RE: Fort Vancouver Lead Based Paint and AHERA Inspection
Addendum 2: Clarification to report questions
Karen, There were a few questions that were asked during the course of your review of the Ft. Vancouver XRF and Asbestos reports.
The questions and responses will be included in this document as well as an attachment to this document.
Question 1: The lead paint survey: what is the unit of measurement for column labeled Duration? Can they provide concentration readings?
Response: "Duration" is: The seconds it takes the XRF machine to read the sample.
Positive and negative readings verses mg/cm2:
The concentration levels are not typically required, only whether or not the paint contains Lead.
Positive: a "positive" reading is at or above 1 mg/cm2 of Lead in the paint and requires lead safe practices for renovations or abatement.
Negative: a "negative" reading is below 1 mg/cm2, and does not require lead safe practices for renovations or abatement.

Question 2: We need to know sampling schedule, which is based on AHERA, established convention, but for those of us not dealing with these frequently a reminder would be useful.
Response: AHERA Field Procedures:
Review existing data, including design drawings, as-built drawings, project specifications, and any existing survey and/or laboratory information, if made available by the client.
Visual examination of all accessible spaces.
Confirm with the owner or owner’s representative the exact area under investigation, exact nature of demolition/renovation and identify all materials that will be disturbed or accessed, if made available by client.
Determine whether the building will be totally or partially renovated and/or demolished.
Determine and investigate each building’s structural, mechanical, and roofing systems that are to be disturbed, if made available by client.
Perform a comprehensive investigation of areas to identify suspect materials to be sampled and/or assumed to contain asbestos, (if access is available to all areas).
Create a site-specific sampling plan based on suspect materials present. Labeling of the walls is as follows: moving clockwise the left most wall when standing in the doorway is A, the next is B and so on. When there are more than 4 walls, we continue from the left most side and lettering continues with E, F etc. Each floor is separated into wings to create ease of sampling. Each floor’s sampling starts with wing identification (i.e. W-1, W-2 or W-3) and then sample number (i.e. S-1, S-2 and so on). The sequence (S-1, S-2 and so on) started over for each wing. When requested duct tape is used to cover sample locations and labeled with sample numbers and identifiers.
Example of Sampling Protocol:
Collect bulk samples of all suspect materials that will be disturbed and not assumed to be asbestos and submit them to a certified laboratory for analysis.
Document where asbestos materials exist and record their location and condition.
“Condition” shall include a physical assessment to determine whether or not each asbestos material is “friable” as defined in this Agency's Regulation III, Section 4.01.

A Chain of custody was created for the samples, the COC was sent along with the samples to an NVLAP accredited laboratory.
Also documented all sampled materials found to be negative for asbestos, including original location, condition.
Finally a report is created with all data gathered and provided to the client.
Question 3: Asbestos – We thought there should be 9x9 tiles in 987 but did not see any sampling for that.
Response: Note correction for sample number: W-3 S-4. Brown floor tile was indicated to be 12 x 12 on report. It is actually 9 x 9 floor tile. This tile is also found in wing one of the basement.
Question 4: Asbestos – Sample sheet #6, samples #W-3 S-13 12x12 tiles tested with positive 10% asbestos, but there is no additional description of this tile type.
Provide area and location.
Response: The blue tiles with mastic identified to contain asbestos are a small patch on wing 3 of the first floor. When you walk into the 3rd wing take a left at the hall then a right into the open spaces just before Room 106.
Question 5: Sampling tracking explanation.
Response: The sampling scheme in which the AHERA survey is as follows: When standing in doorway of room, the walls are labeled starting with left wall designated as wall A, and the next adjacent wall as wall B, and so on. In the cases where there are more than four walls in a room, we continue left to right using same sample number order using letters E, F, and so on. Sample numbering for this survey was labeled indicating wing location (W-1 is wing 1, W-2 is wing 2 and W-3 is wing 3) and then the sample number beginning with number one (S-1, S-2) and so on. Each wing of each floor was giving its own sample sheet. This is indicated in the location column of the spreadsheet (which also indicates brief description of specific sample location).
Thank you, Jessica Morales, Project Manager
