preventing damage to known utilities. If damage occurs, repair utility at no additional cost to the project.

2. Do not interrupt existing utility services to adjacent or occupied buildings without written approval from the Contracting Officer. Provide minimum 72-hour notice of any utility interruptions. Back-up or alternate utility services shall be provided by the Contractor for service interruptions lasting more than 4 hours. To the greatest extent possible, schedule utility shutdowns for off-season periods and times were weather conditions will not present a safety risk to buildings or persons.

B. All existing utility locations indicated within the documents are approximate. All existing utilities may not be shown.

C. Contractor shall contact Project Contracting Officer, utility company(ies), and Owners of other utilities for location information before conducting any excavation activities.

D. Contractor shall record meter readings and pay for all utilities associated with the Work of this Project.

1.12 HISTORIC SITE

A. The Mammoth Hot Springs Hotel is recognized as a contributing resource to the Mammoth Historic District and is listed on the National Register of Historic Places. The building elements, not specifically called out for Work shall be protected from damage. Contractor shall be responsible for any damage and repair necessary due to execution of the Work as applicable to the historic building components to remain. All repairs shall be conducted in a manner complaint with the Secretary of the Interior’s Standards for Historic Preservation and acceptable to the Contracting Officer at no additional cost.

B. Each employee of the Contractor and their Subcontractors shall be informed of the historic significance of the Mammoth Hot Springs Hotel, site, grounds, and adjacent buildings and shall be made responsible for the protection of building fabric, natural resources, and artifacts. Found objects and other “collectible items” uncovered during the Work are the property of the National Park Service and as such are considered valuable. No such property shall be removed from the

Project site by the Contractor, Contractor’s employees, or Subcontractors. If artifacts are discovered, stop work in the area and contact the National Park Service and Contracting Officer immediately.

C. Contractor shall protect adjacent historic fabric during demolition and construction, typical of this historic building, site, and staging area.

D. Contractor shall take every precaution to prevent damage to the existing historic building, furnishings, and interior and exterior finishes scheduled to remain in place including, but not limited to landscaping, parking areas, driveways and sidewalks, interior and exterior floor, wall and ceiling finishes, hardware, fixtures, furnishings, windows, doors and other miscellaneous construction. Provide adequate temporary protection to prevent damage during historic finishes, fixtures, accessories, materials and hardware, fixtures, and furnishings. Provide adequate temporary protection to prevent damage during selective demolition work and installation of temporary protection. Should accidental damage occur, coordinate repair procedures with the Contracting Officer. All repair work shall be conducted to the satisfaction of the Contracting Officer at no additional cost.

E. Contractor shall use extreme caution to insure protection of adjacent structures, structural components, landscape features, roads, sidewalks and adjacent buildings.

1.13 FIELD VERIFICATION

A. Contractor shall be responsible for field verification of existing conditions affecting the execution of the Work. Notify the Contracting Officer in writing of any conditions that may adversely affect the outcome of the Work.

B. Contractor shall document field conditions that vary from those indicated and provide written request for clarification to the Contracting Officer for conditions that may adversely affect the intended outcome of the Work.

1.14 CONFLICTS WITHIN THE CONTRACT DOCUMENTS

A. Where conflicts arise between the quantities, qualities, or requirements of Work within the contract documents, Contractor shall provide products and labor necessary to complete the greater quantity, higher quality, or more restrictive requirement of Work

B. Where conflicts arise between time requirements for execution of the Work or requirements thereof, the more beneficial time requirement to the Project and/or Contracting Officer shall prevail.

1.15 SPECIFICATION AND DRAWING CONVENTIONS

A. Specification Content: Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:

1. Imperative mood and streamlined language are generally used in the Specifications. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

2. Specification requirements are to be performed by Contractor unless specifically stated otherwise.

B. Division 01 General Requirements: Requirements of Sections in Division 01 apply to the Work of all Sections in the Specifications.

C. Drawing Coordination: Requirements for materials and products identified on Drawings are described in detail in the Specifications. One or more of the following are used on Drawings to identify materials and products:

1. Terminology: Materials and products are identified by the typical generic terms used in the individual Specifications Sections.

2. Abbreviations: Materials and products are identified by abbreviations scheduled on Drawings and/or commonly utilized in the construction industry.

1.16 SOILS INVESTIGATION REPORT

A. A geotechnical design report entitled Geotechnical Report for: Mammoth Hotel Mammoth Hot Springs, Wyoming dated June 2015 was prepared for this project by Craig R. Madson, P.E., Principal Geotechnical Engineer.

B. Electronic copies of all reports are available to plan holders.

C. If conflicts occur between the reports and the drawings or specifications, the drawings and specifications govern.

1.17 HISTORIC STRUCTURES REPORT

PART 1 - GENERAL

1 .1 DESCRIPTION

A. This Section consists of establishing an effective Accident Prevention Program and providing a safe environment for all personnel and visitors.

1 .3 SUBMITTALS

A. Before on-site Work begins, SUBMIT AN ACCIDENT PREVENTION PROGRAM FOR

APPROVAL.

B. Contracting Officer will review the proposed Accident Prevention Program for compliance with Project requirements. If the Accident Prevention Program requires any revisions or corrections, the Contractor shall resubmit the Accident Prevention Program within ten working days.

Contractor shall certify that all procedures are compliant with all governing regulations.

C. CONTRACTING OFFICER WILL MAKE NO PROGRESS PAYMENTS TO THE CONTRACTOR

UNTIL THE ACCIDENT PREVENTION PROGRAM IS APPROVED. The Accident Prevention Program shall include:

1. Name of responsible supervisor to carry out the Accident Prevention Program.

2. Schedule of weekly and monthly safety meetings.

3. First aid procedures.
