Draft RFP QUESTIONS JULY 12, 2016
RFP Section, Paragraph and Page
Question/Comments Government Response
N/A What is the current face value of the contract?
The current contract ceiling price is $48M. We expect the current contracts value to reach approximately $35M by the end of the contract.
5 N/A Key Resume Requirements – How many key resumes are required for submission?
None. Only a past performance volume is required.
6 N/A What are the labor categories of the key personnel?
There are no key personnel identified in the RFP and the key personnel clause is also not included.
7 N/A Who is the incumbent? Akima Facilities Management
8 N/A Can you provide the list of the employees for each work order?
We are looking into whether this can be provided and will update the response when we know more.
9 N/A Can you provide a seniority list? We do not have that information
10 N/A Can you provide us with the current wages for all the employees by title?
We are looking into whether this can be provided and will update the response when we know more.
11 N/A
We bid last time and there was a lot of emphasis on safety? How is this being addressed this time?
A contractor’ safety record including protecting the environment and employees during performance of contract requirements is an element of the past performance volume that should be addressed in your PP Volume as well as by customers in their PPQs.
12 N/A Is the janitorial work under the CBA? If yes, when can we get the CBA?
Yes it is. The CBA has just recently been renegotiated and is now available. It will be uploaded within the next week or two.
13 N/A If we are in a joint venture, how many PPQs are needed?
The Offeror is allowed up to four for each prime contractor.
14 N/A
Instead of PPQ, can NASA go with “CPAR”? Sometimes customers are away and don’t respond.
We will evaluate all of these: the past performance volume that the Offeror provides, the Past Performance Questionnaires (PPQ) that are provided by the offeror’s customers directly to us, the information we find in the CPARs (through the Federal Past Performances Information Retrieval System (PPIRS)), or similar systems of other Government departments and agencies, questionnaires tailored to the circumstances of this acquisition, Defense Contract Management Agency (DCMA) channels, interviews with Program Managers and Contracting Officers, and other sources known to the Government, including commercial sources.
L.11 (a)(1)
Should we provide a past performance reference for each section of the Performance Work Statement?
The DRFP requires no more than 4 contracts which should be similar in size as well as comparable in scope, and complexity to the requirement of this solicitation.
Additional questions were received at industry day and we are still working on those responses.
SUMMARY CHANGE TO THE DRFP:
1. Delete second paragraph in Section L, page 9 (2):
“Offerors who are subsidiaries or affiliates of other business entities may submit the past performance of such other business entities for consideration but such past performance shall only be considered to the extent that the proposal clearly demonstrates that the resources of the other companies will affect the Offeror’s performance on the proposed contract.”
