Control
The following requirements shall be observed, in addition to the specific requirements of the Job Order, for work accomplished on naval ships and craft located at NNSY.
REGULATORY CONTACT. The Contractor will notify the SUPERVISOR immediately if they are contacted by an OSHE regulatory agency about its operation at NNSY. No OSHE regulatory agencies shall be allowed into the
Shipyard without notification to the SUPERVISOR and approval by NNSY Code 106 via the SUPERVISOR. No information concerning Navy property or operations shall be released to OSHE regulatory agencies without the approval of the SUPERVISOR and
Code 106.
NNSY OCCUPATIONAL SAFETY, HEALTH AND ENVIRONMENT (OSHE) STAFF OSH
SURVEILLANCE AND ENVIRONMENTAL OVERSIGHT OF OPERATIONS:
The SUPERVISOR will have responsibility for safety and health oversight and inspections. The NNSY Safety and Health Division (Code 106.2) will, on occasion, perform surveillances on the Contractor's work areas.
The Contractor work will not be stopped by NNSY personnel for safety and health issues unless it is an imminent danger situation (a possibility of serious injury, illness, death, major equipment/facility damage). If work is stopped, written corrective actions may be required before work can resume. The
SUPERVISOR will coordinate submittal of this documentation and return to work authorization.
The NNSY Environmental Division (Code 106.3) may on occasion inspect the Contractor's work areas. The Code 106.3 inspectors will direct control measures via the SUPERVISOR if conditions are not consistent with NNSY permits or regulatory requirements. The SUPERVISOR will inform the WIM/WIZM of actions taken.
Safety and health issues not presenting imminent danger will be referred to the SUPERVISOR for appropriate action. The SUPERVISOR will inform Code 106.2 and WIM/WIZM of actions taken to resolve findings.

ENVIRONMENTAL COORDINATOR:
Process documents required by this document are not for approval purposes but to allow Code 106 surveillance personnel to assess if the
Contractors are following their established work processes and the requirements of this Work Item. If there are any process documents, like TGI's or DL's, written that involve both Contractor employees and NNSY personnel working side by side, then they will require Code 106 review and approval.
The Contractor will provide a representative who will serve as an environmental coordinator for the purposes of administering the requirements of this Work Item, including coordinating the work with the SUPERVISOR and WIM/WIZM.
Environmental Coordinators must complete Code 106.33 initial
Environmental Coordinators Recovery Material Procedures Training prior to processing and turn-in of Recovery Material to Code 106.32.
The Environmental Coordinator will submit a list with name, address, office, and home telephone number of the representative, and one alternate to the SUPERVISOR. Submit updates to this list each time representatives are added or deleted. The SUPERVISOR will provide copies to the
WIM/WIZM and Code 106.33.
The Contractor will contact the Environmental Coordinator prior to performing any work that is expected to generate Recovery Material/Hazardous
Waste (RM/HW). This action is mandatory to identify the location of the work area where RM/HW will be generated; establish and properly post any accumulation areas, as applicable; determine the appropriate containers for storage/disposal of the waste and labeling requirements in accordance with 2.14.
All Hazardous Waste/Recovery Materials will be stored in appropriate UN Performance Oriented Packaging (POP) containers with watertight lids in accordance with 2.14. The storage areas are authorized by Code 106.321 and the containers shall be labeled in accordance with 2.14. Contractor will ensure that the area is properly posted, containers are properly labeled and kept closed and secured at all times except when adding waste. Upon completion of packaging, the Environmental Coordinator shall be contacted for disposal
Control measures may include stoppage of work pending correction of deficiencies and the investigating of mishaps. If a work stoppage is required, the OSHE Inspector (Code 106.3) will immediately contact the
SUPERVISOR. The SUPERVISOR will inform the WIM/WIZM of work stoppage.
Written corrective actions may be required before work can resume. The SUPERVISOR will coordinate submittal of this documentation and return to work authorization. The SUPERVISOR will inform Code 106.3 and WIM/WIZM of actions taken to resolve findings.

