FOVA Rehabilitation - Questions as of March 13, 2015

1) The cable specification is in 055213-4 Wire Robe and Wire Robe fittings. This is for building

987. The cable on the specs say 316 polished stainless steel. Then it says to cover it in PVC. Is there a reason for this? Why would you need to polish something that is being covered? The cable also calls out for 1 x 19 - 3/16 thick coated wire. I called three different firms that did coating on wire and none of them had 1 x 19. They did have 7 x 19 however.

The vendor we checked does not have fittings for anything other than 1 x 19. The sales person helping me was firm that even if we used 1/4" fittings it would not work right.

Also tension on the sire per spec called for 400 LB (per inch?) We have had bolts strip out at that pressure, so I recommend 6 turnbuckles at each run. Also we noted that the 3/8 bar that the cable is attached to seem light for the 400 LB pressure. I recommend 3/4 bar.

Answer: A polished finish on the stainless steel cable is not required but may be standard. As noted, it will be covered by PVC. Specification Section 055213, 2.3, A lists two acceptable Cable Railing Systems. 1x19 cable with PVC coating is available for these systems. 1x19 cable is much stronger than 7x19 which will not be accepted as an alternate.

For the cable attachment bar your proposal should follow the solicitation documents.

2) I could not find in the documents what percentage the bid bond should be for.

Answer: See Attachment 1 of Amendment 3, Added Clause 52,228-1 Bid Guarantee. Bid Bond shall be 20% of your Bid or $3 Million, whichever is less

3) Are there any permits fees we need to include in our proposal? If so, which permits are needed?

Which CLIN do we include those costs?

Answer will come next week

4) Phase 1 Utilities: What CLIN do we use for the cost of asphalt, concrete, landscaping, window wells, temp road, etc?

Answer: Amend 1 from February 25 includes an attachment with a revised Specification Section 012700 Definition of Contract Line Items. See Specification Section 012700, 1.1 Summary. Costs associated with the summary items shall be included in the related Contract Line Items. If no contract line item exists for a portion of the work, include the costs in a related item.

5) The drawings and specifications do not show the design of the radio tower concrete pad and states that we are to provide the design. The pad design will be affected by the soil conditions. Is there a soils report available? Do we include a report in our design costs? Will this be considered a site condition change based on the results of that soil report?

FOVA Rehabilitation - Questions as of March 13, 2015

Answer: A Geotechnical Engineering Report is included as Appendix A – Geotechnical Engineer Report in the Project_Specs_Rehabilitate_Utilities_and_Infrastructure_in_East_and_South _Vancouver_Barracks file of the Solicitation 1 (Feb 19, 2015)files. This report was developed for the Phase 1 Utilities portion of the project and is available for information. The contractor will be responsible for the radio tower concrete pad design and should bid accordingly. Include any effort needed to meet the specification requirements in your pricing.

Include a short description of your basis of design for your price proposal with your solicitation package.

6) Note 7 on page A2.01 states to “provide a wall mounted projection screen”. Can you provide a specification for this screen?

Answer: See Specification Section 274116.10 – Audio-Visual Systems Equipment List.
