About this file
This Government Pre-Award Inquiry Form is for Naval Facilities Engineering Systems Command (NAVFAC) Jacksonville Base Operating Support (BOS) contract N6945026R0007, a small business set-aside solicitation for comprehensive facility maintenance and support services at Naval Air Station Jacksonville. The contract has a one-year base period with seven one-year option periods, estimated to start on January 1, 2027, with a total potential duration of eight years. The solicitation covers maintenance and support across multiple functional areas including facility investment, utilities management, electrical systems, wastewater, environmental services, and base support vehicle and equipment maintenance.
Key procurement details include a proposal due date of January 27, 2026, with a 90-day transition period, and an estimated contract value covering recurring and non-recurring work. The government will use a tradeoff source selection approach with technical factors rated as Outstanding, Good, Acceptable, Marginal, or Unacceptable. The contract will require comprehensive asset management, preventive and corrective maintenance, work order management, and compliance with various environmental and operational standards. Offerors must submit detailed technical and management approach volumes, including organizational charts, workforce plans, phase-in strategies, and past performance documentation demonstrating capability to manage complex, multi-discipline facility support services.

BLUF: we are requesting that the PP requirement for the SB prime to use a SB subcontractor be removed, and replaced with "subcontractor" only, removing the distinction that the Sub be a
SB.
Over the years, having followed several NAVFAC procurements in NAICS 561210, we have been stopped short of responding to the RFP with our SB prime because the RFP dictates that first-tier subcontractors be SB.
Lastly, something critical in NAVFAC RFPs we see is the annual contract value threshold for past performance consideration. For this RFP it is $12M.
The question we always consider is what if a firm had $11M?
Would they be any less qualified if they met the size, scope and complexity requirements? One suggestion we have seen from other agencies is to simply edit your PP template to require contractors to show what they have done, PER ANNEX, on each PP reference. It seems logical (from our perspective) to see if someone is qualified if they detail the scope from another contract, to demonstrate compliance to your requirement(s).
The non-price/technical factors included in the solicitation do not require that first-tier subcontractors be small businesses, nor do they prevent the use of large subcontractors. The Corporate Experience and Past Performance Factors are written to comply with the following Small Business Administration regulations, which apply when a Small Business Prime Contractor is unable to meet the experience and/or past performance requirements of the RFP on its own:
13 C.F.R. 125.2(g), says: "When an offer of a small business prime contractor includes a proposed team of small business subcontractors and specifically identifies the first-tier subcontractor(s) in the proposal, the head of the agency must consider the capabilities, past performance, and experience of each first tier subcontractor that is part of the team as the capabilities, past performance, and experience of the small business prime contractor if the capabilities, past performance, and experience of the small business prime does not independently demonstrate capabilities and past performance necessary for award."
13 C.F.R. 125.11(c)(4), says: "Evaluation. When evaluating the past performance of a small business concern that elected to use a rating for its offer on a prime contract, a contracting officer shall consider the concern's experience and rating of past performance as a first-tier subcontractor. This includes where the small business concern lacks a past performance rating as a prime contractor in the Contractor Performance Assessment Reporting System (CPARS), or successor system used by the Federal Government to monitor or rate contractor past performance."
Please note, as a small business set-aside and a services contract (NAICS 561210), there are certain limitations on subcontracting dictated by the clause at FAR 52.219-14 (DEV 2021-O0008), included in the solicitation (see the clause for the full text).
In regards to the relevancy size requirement, the factor will remain unchanged. The Agency has taken into consideration the estimated annual value of the recurring work for the solicitation, the minimum annual dollar value used in the prior solicitation, as well as the complexity and magnitude of the procurement in order to establish the minimum size required to ensure successful performance without unduly restricting competition.
2 11/13/2025
In the RFP, the PP req states in (1) Factor 1, Corporate Experience: (a) Solicitation Submittal Requirements: ... An offeror may rely on the prime contractor experience of the first-tier small business subcontractor(s) to demonstrate experience if the experience of the small business prime does not independently demonstrate the capabilities necessary for award, provided the offeror submits the following: (i) Specifically identify the proposed team of first-tier small business subcontractor(s) (ii) Teaming agreement/Letter of commitment.
We have seen this PP model exclusively with NAVFAC in the past. We are trying to understand how, or why, in a SB set aside contract, the SB prime has to use a SB subcontractor. We are not aware of any FAR regulations or other federal agency which dictates who a prime must use as their subcontractor, when the focus is on ensuring the prime meets the limitations on subcontracting to be complaint as a SB themselves.
See Response to GPI #1
3 11/17/2025 46 L L.2 Proposals are due via paper copy (with CDs).
Will you consider allowing electronic proposal submission?
The requirement for hard copies and CDs remains unchanged.