PERSONNEL PROTECTIVE EQUIPMENT (PPE). All personnel engaged in working at NNSY shall wear mandatory (PPE) in accordance with 2.3. Each Contractor's hard hat shall be identified with the name and/or logo of the respective
Contractor.
RESPIRATORY PROTECTION, LEAD, CHROMIUM AND CADMIUM PROGRAMS. The
Contractor must have written respiratory protection, lead, chromium, and cadmium programs in accordance with 2.2.
FALL PROTECTION. If on an unguarded surface more than five (5) feet above ANY solid surface, personnel must utilize proper fall protection.
FIRE PROTECTION. Contractor personnel assigned to a job on a ship within NNSY shall familiarize themselves with the fire and evacuation instructions board located in the vicinity of the ship's gangway. Particular attention shall be made of emergency evacuation signals and best escape routes.

NNSY requires that the Contractor arrange for certified industrial hygiene and/or safety specialist services to create a sampling plan, and as required by 2.1, perform airborne monitoring in the general area and/or on personnel to monitor potential employee exposure to said toxic metals during various processes that are anticipated to generate an airborne hazard.
Submit a copy of the airborne monitoring results of 3.6.1 to NNSY
Code 106.21 via the SUPERVISOR.
All aerial work platforms must be lashed to the deck during barge mounted operations.

SAFETY AND HEALTH REQUIREMENTS FOR CONTROL OF SHIPBOARD ASBESTOS
MATERIAL. For all Asbestos or suspect Asbestos Containing Material (ACM), accomplish the requirements of 009-10 of 2.1.
SAFETY AND HEALTH REQUIREMENTS FOR CONTROL OF SHIPBOARD NON-ASBESTOS
THERMAL FIBER INSULATION AND LAGGING MATERIAL.
HIGH EFFICIENCY PARTICULATE (HEPA) FILTERS, required on vacuum cleaners or ventilation units associated with insulation work, shall be U.L. Class I and
DOP (dioctylphalate) tested as follows:

Prior to performing any insulation work, employ Asbestos Hazard
Emergency Response Act (AHERA) of 1986 accredited asbestos inspectors and collect samples for analysis to determine asbestos and/or mineral fiber content and fiber size. (ACGIH) 1998 TLVs in accordance with 2.7.
Vacuum cleaners shall be tested within 3 months of use;
ventilation units shall be tested within one year of use.
Tested equipment shall have a seal affixed in such a manner that it would be destroyed if the HEPA filter is disturbed.
Equipment shall be retested anytime the HEPA filter is replaced or the seal is broken.
There shall be a tag, sticker, etc., located on the outside of the unit that identifies who performed the DOP test, the date it was tested, the date the certification expires, and the serial number or other unique identifier
Vacuum cleaners shall be emptied of all debris at the end of each shift at a minimum, on a daily basis.
Use metal canister vacuum cleaners aboard the ship, except those used for regulated and controlled radiological and hazardous waste or hazardous material.
Permanently and legibly mark each vacuum cleaner with a company name and unique identifier.

COMPRESSED AIR SYSTEMS. NNSY compressed air systems are assembled with unique fittings to preclude connection with non-respirable fluid systems.
EMERGENCY RESPONSE SYSTEM/{CASUALTY CONTROL SYSTEM (CASCON)}. NNSY has a fully capable emergency response system.
PROCESS CONTROL PROCEDURE (PCP). Accomplish the requirements of 009-09 of 2.1 for a PCP specific to the work to be performed to support environmental regulation and permit compliance at NNSY.

When shipyard air is required to be used to provide Breathing
Air (B/A) for respiratory protection, notify the WIM/WIZM via the SUPERVISOR. The
WIM/WIZM will contact affected Project to have them generate a "Contractor/NNSY
Service Interface Agreement" using the NAVSEA provided template (Appendix D of
CHAPTER 240 OSHE CONTROL MANUAL, located on the Code 106 Website under the OSHE
Chapters Link). The Project will ensure that required service (up to Manifolds
ONLY) will be requested in accordance with 2.13.
This does not relieve the Contractor of ensuring proper use of compressed breathing air and respiratory protection in accordance with applicable sections of 2.2 and 2.7.
Compressed air will NOT be used for cleaning of ship's spaces or for any other cleaning purposes.
Instruct personnel, including subContractors, assigned to a job within NNSY, upon witnessing flooding, fire, injury to personnel, or any other incident or casualty requiring emergency response, to immediately contact all the below, providing the location and other pertinent details.

