MAINTENANCE STANDARD
Information to the User
The Submarine Preservation Maintenance Standard combines technical information normally found in government technical manuals and detailed maintenance processes for coatings into a single document dedicated to the proper application and maintenance of coating systems on US Navy submarines. This maintenance standard was developed in 1996 to consolidate submarine preservation requirements previously contained in many different documents (maintenance standards, IMMP MRCs, technical manuals, drawings, paint schedules, letters, and naval messages) into a single document that could be easily revised to keep pace with changing preservation requirements.
The 2 major parts to this maintenance standard are: 1) systems technical information for selecting and applying coatings and 2) attachments containing maintenance processes for repairing or replacing coatings. A table of contents, located in the front of the standard, provides a detailed breakdown of the various sections of the MS.
Technical information provided on pages 7 through 99 is similar to that typically found in a Naval Ships
Technical Manual (NSTM) chapter. Users should look in this part of the MS if they are trying to determine the type of coatings applied in various areas of the sub, required coating thickness, explanation of various cleaning and surface preparation requirements, specific quality assurance inspections, and feedback requirements. The technical information sections are arranged as follows:
• Preliminary Section a; pages 7 to 11 - General information - includes scope, purpose, explanation of document hierarchy, and list of references.
• Section 1; pages 11 to 41 - General painting for submarines - includes information on cosmetic painting, dry film thickness limits, stripe coating, relative humidity requirements, information on safety, workmanship, list of approved coatings, quality assurance requirements, types of maintenance, and types of availabilities.
• Section 2; pages 42 to 47 - Interior painting - includes interior coatings and cold weather touchup painting of bilges and tanks.
• Section 3; pages 47 to 57 - Exterior painting - includes exterior anti-corrosive and anti-fouling coatings applied to exterior hull surfaces, non-skid areas, SHT, and bow domes.
• Section 4; pages 57 to 64 - Tank painting - includes anti-fouling coatings in MBTs, coating requirements for high pressure air flasks and piping in MBTs, coatings in oil tanks, and coatings for manhole covers.
• Section 5; pages 64 to 66 - Submarine preservation maintenance processes - includes information on sponge jet blasting using the RASP system. Also provides information on the use of Attachment 1 through Attachment 16 to accomplish preservation on submarines.
• Section 6; pages 66 to 69 - Powder coating - provides table of NAVSEA-approved powder coatings and the requirements for applying them.
• Section 7; pages 70 to 71 - Preservation in way of damping and acoustic tiles - provides requirements and limitations for coatings applied to damping and acoustic tiles.
• Section 8; pages 71 to 83 - Preservation feedback - includes information on entering data into the Corrosion Control Information Management System (CCIMS), copies of blank feedback forms, and instructions for completing the forms.
• Section 9; pages 84 to 99 - Resolving Preservation Out-of-Specification Conditions - provides the Submarine Preservation Decision Matrix and requirements for submitting waivers and deviations when preservation work is out-of-specification.

Attachments contained in this MS provide the user with the process to be used to repair or replace a coating system in a particular area on a submarine. Table 16 (Pages 99 to 102) summarizes the attachments in the maintenance standard. Users typically are instructed by the work package or maintenance plan to use a specific attachment to accomplish maintenance. Alternately, if the user knows the area of the sub and the type of maintenance to be performed, they can choose an attachment from Table 16. Each attachment contains all the steps involved in the repair or replacement of a coating system. This typically includes cleaning, surface preparation, inspection, coating application, quality assurance inspections, and reporting requirements. When performing the work specified in any of the attachments, the user will need to refer to the technical information located on pages 7 through 99 in order to properly clean and prepare the surface for painting, accomplish required quality assurance inspections, select the proper coating, determine coating thicknesses, and report the work accomplished using the Corrosion Control Information Management System.

a. General Information a.(1) Purpose a.(1)(a) The purpose of this NAVSEA-approved MS is to provide guidance in complying with submarine preservation requirements mandated by NAVSEA Standard Item (SI) 009-32. SI 009-32 has been designated as the single or “universal” requirements document for general shipboard and submarine painting by contractors, intermediate level maintenance activities, and Naval Shipyards. All requirements for selecting and applying coatings on submarines, including surface preparation, environmental controls, cleanliness, coating system selection and film thicknesses, and quality assurance (QA) requirements are now provided in SI 009-32. This maintenance standard contains submarine specific process information and guidance on preserving damping tiles, applying powder coatings, feedback reporting using CCIMS, and maintaining preservation systems to support URO MRC 003 periodicities. Attachments retained in this MS provide detailed guidance on assessing coating systems and also provide detailed procedures for preserving areas and surfaces that are unique to submarines such as bow domes, VLS free flood bathtub area, retractable bow plane recesses, and thin line tow array equipment. This MS is to be used in conjunction with SI 009-32 to provide current information on preservation requirements for submarines.
a.(2) Scope a.(2)(a) This MS provides guidance for Intermediate Maintenance Activities (IMAs), Naval Shipyards, Regional Maintenance Centers (RMCs), and Navy Contractors to be used in conjunction with SI 009-32 for maintaining, repairing, and replacing preservation systems on non-nuclear, non-SOC components and spaces of U.S. Navy submarines. The intent is to use this document when performing Intermediate (I) and Depot (D) level maintenance on preservation systems of submarines in service. The guidance specified in this MS are not intended for use by ship’s force.
Requirements for accomplishing Scheduled Preservation Upkeep Coordinated Efforts (SPRUCE) are included for informational purposes to assist the Type Commanders, IMAs, and ship’s force personnel in preparing for and accomplishing internal preservation on operational submarines during the operating cycle.
