ELINProduct Name (120 Characters)Description ExtendedEstimated QuantityUnit of MeasureUnit PriceExtended Price
A700Unit Priced Labor Hour Work - MUST BE NEGOTIATED BY KO.The Contractor shall perform all UPL work in accordance with the scope and delivery schedule negotiated per each task order.

Refer to: Section C, Annex 0200000 Management and Administration, Specification Item 2.15.2 Unit Priced Labor (UPL)Work (Negotiated) for description of UPL Work.

Refer to: Section J, Annex 0200000 Management and Administration, Attachment J-0200000-01 Definitions and Acronyms for description of Unit Priced Labor (UPL) Hour and Universal Equipment.

Task order completion times will be specified on each task order.

For self-performed work: the unit price proposed for Sub-ELIN A700AA will be used to determine the labor cost to the Government.

For subcontracted labor: the FBR proposed for Sub-ELIN A700AB will be used to determine the labor cost to the Government.

The estimated quantity of each Sub-ELIN is used to establish the ELIN Extended Price. During administration the labor Sub-ELINs may be used in any combination and quantity provided the ELIN extended price is not exceeded. The contract will not be modified to re-allocate capacity among labor SLINs.0DO$ 1.00
A700AASelf-Performed Unit Priced Labor Hour Work - MUST BE NEGOTIATED BY KO.The Contractor shall self-perform all UPL work in accordance with the scope and delivery schedule negotiated per each task order.

A700ABSubcontractor Labor (Fixed Burden Rate) - MUST BE NEGOTIATED BY KO.The Contractor shall perform management and oversight of subcontracted non-recurring work in accordance with the scope and delivery schedule negotiated per each task order.

Refer to: Section C, Annex 0200000 Management and Administration, Specification Item 2.15.2.1.2 Subcontractor Requirements description of Sub.

Refer to: Section J, Annex 0200000 Management and Administration, Attachment J-0200000-01 Definitions and Acronyms for definition of Sub-Contractor Fixed Burden Rate.

The estimated quantity (in dollars) is provided. A Fixed Burdened Rate (FBR) shall be entered in the Unit Price column. The FBR shall include all direct and indirect factors for management and oversight of subcontracted non-recurring work. Similar to FBR example in J-0200000-01, if a 15% markup is the Contractor's proposed FBR, the Unit Price should be $1.15. During performance, if the lowest subcontractor labor proposal is $1,000.00 and the FBR is $1.15, the labor cost to the Government will be $1,150.00. (DO - Dollars).

A701Material and Equipment - MUST BE NEGOTIATED BY KO.Provide all materials and equipment to perform Unit Priced Labor work per the scope and delivery schedule specified in the order. Pre-expended bin supplies and materials will not be included in the list of materials since the cost for these items were included in the labor hour unit price bid. Material prices provided by the Contractor shall be the lowest price available considering the availability of materials and the time constraints of the job. The direct material price shall be adjusted by all discounts and rebates for core value or salvage value that accrue to the Contractor. Contractor owned equipment rental rates shall be based on calculations set forth in US Army Corp of Engineers “Construction Equipment Ownership and Operating Expense Schedule (EP 1110-1-8 (Vol. 11) July 03 or latest revision) Chapter 2. The estimate quantity (in dollars) is provided. A Fixed burdened rate (FBR) shall be entered in the Unit Price column. The FBR shall include factors for ordering, handling, and stockpiling materials and repair parts. Similar to FBR example in J-0200000-01, if a 10% markup is the Contractor's proposed FBR, the Unit Price should be $1.10. When multiplying the proposed Unit Price by the Estimated Quantity, the Extended Price should be the Estimated Quantity x Proposed/estimated Unit Price (columns DxF). In this example, the extended price would be $110,000.00. For example, during administration, if the vendor's invoice on material is $1,000.00 and the unit price is $1.10, the cost of the material to the government will be $1,100.00.