SPILL CONTINGENCY AND CONTROL (Oil, Sewage, or Hazardous Substance).
PUMPING OPERATIONS. (Liquid transfer to barge/tank or vice versa or any combinations).
The PCP shall address the controls and operational actions employed to ensure no adverse environmental impact occurs while performing work at NNSY applicable to the scope of the work being performed. Ensure the subject matters of the remainder of this Work Item are addressed.
Submit an additional copy of the PCP to NNSY Code 106.3 and
WIM/WIZM via the SUPERVISOR for their review and oversight of operations.
Inform employees/subContractors to notify NNSY Fire Department
396-3333 immediately upon discovery of any spill/discharge, regardless if
Contractor generated or by another source. Notification shall identify when spills/discharges are Contractor caused.

Submit a copy of the methods and work practices to be employed to prevent spills/discharges of any volume ashore or to the waters adjacent to
NNSY to the SUPERVISOR. SUPERVISOR will provide a copy to Code 106.3.
Accomplish cleanup of all spills/discharges caused by any work operations performed by the Contractor. Maintain spill cleanup capability comparable to the spill potential of the work operations (i.e., equipment such as spill kits, absorbent pads/booms, spill debris containers, oil-skimmer, etc.).
Provide continuous communications between pump tender and barge/tank tender to allow immediate shutdown if upset occurs during

FUEL/OIL TRANSFER REQUIREMENTS AT NNSY. All operations shall be performed as a Safety of Ship controlled evolution in such a manner that no fuel/oil is spilled/discharged overboard or pier-side. Fuel/oil is oil of any kind or in any form, including, but not limited to: fats, oils, or greases of animal, fish, or marine mammal origin; vegetable oils, including oils from seeds, nuts, fruits, or kernels; and, other oils, and greases, including petroleum, fuel oil, sludge, synthetic oils, mineral oils, oil refuge, or oil mixed with waste other than dredge spoils.

Methods for gauging compartment volume in barge/tank shall ensure maximum volume to be 90 percent of capacity.
Tag pump lines to indicate Contractors name, where line(s) are originating from (i.e., ship tank/void) and pump number.

ITEM NO: 042-11-0019 of 28 booms are in place and in a condition to contain fuel/oil in the event of an overboard discharge. Fuel/oil transfer shall not proceed in the absence of the booms without the specific approval of the SUPERVISOR and Code 106.
Verify that the ship has a Shipboard Spill Contingency Plan as required by 2.10.
Verify that tanks receiving fuel/oil have operational level and alarm systems prior to commencing fuel/oil transfer. Each tank level shall be continuously monitored while it is being filled with fuel/oil. Remote tank level indicators shall be used as the primary method for obtaining tank levels.
Develop check off lists and procedures for use prior to and during commencement of fuel/oil transfer. Using the lists and procedures, accomplish the following.
Double-check all transfer system valves and ensure each part of the transfer system is aligned to allow the flow of fuel/oil and each part of the transfer system not necessary for the transfer operation is securely blanked or shut off.
Accomplish integrity checks of all hoses and fittings to ensure against leaks or breaks. Each transfer hose shall be free from kinks, bulges, gouges, cuts, slashes or any other defect that penetrates the first layer of hose reinforcement ("reinforcement" means the strength members of the hose, consisting of fabric, cord and/or metal) material. All coupling, blanks and pressure tight fittings shall be properly made up and tightened to prevent leakage.
Verify the vessel's moorings are satisfactory for all expected conditions of surge, current, and weather are long enough to allow adjustments for changes in draft, drift, and tide during the transfer operation.
Transfer hoses and loading arms shall be long enough to allow the vessel to move to the limits of its moorings without placing strain on the hose, loading arm, or transfer piping system.
Support each transfer hose to prevent kinking or other damage to the hose and strain on its coupling.
Blank off the end of each hose and loading arm that is not connected for the transfer of fuel/oil or hazardous material using closure devices.
Attach the transfer system to fixed connections on the vessel and the transfer facility except when a vessel is receiving fuel/oil. When vessels are receiving fuel/oil an automatic back-pressure shutoff nozzle may be

