Amendment 5 FOVA Rehabilitate Buildings and Phase 1 Utilities 3/24/15

FOVA 174962 & 175150:

1. Specification Section 338113, 3.4 Third Party Inspections – delete this section in its entirety.

2. Specification Section 338113, 3.5 Maintenance – delete this section in its entirety.

Questions and Answers

1) FOVA 194839; 194841: We were unable to identify any specifications for building 989 or 993. Are there qualitative standards that are intended to apply to these two structures?

Answer: Amendment 1 posted February 25, 2015 and the revised version in Amendment 4 posted March 23, 2015 address this issue. The Summary of Work Specification Section 012700 of FOVA 174962 & 175150 (Rehabilitate Buildings 987 & 404) was amended as follows:

Specification Section 011100, 1.2, B. – Change 2. to 3. and add the following:

“2. The Work includes the exterior rehabilitation of Buildings 989 and 993 per the 9 sheet drawing set and photos provided in this package for each separate building. Both buildings are historic former U.S. Army barracks and have the same footprint and construction as Building 987. The appropriate specification paragraphs and drawing notes from Rehabilitation of Buildings 987 and 404 for US Forest Service also apply to Buildings 989 and 993. Only the exterior of Buildings 989 and 993 are being rehabilitated under this contract and the work primarily consists of exterior painting, repairs of siding, gutter repair and roof repair. No accessibility work is being completed under this contract”

2) FOVA 174966: Sheet D3 identifies the removal of an existing 2” Gas Line. This appears conflicts with Keynote 4 designating the protection of the existing tree at the same location.

Answer: Contractor is to protect the existing tree, and remove as much of the gas line as possible.

(Section directly underneath the tree may be abandoned in place.)

3) Specification Section 01 27 00, para. 1.1D “Landscape Restoration, includes .”…re-seeding of the parade ground…”. Please clarify if the entire parade ground, encompassing over 1.7 million square feet, is to be reseeded.

Answer: This refers to Amendment 1 which replaced Specification Section 012700 of FOVA 174966.

Specification Section 01 27 00, para. 1.1D.1. The first sentence clearly state “Restoration of all landscaped and planted areas disturbed or damaged during the construction of this project…”

4) The grounding loop shown on E0.02 (page 56 of 83) at building 404 is shown to be installed nearly entirely below existing concrete aprons and walkways. There is no indication on this plan, or any of the civil, architectural or electrical demolition plans of the extent of sawcut, demolition and replacement of the concrete that will need to be removed and replaced in order for this loop to be installed as shown. The detail for the loop (4/E7.06) doesn’t provide detail for concrete replacement.

Amendment 5 FOVA Rehabilitate Buildings and Phase 1 Utilities 3/24/15

If the loop can be relocated outside the walkway in the grass strip on the North and East sides, the costs for demo and replacing concrete will be avoided. The South side is entirely concrete so that seems to be unavoidable.

Answer: The ground loop is shown to be 36” beyond any paving on the West, North, and East sides.

The entire south side of the building is paved. On the south side we are showing the ground loop to be at least 3’ from the edge of the building and are calling out for electrolytic ground rods to be installed. With respect to the extent of saw cutting, it is correct we are not showing the extent of saw cutting. The extent of saw cutting is a means and methods issue.

5) The 175 kw generator shown on the South side of building 404 (pageE0.02 56 of 83 and oneline E6.01 70 of 83) will require sawcut, demolition and replacement of the concrete apron between the generator and the building. This is omitted from the electrical and civil site and demolition plans.

Answer: It is correct we are not showing the extent of saw cutting. The extent of saw cutting is a means and methods issue.

6) Drawing Sheet A2.04 (28 of 151) of Bldg 987 has mis-labled note 5 on the key notes. No detail has been provided for the crickets or the new flashing that will be required at the chimneys – detail 9/A8.02 is close but needs to be modified for a new flashing condition if the crickets are new.

Answer: It is noted that key note 5 is mis-labeled as 4. That is correct. It should be a 5.

Note 5 requires the contractor to verify the condition/existence of crickets. If they can be reused, detail 9/A8.02 should be sufficient.
