About this file

This Statement of Work (SOW) details a fire alarm control panel (FACP) replacement project for Building 1950 at Naval Station Everett, Washington. The project involves replacing the existing malfunctioning fire alarm system with a new addressable combined Fire Alarm Control Panel and Mass Notification System (FA/MNS), including all associated devices. The work requires providing a complete, electrically supervised system capable of notifying building occupants through tones, strobes, text messaging, and voice announcements, with a minimum capacity to handle 500 individually identified sensors.

The project has a 500-calendar day performance period and includes several key requirements: installing a voice evacuation system, providing one spare back-up amplifier, implementing semi-flush or surface-mounted manual pull stations, and ensuring the system complies with anti-terrorism criteria. The contractor must coordinate with Naval Facilities Engineering Systems Command (NAVFAC), perform interior construction and repairs, provide firestopping, maintain quality control, and submit various documentation including design drawings, activity hazard analyses, and as-built drawings. The project is specifically scoped to replace the FACP and bring the fire alarm system up to current code without extensively modernizing other building systems.

Furnish all labor, materials, transportation, equipment, tools, supplies, supervision, and management, as well as any incidental items necessary, to perform the scope of work in its entirety.

2.2. Restrictions on Work:

A. Work Hours:

1. Contractor work hours are to be normal daytime hours totaling 40 hours per week within a Monday through Friday timeframe and coordinated with the Government

COR. Work outside of these hours requires approval by the Contracting Officer.

Obtain advance approval from the Contracting Officer for Contractor personnel to remain on site beyond normal working hours. Notify the Contracting Officer at least seven (7) calendar days in advance to obtain approval for access to the jobsite or work outside of normal working hours or on Saturday, Sunday, and

Federal Holidays.

B. Building Access:

1. Access to the building and the work site shall be coordinated with the Contracting

Officer’s Representative assigned to the contract 24 hours in advance.

C. Period of Performance

1. The period of performance is 500 calendar days from the date of award.

2.3. Scope of Work:

A. BACKGROUND

1. This project will replace the Fire Alarm Control Panel (FACP) and all associated devices in Building 1950 at Naval Station Everett. The replacement system shall include an addressable combined FACP and Mass Notification System (MNS).

2. The existing FACP has malfunctioned, is not being used, and is no longer repairable. Temporary linked smoke detectors have been installed throughout the facility to facilitate detection of a fire by the fire watches. These temporary smoke detectors are standalone and not integrated into any fire detection systems.

3. The Harlow Fire Alarm Reporting Systems (FARS) in Building 1950 was recently replaced with a Monaco Enterprises, Inc (Monaco) system using model

BT-XF transceivers. The design included at least 4 spare zones that may be utilized if needed. As-built drawings for the new system are not available at this time since the project is still on going, however design drawings are provided for reference in Document B7.

B. REPLACE FACP

1. This project is limited to the replacement of the FACP and its associated devices, and bringing the fire alarm system up to code. Efforts to modernize mechanical and electrical systems that integrate with the FA/MNS to meet current code and criteria is outside the scope of this project. Details are as follows:

a. Modernization/replacement of elevators is not required, however all FA/MNS components necessary for code compliant elevator control shall be installed and tested. The new FA/MNS system shall be able to interface with future elevator modernizations/replacements without any additional fire alarm scope requirements.

b. The government has Base Operating Services Contract (BOSC) elevator technicians available to verify features/operation of elevators in Building 1950.

To obtain elevator technician support, the contractor will need to coordinate with the Contracting Officer Representative, who will in turn coordinate with the elevator technicians. Elevator technician costs are a government expenditure and not included in the cost of this project.

c. Existing spare FARS zones may be utilized if needed, however the additional cost and complexity of adding zone capacity is not desired. Additional expansion modules may be provided to add zones if there is a unique need for the facility. For bidding purposes, assume no additional equipment is needed.

d. Upgrading the facility with sound dampening materials, soundproofing systems, or other means to improve MNS intelligibility is not required.

e. New FA/MNS power circuits may be supplied from existing panelboard X1 provided available capacity is not exceeded. Providing new, dedicated distribution leg(s) for fire protection components is not required.

f. Re-configuring panelboard X1 such that all fire protection circuits are in physically adjacent poles is also not required, however new fire protection circuits installed by this project shall be located in physically adjacent poles.