WASTE HAZARDOUS MATERIAL/HAZARDOUS WASTE (WHM/HW) ACCUMULATION,
DISPOSAL AND COMPLIANCE. All HW generated at NNSY shall be handled, stored and transported in accordance with NNSY's HW Permit. To ensure compliance, the requirements of this section shall be strictly adhered to.
Conduct a conference with the person in charge of transfer operations on the transferring vessel or facility and the person in charge of transfer operations on the receiving vessel of facility, to ensure that each person understands the following details of the transfer operation.
During the transfer operation, maintain continuous communications, observe hoses for leaks, and, if leaks are noted, immediately cease transfer operations and make the appropriate notifications.
Fuel/oil transfer operations must be conducted during daylight hours.

All HW and Polychlorinated Biphenyls (PCB) waste generated at
NNSY will be disposed of by NNSY Code 106.3 using NNSY's EPA ID number except as stated in the below EXCEPTION. NOTE: In some rare instances, the unusual nature or volume of a given waste may exceed NNSY's existing disposal capabilities. In such cases, it will be necessary to make special arrangements for the waste prior to the generation of that waste.
WASTE HAZARDOUS MATERIAL - (WHM) is defined by NNSY as a hazardous material with no future use. These wastes are not hazardous waste in accordance with the regulations and a careful assessment must be made to ensure these materials are disposed of properly. WHM cannot be disposed of in any NNSY dumpsters.
WASTE ANALYSIS
STORAGE. All storage areas for WHM/HW shall be approved by NNSY
EXCEPTION: NNSY will not dispose of HM/HW arising from any action of the Contractor not consistent with proper performance of work within the scope of their assigned work at NNSY. For example, waste generated as a result of poor HM management and procedures. All wastes not arising from the proper performance of work within the scope of assigned work are the sole responsibility of the Contractor.
Collect and dispose of all WHM (other than HW) in suitable Contractor furnished containers. Ensure that this waste is disposed of in accordance with all applicable federal, state, and local requirements. If shipping papers are required for WHM transport, furnish a copy of all shipping documents for waste shipped from NNSY to NNSY Code 106.321 via the SUPERVISOR within 30 days of removal from the shipyard.
Properly identify waste so that the proper Department of Transportation (DOT) shipping name can be determined for disposal. Should proper waste identification require chemical analysis, the Contractor is responsible for the analysis. All analysis results shall be provided to NNSY Code
106.321 via the SUPERVISOR when the material is to be picked up for disposal.
Upon receiving knowledge, based on analysis results or other sources, that a HW was generated, take immediate actions to ensure compliance with this Work Item. Actions shall be complete, to be in full compliance, within 3 days of generation or identification of a HW.
As soon as each drum/container is full, or the process generating the waste is complete, accomplish a chemical analysis to properly identify waste so that the proper Department of Transportation (DOT) shipping name can be determined for disposal. Submit a copy of all analysis results to
NNSY Code 106.321 via the SUPERVISOR.

CONTAINERS.
Conduct weekly environmental compliance inspections of the job site, including all containers, using an environmental compliance checklist provided by Code 106.321. Submit a copy of the completed checklist to
NNSY Code 106.321 via the SUPERVISOR.
Properly package all waste in accordance with Federal, State, and Local regulations of 2.4 and 2.5.
Properly mark all waste in accordance with Federal, State, DOT and Local Regulations of 2.4 and 2.5.
Use appropriate NNSY hazardous waste labels to identify hazardous waste.
Control all generated waste in non-leaking containers compatible with the waste.
Keep containers closed at all times except when adding or removing waste.
Aerosol cans (e.g., paints, lubricants, solvents, etc.,) must be properly managed. All aerosol cans (i.e., full, partially full, or empty) must be disposed of utilizing ONE of the following methods:
(1) Turn the containers into your Environmental Coordinator for processing.
(2) Turn the containers into Code 106 in Building 281 for processing.
(3) Turn in ONLY AEROSOL ENAMEL PAINT cans to the Building 299 Less Than 90 day hazardous waste accumulation area for processing.
Once the containers are processed (i.e., punctured and the contents drained), the items will be placed in a blue dumpster to support their recycling as scrap metal. DO NOT discard non-processed aerosol cans in any color dumpster as this may lead to an improperly managed waste at our facility.
Empty metal cans, drums, or containers with no free-flowing liquid or residue of Resource Conservation and Recovery Act (RCRA) listed wastes can be placed in a blue dumpster or recycled as scrap metal outside of
NNSY by the Contractor.
Solidified residues over 1/4 inch deep inside containers will not be picked up for recycling and shall be disposed of in

