About this file

This document is an Amendment (0002) to a Request for Proposal (RFP) for Base Operations Support (BOS) Services at U.S. Naval Air Station Sigonella, Italy. The contract is an Indefinite-Delivery/Indefinite-Quantity (IDIQ) Firm-Fixed Price (FFP) performance-based contract with both Recurring and Non-Recurring Work items. The procurement is unrestricted and assigned NAICS code 561210 with a small business size standard of $47 million. Proposals are due by 2:00 p.m. Norfolk local time on 20 October 2025, with a pre-proposal site visit scheduled for 30 September 2025 at 0800 AM Eastern European Summer Time.

The amendment updates multiple sections of the solicitation, including Sections J and L, and adds several attachments such as Attachment J-9 (PPI Responses) and revises Annex 0100000 General Information. The contract requires offerors to submit detailed proposals covering corporate experience, technical/management approach, safety metrics, and past performance across specific technical specifications including Facility Investment, Custodial Services, Integrated Solid Waste Management, and Wastewater Services. Evaluation factors are weighted with technical factors and past performance being significantly more important than price, and the government will conduct a best-value tradeoff analysis considering both price and non-price factors.

L3 RFP FILES

Solicitations are posted to the Opportunities (https://www.sam.gov) website. By necessity, these files are protected to prevent unauthorized editing. It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from the Opportunities Website.

L4 GENERAL PROPOSAL REQUIREMENTS

The price proposal and non-price proposals shall be submitted in separate files to the Solicitation Module in PIEE named as "Volume 1: Price Proposal" and "Volume 2: Non-price Proposal" as described below.

Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance.

The signature of the Offeror provided in Box 17 of the SF33 agrees, if this offer is accepted within 180 calendar days from the date of receipt of offers specified as the due date in Box 9 of the SF33 or any extended due date, to furnish any or all items upon which the prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.

L5 EVALUATION FACTORS FOR AWARD

1. The solicitation requires the evaluation of price and the following non-price factors:

Factor 1 - Corporate Experience

Factor 2 - Technical Approach / Management Approach

Factor 3 - Safety

Factor 4 - Past Performance

The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

2. The relative order of importance of the non-price evaluation factors is the technical factors (Factors, 1, 2, and 3) are of equal importance to each other and, when combined are equal in importance to the past performance evaluation /performance confidence assessment factor (Factor 4). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are significantly more important than price.

The importance of price will increase if the Offerors' non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal's superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
