Level Availabilities for NNSY, Portsmouth VA.

Submit one legible copy, in hard copy or approved transferrable media, of a list of materials with MSDS (Material Safety Data Sheets) to be used on the

Task Order to the SUPERVISOR, not later than five days after Task Order Award.

Use 2.3 for guidance when accomplishing work to support Task Order.

Contractor personnel requiring access aboard ship shall attend;

Radiological Control training provided by NNSY Pass Office to ensure familiarization with posted, verbal and written instructions (to include, do not enter any area or space posted with a sign that has a magenta colored radiation symbol on a yellow background; do not touch any yellow bands, tools, bags, wrappings, clothing). Project Orientation Brief (Key Topics: Security

Requirements, Casualty Control, Work/WAF and Testing Control, Work Site

Cleanliness, Day to Day Operations within NNSY) will be provided by the Project.

Contractor is required to conduct Submarine Orientation and SUBSAFE Awareness training using materials (CD ROM) provided by the NNSY Project Team. Records must be maintained for the two year qualification period of Submarine Orientation and SUBSAFE Awareness and is subject to audit by the government. Submarine

Orientation and SUBSAFE Awareness performed at Portsmouth Naval Shipyard is accepted at NNSY with the applicable documentation and periodicity.

Unless otherwise specifically approved by NAVSEA, the use of any materials furnished or installed shall be those designated as "permitted" on

Appendix A of 2.2.

Instruments, equipment, fittings, paint, insulation, adhesives, or other items containing material or components that would give off noxious gas, vapors or fumes at its operating temperature or at any temperature below 200 degrees Fahrenheit shall not be installed or applied.

The SUPERVISOR shall be notified of the time and place the

Contractor's training is to be conducted so it can be monitored. Upon completion of training, proof of training must be provided to the SUPERVISOR. Contractor personnel are required to have proof of training on their person while in NNSY.

The Project Orientation Brief will discuss expected actions of all Contractors working onboard ships in the event of a casualty. Additionally, the Contractor will follow direction of the NNSY Project Team in the event of drills or actual emergencies. The Project Orientation Brief is required for each awarded Task Order.

Submit one legible copy, in hard copy or approved transferrable media, of a completed list of personnel that have received the in-brief and training to the SUPERVISOR. List is due prior to commencement of work aboard the

All personnel accessing the submarine from JLG's or gangways must possess a green badge as a minimum requirement. Personnel who are green badged must provide notification to the topside watch, prior to access, as to the location of work. (i.e. TOPSIDE, Forward compartment, etc.) Escorts for green badge personnel are required within Nuclear Work Areas (NWA) on the ship.

Personnel assigned as an escort are limited to escorting two personnel and must remain in constant line of sight. Escorts will have a yellow security badge at a minimum. Should the escort or escorted personnel need to leave the submarine, the whole escorted party will leave the submarine as one. All personnel working exclusively inside of Main Ballast Tanks will need at least a green badge. A RED

BADGE DOES NOT REQUIRE SECRET CLEARANCE. ANYONE ACCESSING THE ENGINE ROOM WILL

REQUIRE A RED BADGE. Engine room security requirements are related to working in or near Naval Nuclear Propulsion Information (NNPI) spaces, and require a red badge for access. Contractor shall adhere to reference 2.4 with regard to the safeguarding of NNPI. Personnel found in unauthorized areas will be turned over to NNSY Security. Contractor supervisors will be required to attend a Project

Orientation Brief to discuss these requirements in detail. The Contractor will be required to ensure all Contractor and SubContractor personnel have received training and understand the security requirements of the work site.

A Work Authorization Form (WAF) is required to authorize the start of work. Contractor personnel preparing WAFs will be briefed by NNSY Code 246 and acknowledge and understanding of the process prior to submitting a TWD/WAF. A

Contractor TWD shall be filled out and presented to NNSY Code 246, who will authorize the work via a serialized WAF. The WAF will remain in the work authorization log, and will be maintained by Ships Force, until the work is complete and the WAF is cleared by the ship. The WAF form is subject to change.

Contact the Project for the latest version of the WAF. No WAF processing is required for preservation when Code 246 authorizes Contractor work on an existing

NNSY WAF.