CONTROL AND REPORTING OF HAZARDOUS MATERIAL USAGE. NNSY must report all
HM storage and usage on shipyard property per the requirements of 2.8. Contractor information provided in accordance with this section is required to support NNSY reporting. Since NNSY must compile data for all work performed at NNSY, disregard threshold reporting quantities for reports submitted for this section.
Submissions of paragraphs in section 3.19.1 are not required for hazardous materials obtained through the NNSY Supply Department.
TRANSFER OF SOLIDS. Any container-to-container transfer of paint waste debris, or scraping/grinding debris shall be conducted in a manner to minimize the possibility of spills and releases to the environment.
HW TURN IN FOR DISPOSAL.
HW MANIFEST/SHIPPING DOCUMENTS FOR WASTE SHIPPED BY THE
CONTRACTOR. (This shall apply only as applicable to the "EXCEPTION" of 3.18.2.1).
Submit to NNSY Code 106.21 via the SUPERVISOR a Material Safety
Data Sheet (MSDS) for all hazardous materials, as defined in Section 1200 of 2.2, brought into NNSY. The MSDS shall be delivered prior to the material entering
NNSY.
Submit a list of MSDS's grouped by hazard category, with amounts planned for use at NNSY, to NNSY Code 106.31 via the SUPERVISOR.
NNSY Code 106 will review the MSDS's and report for chemicals prohibited at NNSY (e.g. Methylene Chloride) and to ensure paints meet the accordance with Federal, State and local requirements.
Containers with listed waste residues over the EPA specified amount shall be disposed of in accordance with Federal, State and Local requirements by NNSY.
Prepare HW for turn in.
Transfer HW to a storage site under the control of an
NNSY trained Environmental Coordinator approved by NNSY Code 106.322 within 72 hours of process completion or accumulation in excess of 55 gallons.
Submit copies to Code 106.321 via the SUPERVISOR of all Department of Transportation (DOT) manifests and associated forms at time of shipment and a copy of the return manifests within 30 days of receipt by the owner or operator of disposal facility to the SUPERVISOR if required.
Submit a copy of the disposal certificate to NNSY Code
106.321 via the SUPERVISOR within 100 days of receipt by the owner or operator of the disposal facility or 30 days prior to the completion of the contract.

WATER POLLUTION CONTROL. Discharges/flushes to the river, storm drainage system, utility tunnels, sanitary sewerage system, and Dry-dock shall be strictly controlled to maintain compliance with various NNSY operating permits.
Hazardous Air Pollutant (HAP) limits of the NNSY Clean Air Act Title V Permit.
Ensure labels on HM containers are not removed or defaced. Each container of hazardous materials shall be labeled, tagged or marked with the information below. This label requirement also applies to any container which the hazardous material are transferred.
All HM shall be safely stored while at NNSY in accordance with applicable Federal and State regulations.
All HM shall be removed from NNSY when it is no longer needed to support Contractor operations
Submit written notification to other employer(s) whose workers may come in contact with the HM. This notification shall include any manufacturers precautionary measures needed to protect employees while in the work place during normal operating conditions.
Electronically submit a Microsoft Excel version of the EPCRA
Database for the prior calendar year at the completion of the contract. If the contract runs past January 1, the information for the previous year's work shall be submitted by January 31. ATTACHMENT H (Annual EPCRA Hazardous Material
Report) describes the format and content of the database. A copy of the database may be obtained from Code 106.31 via the SUPERVISOR. The database is to be submitted to Code 106.31 via the SUPERVISOR. The database addresses material that has been stored, manufactured, processed or otherwise used in accordance with 2.8.
Precautions shall be taken to prevent fuels, oils, paint, thinners, paint chips, dust or related debris from entering the river or storm drain system. A physical barrier must be in place to prevent migration of pollutants entering the river or storm drain system.

