General statement on SUBSAFE: The Submarine Safety (SUBSAFE) program is a certification program implemented by 2.2 to prevent the loss of a submarine and its personnel. This is accomplished by strict work controls, material controls and testing to verify system integrity. Only those Contractors listed in 2.3 are certified to perform SUBSAFE work. Any unauthorized work has the potential to void the certification and cause the loss of the submarine and its personnel.
Accomplish the requirements of 2.4 to control hazardous evolutions and provide for the safety of workers and the ship during industrial evolutions.
This manual requires workers to have a basic knowledge of shipyard work control procedures, be able to recognize and initiate alarms, and be familiar with actions which they should take to evacuate the ship, assist in isolating flooding, fight fires, and report submerged safety draft marks.
All personnel performing work on a submarine must receive special training on the requirements resulting from paragraph 3.1 and 3.2. The
Contractor shall ensure that all personnel (including all subcontractors) assigned to perform any work on a submarine have received this training before work begins. Training will be conducted by the WIZM and those parties deemed necessary by the WIZM.
Submit one legible copy, in hard copy or approved transferrable media, of a report listing personnel trained to the SUPERVISOR. The list is due prior to the commencement of work aboard the vessels. Update the list as required to include new personnel.
A mercury exclusion program is required in accordance with the requirements of 2.5 for all Naval Warships, and there are additional mercury exclusion requirements for submarines promulgated in accordance with 2.6. No
In order to avoid any inadvertent work being performed on SUBSAFE components or systems, verbatim compliance to written instructions is required.
DO NOT perform any work or disturb any system or component without specific written instructions to do so. A copy of these written instructions must be maintained on the work site and be available for review by the SUPERVISOR.
SUBSAFE systems and components are not marked as SUBSAFE and therefore are not easily identified. For this reason SUBSAFE certified personnel will provide an on-site brief and walk-through of the work site with the
Contractor before work begins. This brief will include identification of SUBSAFE components/systems located in the area or which may be affected by the work the
Contractor is performing, and lessons learned from previous problems encountered while performing similar work. Briefs and walk-throughs will be conducted by the
Work Integration Zone Manager (WIZM) and those parties deemed necessary by the
WIZM.

5.3 mercury bearing equipment is to be brought onboard nuclear submarine at any time.
Prohibited items include mercury thermometers, portable fluorescent lights, black lights (sometimes used for non-destructive testing) or any other item that contains mercury that could be accidentally released.
The use of nickel-cadmium fasteners is not permitted on any Naval ship, including submarines.
Any material that will or might come into contact with any steam-wetted surface must be qualified for use on nuclear powered ships in accordance with 2.7 and 2.8.
Use of MIL 110-18M welding electrodes per MIL-E-22200/1 shall be subject to the following:

Specific welding applications utilizing MIL-110-18M welding electrodes shall be in accordance with 2.10.
In addition to the ordering data in MIL-E-22200/1, the Contractor shall invoke the supplemental Quality Control (QC) Inspections of Table 10.1, Note 8 of 2.10, and shall require written certification of same from the welding electrode manufacturer. The requirement for these additional QC Inspections was put forth by 2.9. Certification is required for each heat/lot of MIL 110-18M welding electrode used.
Submit one legible copy, in hard copy or approved transferrable media, of a report listing results of the requirements of 3.8.2 to the SUPERVISOR.