M.4.3.b.1
The submittal instructions appear to limit corporate experience and past performance references from subcontractors to "first-tier small business subcontractor(s)." The Amendment 0001 GPI Response #1 state that this was not the Government's intention, stating "The non-price/technical factors included in the solicitation do not require that first-tier subcontractors be small businesses, nor do they prevent the use of large subcontractors."
Would the Government consider revising Section M to clarify this point, specifically by changing the references to "first-tier small business subcontractor(s)" to state "first-tier large or small business subcontractors"?
This will clearly allow offerors to demonstrate the capabilities brought to the team by their large business subcontractors.
No. This is a small business set-aside. Refer to GPI Response #1. The non-price/technical factors included in the solicitation do not require that first-tier subcontractors be small businesses, nor do they prevent the use of large subcontractors.
The Small Business Administration regulations do not allow the use of/reliance on large business subcontractor experience when a Small Business Prime Contractor is unable to meet the experience and/or past performance requirements of the RFP on its own.

J-0200000-23 ELINs
Section B includes CLINs 0017 and 0018 which are Option 8, extension. This totals 9 years.
Section F.2, CONTRACT TERM, states:
"The estimated start date is 01 January 2027. The initial contract term of performance is for one year. The entire duration of the contract if all options are exercised is eight years (96 months).
There are seven option periods and each option period has a term of performance of one year (12 months). If the Government requires a shorter term or exercises an option for a period shorter than 12 months, the proposed monthly ELIN prices will be used as the basis for establishing the reduced term. The Government may extend the term of the contract in accordance with FAR 52.217-9, Option to Extend the Term of the Contract incorporated into the resulting contract."
Section M.4.3.a.2.c (page 59) states that, "The Government will evaluate the proposal for any inconsistent pricing submitted within Section B and the Section J attachment, and correct any discrepancies in accordance with Section M.3 of the solicitation, or through clarifications, discussions or other means consistent with applicable regulation."
J-0200000-23 ELINs includes the Base and 8 Options (7 options and the extension).

The term of performance is a one-year base period and seven one-year option periods (96 months). The Government may extend the performance period beyond the established 96 months using FAR 52.217-8 Option to Extend Services (CLINs 0017 & 0018), which provide authority to extend contract performance up to an additional six months.
As stated in the RFP, the Government will evaluate price based on total price. Total price consists of the basic requirements and all option items. This includes FAR 52.217-8 Option CLINs 0017 and 0018.

During the site visit briefings and in Section C - 0100000 Paragraph 1.7, it is indicated that all facilities, systems and assets shall be accepted by the Contractor in "AS IS" condition. Site visits are, at best, a very limited snap shot of the existing assets.
Based upon that snapshot, there seems to be many old and obsolete assets that will require repair/replacement during the term of this contract. Does the Government expect a contractor to take on all of the risk in the bid for recurring services and limits of liability?
See Section C Annex 0100000 General information, Spec Item 1.7; All facilities, systems, and assets identified in this contract shall be accepted by the Contractor in "AS-IS" condition. The Contractor is fully responsible for all work up to and including the limits of liabilities specified.

The Government wants the Contractor to use a systems approach in the management of the inventory under this contract. "Specific equipment adds or deletes upon initial contractor inventory assessment and Preventative Maintenance (PM) program development will not be grounds for Contract modification." The Government wants the Contractor to take on all of the risk associated with 1) unknown quantities/pieces of equipment included within the system, and 2) unknown assets that the Government either doesn't know exists or failed to annotate in J- 1502000-03. What constitutes a system? The definition provided is very broad, "any mechanically and/or electrically interlocked parts". That really gives the Government a broad brush to include assets into a "system" without modifying the Contract.
How are we to estimate labor and materials without knowing how many supporting pieces of equipment are within the system?
The Performance Work Statement (PWS) is based on a Systems Approach. The Contractor is responsible for the Systems described in the PWS and all mechanically and electrically interlocked parts, equipment, and components forming the systems.
There is available cost or pricing information that permits realistic estimates of the probable costs of performance based upon information published in industry standard estimating sources. The Government will not dictate an offeror's estimating practices and expertise.