The environmental device shall be inspected daily for any deficiencies. Any deficiencies found shall be promptly corrected. The daily inspection shall be documented identifying the date, time, person performing the inspection, any deficiency found and corrective action taken.
The liquid to be discharged shall be containerized.
Upon completion of the work, sample the liquid and submit the analysis results to NNSY Code 106.31 via the SUPERVISOR for final discharge approval.
If the liquid fails to meet permitted levels for river discharge, NNSY Code 106.31 will notify the Contractor via the SUPERVISOR so that an appropriate discharge strategy can be developed.
Black water/gray water wastes, except those resulting from cleaning or hydro blasting of CHT system piping/tanks, shall be discharged into pierside sanitary sewer system via CHT hoses.
Do not place any additives (e.g. chemical cleaning agents) into the ships CHT systems without the written approval from NNSY Code
106.3 (NNSY Environmental Programs Director).
Do not dump paint, thinner, paint debris, or brush/ roller cleanup residue of any kind into the CHT system, restroom facilities or deep sinks.

PROCEDURES FOR HANDLING LIQUID WASTE.
Overboard discharges/flushes when in Dry-dock:
Remove liquid waste generated as result of Contractor operations from the ship. Collect liquid waste in Contractor furnished barges or tanker trucks. Dispose of the liquid waste in accordance with local, state and federal regulations.
IN THE WATER HULL CLEANING. In the water hull cleaning evolutions at NNSY are governed by a Virginia Pollutant Discharge Elimination
System (VPDES) permit; therefore Best Management Practices (BMP's) shall be employed by all at NNSY to ensure compliance. The BMP shall be submitted to Code
106 via the SUPERVISOR.
Notify in accordance with 2.9 NNSY Code 106.31 via the
SUPERVISOR a minimum of two (2) months prior to any in-water hull cleaning operations.
Perform cleaning operations in strict accordance with 2.11.
Station personnel topside to continually observe surrounding surface water for discoloration.
Secure cleaning operations immediately if surrounding surface water discoloration becomes visible from topside, as reported by either the
Contractor personnel, ship's force, the SUPERVISOR, WIM/WIZM, or NNSY Code 106.

During the work, the liquid generated shall be considered Waste Hazardous
Material (WHM) at a minimum, and shall be containerized, managed, and disposed of in accordance with 3.18.
Any overboard discharges/flushes without a Dry-dock wastewater collecting system (cofferdam system) in place shall meet the same requirements for river and storm drain system discharges/flushes.
For overboard discharges of water resulting from industrial processes (cleaning, hydro blasting, flushing, etc.) with the Dry-dock wastewater collecting system (cofferdam system) in place, submit to NNSY Code
106.33 via the SUPERVISOR a completed ATTACHMENT A (Discharge/Flush Authorization
Form) at least two weeks in advance of actual work operations.
Submit to NNSY Code 106.323 (396-1408), by the 5th of the following month, a completed ATTACHMENT G (Monthly Log of Liquid Waste
Disposed of Off-Site) via the SUPERVISOR.

