RE: Fort Vancouver Lead Based Paint and AHERA Inspection
Addendum 1: limitations of access
Karen, During our site visit and lead based paint inspection we were unable to access several rooms. Due to this limitation of access, White Shield performed the most comprehensive report possible. Due to the conflict of our arrival to test and the Army moving out of the building, all rooms and areas were not accessible to the White Shield’s testing crew. All paint conditions and exact measurements must be performed by the contractor hired to perform the abatement and stabilization of Bldg 987.
Included is a list of rooms that were not accessible:
Basement: Wing 2- Rooms 51, 52, 61.
Level 1: Wing 1-Rm 162 and Rm-155, Wing 2-Rm 169, Wing 3-Rm 109A
Level 2: Wing-3 Rooms 209 and 212.
Thank you, Jessica Morales, Project Manager

Field inspection, data collection, and report were based on the following scope of work:
Asbestos Containing Materials (ACM)
Bulk sampling of suspect ACM.
Analysis of suspect ACM by NVLAP accredited laboratory.
Identify ACM to be removed prior to demolition or renovation.
The survey was based on “visible and accessible materials” and although reasonable effort was made to locate and test suspect materials, some suspect materials may remain hidden in walls or below floor underlayment or other areas until demolition or renovation work makes them accessible. Materials uncovered during the course of demolition, renovation, or maintenance activities that are not identified in this report must be presumed to contain asbestos or other hazardous materials until proper analysis proves otherwise.
Sampling of suspect asbestos-containing materials were conducted as prescribed in Title 40 Code of Regulations (40 CFR) 763.86. Sampling methodology used in accordance to Puget Sound Clean Air Agency, Regulation 111, Article 4. Also, the owner is meeting the “Good Faith” inspection requirement defined in WAC 296-62-07721 (Hazcom to Employees). In addition 40 CFR, subpart M, Section 61.141, establishes the allowable limit of asbestos in building materials at 1% by weight. Materials more than 1% are regulated and must be handled in accordance with all federal, state and local regulations.
Notes, pictures and observations of bulk samples were recorded at the time of collection.
Note: Quantities were not performed due to time constraints. The Abatement company hired to perform the abatement work will need to field verify quantities.
320 N. 20th Avenue, Pasco, WA 99301 www.whiteshield.com Phone (509) 547-0100 Fax (509) 547-8292
Summary of ACM findings:
Floor 1: Wing 3 Sample 13 ~ 10% Chrysotile in the black mastic only. 1’x1’ tile associated with the mastic will be considered Asbestos due to the mastic used to adhere it to the floor.
Basement: Wing 3 Sample 5 ~ 10% Chrysotile. TSI.
320 N. 20th Avenue, Pasco, WA 99301 www.whiteshield.com Phone (509) 547-0100 Fax (509) 547-8292
Basement: Wing 3 Sample 7 ~ 90% Chrysotile. TSI.
Basement: Wing 3 Sample 9 ~ 80% Chrysotile. TSI.
Required Action: All Thermal system insulation-pipe wrap and associated elbow wraps identified in the pictures and lab results are classified as Class 1 friable materials. All asbestos identified above, must be removed prior to disturbance from remodeling or demolition activities.
320 N. 20th Avenue, Pasco, WA 99301 www.whiteshield.com Phone (509) 547-0100 Fax (509) 547-8292
The black mastic associated with the vinyl floor tile located on the 1st floor in wing 3 is considered non-friable asbestos and may be left in place or removed prior to renovation activities. If the vinyl tile is to be removed, it must be considered contaminated with asbestos mastic and disposed of according to the local Clean air agencies regulations. If such future remodeling disturbs the flooring material, it could be rendered friable under certain circumstances. See WRD 23.30 for Labor & Industries instructions for joint compound in wall board systems.
The asbestos company hired for the abatement must decontaminate the effected areas and provide air samples to prove the area has been cleared of all airborne asbestos fibers. Prior to the abatement of asbestos, a pre abatement air sample must be performed by the asbestos company or consultant, to determine the quantity of asbestos fibers in the air.
In most cases, there is a 10 day waiting period required to notify The Local Clean Air Agency and Labor & Industries prior to the start of any asbestos project. The work must be performed by a licensed asbestos contractor. The above named agencies determine if a project qualifies for an emergency notification.
During renovation and/or demolition if any other suspect material is uncovered, that is not included in this report, work must cease until the material has been tested for Asbestos. Please see the links below for instructions on the regulations and rules that govern both asbestos and demolition in residential housing. The attic, locked rooms and wall cavities were not inspected, and are excluded from this report.

Samples are analyzed in accordance with “Interim Method for the Determination of Asbestos in Bulk Insulation Samples”, EPA/600/R-93-116, July 1993 (EPA-600/M4-82-020, Dec 1982), or the current US EPA method for the analysis of asbestos in building material. None Detected: not detected at/or below the detected limit of method (Reporting limit: 1% Asbestos). Glass fiber is analyzed for quality control blank. TESC recommends by point count or Transmission Electron Microscopy (TEM), for materials regulated by the EPA NESHAP (National Emission Standards for Hazardous Air Pollutants) and found to contain less than ten percent (<10%) asbestos by Polarized Light Microscopy (PLM). Both services are available for an additional fee. This report must not be reproduced except in full with approval of Triangle Environmental Service Center, Inc.