Service lines running through hatches shall have quick disconnects installed. Accomplish the requirements of 009-07 of 2.1, and the following:

ship, and shall be signed by the Project. The list shall be submitted prior to personnel coming to the work site. Submit updates to the list each time personnel are added and trained.

Submit the original copy of the completed WAF to the SUPERVISOR upon job completion.

Install NNSY identification tags on lines to indicate ship's name, hull number, location, WAF serial number, Contractors name and phone number, and purpose. Tags can be requested from the Work Integration Zone

Manager (WIZM) or Project Temporary Service Manager (PTSM) via the SUPERVISOR.

Contractors and their subcontractors shall comply with 2.6 for verification of all U.S. citizens.

Contractors shall participate in Pre-Project Planning from date of award to start of execution. The representative(s) must be authorized to make management decisions relative to the routine requirements of the Task Order. The representative(s) shall meet with the NNSY Project team on a daily basis (Monday through Friday) and compare programmed NNSY, Ship's Force, AIT, and FMA work with the Contractor schedule. The representative will address factors that may impact milestones and the Task Order completion and provide recommended courses of action to resolve problem areas. All time durations are subject to discussion for slight adjustments during the Pre-Project Planning phase. Laydown drydock and pierside equipment locations will be finalized.

Contractors shall provide a detailed schedule for each step in the production effort identifying as a minimum the following: the installation and removal of equipment, staging and containment's, surface preparations, each coat of paint, and all inspections. The schedule shall provide time durations, number of shifts per day, hours per shift and manning for each step in the schedule, including any Subcontractors. The schedule will identify the integration and sequencing of work.

Contractors shall identify an on-site, dedicated point of contact 24 hours/seven days a week to coordinate and manage the production effort in conjunction with NNSY's work, who shall attend project team meetings as directed by the SUPERVISOR to ensure a coordinated effort in the accomplishment of work.

Project meetings will be held to evaluate the progress of work and to evaluate overall schedule progress.

Contractors shall provide detailed scheduling information and timelines necessary to support integration into the integrated work sequence. When time between award and availability start date permits, a detailed schedule shall be

Surveillances of temporary services will be performed by the WIZM, Code 132 and/or PTSM at least once per week. When services are found that are either not routed properly or not tagged in accordance with the requirements of 2.5, they will be removed after a 24 hour notice has been provided to the owner of that service.

made available to allow the project to identify problem areas/conflicts/overlaps and resolve them prior to availability start.

Contractors shall coordinate schedules and areas affected by work with the SUPERVISOR. Obtain a copy of the ship's operations drills, etc. (prior to start of work), avoiding unnecessary delays during the performance period.

Contractor will participate in all ship's drills (approximately two hours total time). Drills will be coordinated with the SUPERVISOR and will normally require the Contractor to muster outside of the dry-dock with the WIZM or Project

Designated Representative. The Contractor shall plan for 2 ship's drills per quarter during the availability and one Shipyard drill per quarter during the availability.

Contractors shall be responsible for inspection of workspaces prior to manning to ensure spaces are available for work to avoid unnecessary delays in day to day schedule. Any concerns must be immediately relayed to the SUPERVISOR.

NNSY, NAVSEA, and/or Code 130 Group coating representatives will conduct periodic surveillance on Contractor work during the execution of the preservation work.

Submit one legible copy, in hard copy or approved transferrable media, of a report of applicable NAVSEA Forms 9997/1 through 9997/5 to the WIZM via the

SUPERVISOR at least 10 days prior to undocking, providing a record or any changes of ship's configuration, such as major weight alterations, cathodic or anodic protection installation, major hull or shell plate renewals and repairs and underwater hull and tank preservation. The WIZM will deliver a copy of applicable NAVSEA Forms to Norfolk Naval Shipyard Code 253.

Contractor shall obtain a NNSY Code 1122 approved/issued camera pass prior to bringing in Contractor provided video camera, equipment, supplies, and services to accomplish videos that are listed in individual Work Items.

Contract specification conformance surveillances of Work

Items/documents within the Specification Package will be performed by the Naval

Supervisory Authority (NSA) during the period of performance in accordance with

2.4. Both conformance and non-conformance items will be reported to the executing contracting authority for information or resolution. When a non-conformance is identified, a resolution must be complete within the scheduled key event and milestone time frame or period of performance.