PAINT REMOVAL.
Use of detergents and cleaning compounds for cleaning over or near the water or storm drains is not permitted without prior approval from Code
106.3.
Work practices and waste management practices shall be performed such that spent abrasives, paints, solvents, cleaners, anti-corrosive compounds, paint chips, scrap metal, trash, garbage, petroleum products or other debris is not released to the environment.
Provide receptacles as necessary to maintain good housekeeping in Contractor's work areas. These receptacles shall be emptied as necessary to prevent contents from being released to the environment.
NOTE: Contractor shall provide dumpsters on board ship, in dry dock, and pier side for trash disposal as needed to support their operations.
The requirements of ATTACHMENT B (Waste Management) are applicable to waste containers provided by the Contractor.
The Contractor is responsible for disposal of Non-hazardous
Solid Waste. Examples such as but not limited to: metals, asphalt, concrete, wood, paper, gypsum board, electrical equipment (non-PCB), trash, and non-hazardous abrasive blasting media, etc.
In addition to the requirements of 009-65 of 2.1, for work involving the control, clean-up and disposal of PCB's, comply with applicable federal and state regulations for PCB work.
Prior to performing PCB work, submit a copy of the control, method of removal and disposal plan required by 009-65 of 2.1 to NNSY Code 106 for review via SUPERVISOR.
Dispose of PCB waste in accordance with HM/HW Accumulation, Disposal and Compliance requirements of this Work Item.
Methods of control shall be utilized to prevent blast materials, paint chips and paint from being released to the environment. All exterior chipping and blasting work shall be performed with barriers or shrouding enclosing the area being prepared and/or painted. Controls can include, but are not limited to, shrouding, tarpaulins, drop cloths, camels, fixed or floating platforms, barges or other suitable methods used in a manner to maximize capture and provide collection of pollutants or blasting materials being generated.

The bottom edge of free hanging barriers shall be weighted, held in place with magnets, or tied down to hold them in place during all paint removal operations.
Work areas with the potential to release debris into the water during inclement weather shall be cleaned of all abrasive blasting materials and pollutants immediately if weather conditions require abrasive blasting operations to be discontinued.
Work areas shall be cleaned on a regular basis to prevent wind or rainwater runoff from carrying spent abrasives, paints, solvents, cleaners, anti-corrosive compounds, paint chips, scrap metal, trash, garbage, petroleum products, or other debris into the water. Cleanup of areas contributing runoff shall consist of mechanical or manual methods to sweep up and collect the debris.
All working platforms must be cleaned at the end of each work shift.

Hydroblasting operations shall follow the Water Pollution

The use of solvents containing "methylene chloride" shall be strictly prohibited.
ABRASIVE BLASTING.
Contain abrasive blasting in such a manner as to prevent exposure to unprotected personnel outside of the work area to the dust generated by the operations as well as the hazardous components/toxic coatings that are on the surface to be blasted.
Ensure safety and health requirements include proper containment and posting of work area; proper respiratory protection, personal protective equipment (PPE) and training; grounded ventilation and lighting;
secured/covered ship's ventilation and accesses affected by the operation.
Contain outdoor blasting operations to prevent blasting media and debris from entering the river, storm drain system, or drydocks without the NNSY cofferdam system installed. Containers (e.g. dumpsters or drums to contain spent abrasive blast media) shall be covered when material is not being added or removed.
During blasting operations exterior to ship's hull, enclose the area to confine blast dust. Areas considered to be exterior to ship's

ITEM NO: 042-11-00119 of 28 hull are well decks, hanger bays, plenums, areas that egress to large exterior accesses such as elevators, gates and brows. Brows are considered to be exterior to ship's hull. Brows are to be enclosed to ensure access to and from the ship.
Enclosures used to contain blast dust shall be in good condition and closed to prevent dust from existing through gaps, rips or other openings while blasting operations are in progress.
Halt blasting operations if containment enclosures are damaged or found to be ineffective until effective containment methods are put in place.
Surface Craft Specific: Cover openings and open areas between decks, (including but not limited to scuppers, railing, freeing ports, ladders, and doorways) if they allow discharge of blast media, paint chips, or dust into the ambient air. All Vessels: Ladders on ship and in dry dock shall be kept open for egress requirements.
Exhaust ventilation used within abrasive blasting enclosures shall be filtered to remove dust.
Halt blasting operations if filtration equipment is ineffective until effective filtration methods are put in place.
Conduct all storage, handling and transfer of blast media to and from containers, tanks, vats, drums, and equipment systems in a manner that prevents spills and minimizes the release of dust.
Maintain all blasting equipment and dust capture systems in good operating condition and free from leaks. Keep records and logs of all maintenance and repairs performed on blast equipment. Records and logs shall be readily accessible for Code 106.3 inspection upon request.
Properly identify, label, package and turn over all waste generated by blasting operations to on-site waste handling personnel in accordance with HM/HW Accumulation, Disposal and Compliance requirements of this
Work Item unless otherwise indicated by appropriate sample analysis.
If sustained wind speeds exceed 20 MPH, operations shall be frequently reviewed to ensure containment enclosures are effective.
Maintain, and submit electronically by the 5th day of each month, a completed copy of ATTACHMENT E (Monthly Air Emission Source Data) for the prior month, to NNSY Code 106.3 via the SUPERVISOR for exterior abrasive blasting.