2. The FA/MNS system and associated devices shall include the following:

a. The system shall not require the use of manufacturer specific technicians to repair and maintain the system. There shall be at least three different companies within 50 miles of NSE certified to repair and maintain the system.

b. New conduit in finished areas shall be concealed except (1) in areas with grout filled CMU walls such as the pool area, (2) locations in finished areas that already use surface mount conduit such as the fire shutter area in the 2nd floor weight room, or (3) areas outside of normal sight lines such as above the piping near the ceiling in the stairway to the second floor weight room. In such excepted areas, minimize the amount of exposed conduit and/or adverse effect to the aesthetic.

c. Existing wiring that meets code may be reused if in good condition. Splicing new wiring to existing wiring is not authorized. For bidding purposes, assume all existing wiring is in good condition.

d. Existing conduit that meets code may be reused if in good condition. For bidding purposes, assume all existing conduit is in good condition.

e. Demolish and dispose of existing wiring not being reused and equipment, except for approximately 5 smoke detectors, 5 heat detectors, and 5 pull stations. Turn these devices over to the Contracting Officer Representative for use as spares.

f. Equipment and capability to connect to the existing Giant Voice base-wide mass notification system shall be provided, however establishing the communication link between the two systems will not be accomplished in this project.

g. Provide a digital output from the FA/MNS panel to a DDC input. The FA/MNS output will communicate to the DDC that a fire alarm is active. Programming of the DDC system will be performed by the government at a later time separate from this project.

h. MNS text signs may be either scrolling type or static announcement/evacuate type.

i. Provide remote test key switches for duct smoke detectors that do not meet

NFPA standards for ready accessibility.

j. The two fire sprinkler control valves in the Natatorium mechanical room do not have existing tamper switches. Provide tamper switches that are monitored by the new FA/MNS system.

k. The existing Post Indicator Valve outside the Natatorium does not have a tamper switch installed but is locked. This is acceptable; adding a tamper switch is not required.

l. Replace existing and provide additional duct smoke detectors where required by code and UFCs.

3. Temporary smoke detectors installed in the facility (see para 2.3.A.2) shall be removed once the replacement FA/MNS is operational. The removed temporary smoke detectors shall be disposed of by the contractor.

4. The existing government fire watches will continue to provide fire watch services for this project. Contractor provided fire watches are not required.

5. Changes to zone configuration shall be updated at the central receiving station equipment and at the Regional Dispatch Center (RDC) to ensure system functionality and verification of signals transmitted during commissioning and testing. Provide new zone information to the Contracting Officer Representative.

The government will then re-program the central receiving station equipment in

Building 2114 and will coordinate with the RDC to ensure the existing AMAS and CAD systems are updated. Any programming necessary for the Monaco equipment in Building 1950 shall be performed by the contractor.

6. Protect government property located within and adjacent to the construction work site from damage.

C. ANTI-TERRORISM CRITERIA

1. Design the replacement FA/MNS system to comply with UFC 4-010-01, DoD

Minimum Antiterrorism Standards for Buildings.

D. INTERIOR CONSTRUCTION

1. Provide interior partition repair work where existing equipment is removed, or where new equipment is installed. Minimize disturbances to existing walls, ceilings, and floors as much as practical.

2. When existing devices are removed or relocated from brick walls, perform the following:

a) Patch small holes and color match to existing bricks or mortar to blend in with surroundings.

b) For large holes, such as recessed device boxes, cover with a cover plate.

3. When existing devices are removed or relocated from gypsum wall board, remove the device and patch/paint. Cover plates shall not be used.

4. When existing devices are removed or relocated from wall paneling, cover plates may be used.

5. When removing bricks for work such as concealing conduit, reuse existing bricks to restore the wall and color match existing mortar to blend in. If existing brick is damaged, obtain government approval for new matching brick. Exhaust all other options for concealing conduit, such as dropping in from the ceiling, before removing bricks.

6. The racquetball courts’ and multi-purpose rooms’ walls use plastic laminate paneling and shall not be patched/painted. Use the attic space above to route conduit behind the walls if necessary.
