Amendment 6 FOVA Rehabilitate Buildings and Phase 1 Utilities 3/26/15

Questions and Answers

1. Building 987 drawings Sheet A9.05 Detail 8 Wood – Ceramic Tile shows the tile being installed over backer board over the plywood substrate. The specifications 9300 section 3.6 Tile installation Schedule bulletin C floor tile over wood floors shows TNCA F143, this is tile installed with epoxy adhesive (no backer board) and epoxy grout. Please confirm the installation desired.

There is no other indication in the tile specification (other than F143) that we are using epoxy grout. Please confirm epoxy grout is required or not.

Answer: Use TNCA F144 for tile over wood floors. This assembly uses a backer board per detail 8/A9.05 and cementitious grout per 093000. Epoxy grout is not required.

2. Can you confirm the locations where there are two ceilings in the building so that an accurate cost can be applied for the removal?

Answer: Removal of added or secondary ceiling layers is indicated by Demolition Key Note 14 on sheets A1.00 through A1.03.

3. FOVA 174962: Designation(s) for keynotes 15, 16, 17, 18, 19 & 20 on sheet C2.00 do not appear to have been provided. Are these stated conditions to be part of the Contract? If so, please designate their location(s).

Answer: Yes, these conditions are to be part of the contract. They apply globally within the site boundary.

4. FOVA 174962: Designation(s) for keynote 15 on sheet C2.01 do not appear to have been provided. Are these stated conditions to be part of the Contract? If so, please designate their location(s).

Answer: Yes, these conditions are to be part of the contract. They apply globally within the site boundary.

5. FOVA 174962: On the West Elevation of Building 987 an existing downspout is depicted to drain into a new Gravel Dissapator. A Gravel Dissapator detail is provided on 1/C2.02 however at this location it appears to conflict with the location of the existing stair treads. Please provide a detail defining the manner in the designer requests this condition to be constructed.

Answer: The stair tread will be cut around the downspout so the downspout can continue to grade.

6.. FOVA 174962: Designation(s) for “Finish Note 8” do not appear to have been provided to defined the work designated in the Remarks column on Sheet A2.09

Answer: Disregard finish note 8.

7. Bldg 404 drawings do not provide a design for the renovated fire sprinkler system. Are we to design the system per the new floor layout? Can as-built plans be provided to assess possible pipe size changes for the new layout? Please advise.

Answer: Yes, the system is to be designed per the new floor layout. This is indicated in Section 211000, item 1.2 A.4 which states that “the system is to be modified as required to accommodate all building modifications…”.

As-builts are not available at this time.

Amendment 6 FOVA Rehabilitate Buildings and Phase 1 Utilities 3/26/15

8. The title for Amendment No. 1 identifies several FOVA numbers. One of these is identified as 194838. Are we to believe this to be a clerical error with the intent of the number to be 194839?

Answer: The correct number is 194839.

9. In the “Request for Proposals” package provided as part of Amendment 1, the duration for the overall completion of the project is defines as “403” Calendar days from the receipt of Notice to Proceed. Whereas the duration defined in the Solicitation, Offer and Award document (SF 1442) issued as part of the Amendment 2 package defines the overall duration of the project as “430” Calendar days from the receipt of the Notice to Proceed. Which one is correct?

Answer: 430 days

10. Are there any permits fees we need to include in our proposal? Is so, which permits are needed? Which CLIN do we include those costs?

Answer: See Contract Clause 52.236-7 Permits and Responsibilities. Include costs for any requirements of this clause in the related work item Contract Line Item.

11. Can we verify who is installing antennas and cables? From the Bid documents, it appears the NPS is wanting us to provide the tower mounts and installing them as well… please verify.

Answer: The government will provide and install antennas, cables and associated mounting brackets.

12. Typically the asbestos survey will include not only results of samples, it normally also provides quantities which provide a basis for an accurate asbestos abatement quote. There is a note near the bottom of page 4 of the ‘Good Faith Asbestos and Lead Inspection’ that says ‘Quantities were not performed due to time constraints’ followed by a comment for the abatement company to field verify quantities. Not only is this report not complete (locked rooms denied access), it also doesn’t provide any indication that the vertical runs of the boiler piping were tested (those runs behind chase walls). Seems that this report as written opens the abatement up to a large risk of cost increases due to the absence of quantities and areas suspected of survey oversight.

Answer: Final_ACM_ HazMat Survey Summary_FOVA_041414KMA and FOVA 174962 ACM Quantity Estimate are being provided for information on asbestos containing materials.

12. Section 99113 Exterior Painting section 3.3 notes a Lead Based Paint Treatment plan to be submitted with the offer. There is no mention of this in either section L or award criteria section M.

Answer: This shall be submitted at least 30 days prior to commencement of mitigation and approved by the contracting officer prior to commencement of mitigation.

13. Notes on page E0.02 of the Site Plan Electrical Building 404 (page 56 of 83) notes two separate places where power and communications are ‘furnished under separate utility project’. These tie-in’s are shown under the utility drawings page E6 (page 50 of 55) and while they are on a separate set of drawings, the note could create some confusion as it isn’t a ‘separate utility project’ as this is all one contract / all one project. Perhaps a more accurate note would be to ‘reference utility drawings for power and communication tie-ins’.

Answer: Phase 1 Utility, FOVA 175150, is part of these specifications and all references to separate projects should be