LEAD, CADMIUM, AND CHROMIUM.

Based on the age of the vessel, interior paints and primers are not anticipated to contain lead, cadmium, or chromium; however, prior to paint removal the concentration or absence of these metals in the paint must be determined. The Contractor will collect a representative paint/prime (to the substrate) samples per laboratory requirements. Do not mix samples. The
Contractor will request the laboratory to analyze the paint for % by weight, i.e.
bulk sample analysis, to determine concentrations of lead, cadmium, and chromium in the paint. If paint samples are not performed, Contractor must assume the presence of these metals and use the requirements of 2.1 and the applicable OSHA regulations of 2.2. NOTE: Laboratory performing paint analysis must be certified by the American Industrial Hygiene Association (AIHA) for determination of lead content.
Prior to the removal of paint containing lead or
Chrome, assess the amount of paint to be removed and plan the project.
Small exterior paint removal projects (those projects for which the Permissible Exposure Level (PEL) is not expected to be exceeded and environmental containment requirements are minimal) shall be accomplished using impact removal tools (i.e., chipping hammers, needle guns or other tools producing chips vice large amounts of dust).
Large exterior paint removal projects, wherein environmental containment is required and/or PEL is expected to be exceeded, shall be accomplished in accordance with 3.24.9.1 and using large scale labor saving devices (grinders, sanders, blasters, etc.).
Large interior paint removal projects (over 10 square feet/day) shall be accomplished using labor saving devices.
Paint debris containing lead, cadmium, and/or chromium shall be treated as HW, controlled, and disposed of in accordance with the HM/HW
Accumulation, Disposal and Compliance requirements of this Work Item. If hazardous constituents are unknown, for hazardous waste characterization and disposal, TLCP analysis for metals, excluding mercury, is necessary. A copy of the analysis report shall be provided to the Environmental Coordinator or Code
106 via the SUPERVISOR to ensure proper drum labeling and disposal.
Since any material used or generated by the paint removal process will be treated as HM/HW, minimize the use of water by controlling dust generation with a light water mist. Do not generate running or

SURFACE PREPARATION, PAINT MIXING, SPRAY PAINTING AND PAINT
APPLICATIONS.
The use of lead paint for surface preservation or touch up is strictly prohibited at NNSY with very few exceptions, i.e. required per Technical
Specification. If there is a need to apply lead-based paint, bring it to the attention of the SUPERVISOR, the WIM/WIZM, and Code 106. Consult 2.12 for a list of lead substitute paint.
Frequently test all painting evolutions involving spray painting and brush or roller painting with flammable coatings by a competent person to ensure the concentration of flammable vapors remains below 10 percent of the lower explosive limit. Prohibit hot work, open flames, and operation of spark-producing mechanisms within 25 feet of these painting evolutions.
Spray painting of exterior surfaces on floating vessels is not allowed without specific written approval from Code 106.3 Water Program Manager
(email documentation is acceptable). Requests to perform such work shall include measures to prevent paint or paint overspray from falling into waters or onto pier surfaces.
LIGHTING.

Mechanical grinding and sanding shall be kept to the absolute minimum with primary reliance on impact tools and authorized chemical paint strippers for paint removal.
Portable lighting shall be explosion proof to a minimum level of Class I, Division I, Group D.
Where a ship's fixed lighting system (standard hermetically sealed fluorescent lights with intact, undamaged lens covers) is to be used, protect the lens cover from over spray by using fire retardant paper or polyethylene (Glad or Saran wrap). Take precautions to ensure that the lights will not be turned off or on during spray painting evolution. NOTE: The only

Handling and transfer of paints and thinners to and from containers, tanks, vats, drums, and piping systems shall be conducted in a manner that minimizes spills and evaporative loss.
Spills onto the land or water shall be reported and cleaned up in accordance with the Spill Contingency and Control requirements of this Work Item.
