FOVA Rehabilitation - Questions as of March 10, 2015
1. Will there be any type of window treatments that will be needed in this project?
Answer: The requirements are given in the specifications and drawings.
2. Would the government please consider accepting CCASS forms and/or previously completed Past
Performance Questionnaires in lieu of requesting new PPQs from our government clients? The reason for this is that several of our clients have been asked for PPQs for our work on specific project, particularly those we are proud of. Their responses do not change and they have requested that we use previously completed PPQs or CCASS ratings for our work whenever possible to save their time and effort. Would that be possible?
Answer: Offerors may attach their CCASS ratings in lieu of submitting completed Past Performance Questioners.
3. Solicitation page 105, Section L notes the bid submission due time as March 25, 2015. The standard form 1442 lists the submission date as March 24, 2015. Please clarify the correct bid date.
Answer: The bid submission due date is March 25, 2015. The 1442 is revised in Amendment 2 to reflect the correct dated.
4. Specification section 011100, paragraph 1.2 B 2 states the project is designed to LEED Gold Level.
This paragraph also states the project will not pursue certification. Specification section 018113, paragraph 1.1 C 2 references a project sustainability checklist. It further states that the contractor is responsible necessary information in the “contractor: column of this checklist. We are unable to locate this checklist. Please provide via amendment.
Answer: See attached checklist.
5. Specification section 015000, paragraph 3.2 J states that no phone service is available for contractor’s use. What is the availability to high speed internet? Are all costs associated with establishing service the responsibility of the contractor? Is service already established on any adjacent buildings? If so, what is the closet building with service?
Answer: Neither phone service nor internet service are provided. The contractor shall be responsible for installation and service costs, including monthly service fees. The government has service at the Maintenance Shop (Building 400) located next door to Building 402.
6. Specification section 015719.11, paragraph 3.2 B 4 states that the contractor will provide dehumidification in the basement & crawlspace when relative humidity is greater than 70%.
Paragraph 3.2 B 6 notes the requirement of inspection of the air barrier and vapor barriers during installation. We have several questions about these paragraphs. First, we are unable to locate a requirement (no specification or reference on the drawings) for either the air barrier or vapor
FOVA Rehabilitation - Questions as of March 10, 2015 barrier. Without any barriers it will be extremely difficult if not impossible to control the humidity within the building for a project located in a part of the country that historically can reach over 90% humidity during the winter months. Please remove the inspection of the air and vapor barriers from the project as well as raising the maximum humidity limits.
Answer: Specification section 015719.11 3.2 B.4 is modified as follows: “Monitor basement and crawlspace humidity and dehumidify at first sign of mold growth.”
No changes will be made to barrier inspection requirements.
Locations where vapor retarders are required are indicated on the plans. At Building 987, Drawing A2.00 Floor Plan Key Note 39 identifies vapor barrier requirements. At Building 404, Drawing A2.01 Plan Key Note 30 identifies vapor barrier requirements. In both buildings, vapor barriers are located in Telecom rooms.
7. Could the bid submission date be extended
Answer: The submission date will not be extended at this time.
8. Will electronic copies be accepted by the Bid Date, so long as hard copies are post-marked that same day?
Answer: Due to the size restriction in electronic mail and the FBO website, only hard copies of proposals will be accepted and must be received to the office by the date and time specified. Post marks will not be honored. See question 9 as well.
9. The current solicitation does not appear to allow electronic submissions or facsimile modifications to hard copies delivered to Denver. With this magnitude of a project, the majority of the subcontractor pricing won’t be received until just prior to RFP closing. We’ll advertise and openly request for pricing to be submitted the day prior – but the vast majority of suppliers and subcontractors will hold their pricing until the final hours before closing which we will not have in our possession when we make the price determination that we need to include in our hard copies that need to print and ship the day prior.
Will the NPS please allow fax modifications or electronic submissions in order to address this concern?
Answer: NPS shall permit submission of only PRICE SCHEDULE MODIFICATIONS via Facsimile or Electronic Commerce and must be received by the proposal submission due date and time.
Modification received late will not be evaluated. Modifications will need to follow 52.215-1.
