The schedule of value shall be provided in Uniformat II breakout to facilitate this categorization. The contractor shall work with the government on the base schedule of value and all subsequent contract cost modifications to determine the correct cost allocation.
The building construction cost for Building 987 will be divided into the following cost categories in accordance with established commercial real estate practice, General Services Administration guidelines, and the standards of the Building Owners and Managers Association International (BOMA), with general guidelines as follows:
1) Shell: The building shell includes the base building and tenant areas. The base building is the complete enveloping structure, the base building utilities systems, the utilities chases, restrooms, and the elevator and fire egress stairwells as required for code compliant. Tenant areas will have broom-clean concrete floor slabs or wood sub-floors, gypsum wallboard spackled and primed on exterior perimeter walls and interior core walls. Tenant areas ceiling considered part of the shell will be metal panels, gypsum wall board, or suspended acoustical tile ceilings with parabolic fluorescent lighting. In general, utilities will have been brought to tenant demised area but not run through them.
2) Tenant Improvements: Interior framing and finishes and fixtures, including utilities, fire alarms, fire, suppression systems, that typically take space from the shell condition (such as building envelop, utilities chases, and the elevator and fire egress stairwells) to a finished usable condition.
3) Custom Tenant Improvements: Customization includes security enhancements, lighting beyond shell provisions, server room temperature controls, communications and A/V connections or equipment, etc.
The government will provide additional definition to the successful bidder and will assist in the development of the schedule of values. This requirement is not intended to add administrative costs or burden to the project.
