About this file

This document contains questions and responses related to a solicitation for the Manchester Tank Farm Improvements project. The solicitation requires design, construction, labor, materials and equipment to build new aboveground storage tanks and associated secondary containment systems at the Manchester Fuel Depot in Manchester, Washington for the Department of the Navy Naval Facilities Engineering Command. Key details include extending the proposal due date to January 4, 2021 due to project complexity, providing drawing packages without electronic signatures, and clarifying that relevant experience from exclusive subcontractors would be considered if accompanied by a signed partnership agreement.

Government Response:

Request consider revising the requirements below:

1) BASIS OF AWARD AND EVALUATION

FACTOR (1) Experience: limits scope to individual tank storage volume (capacity) of 50,000 barrels of fuel storage. Note there have been very few bulk fuels projects constructed for the military over the past 10 years requiring 50,000 barrel fuel storage tanks. In order to allow greater competition, we request the fuel storage tank criteria be reduced to 30,000 barrel individual tank storage volume. (Pg 13 of RFP- Scope)

2) BASIS OF AWARD AND EVALUATION

FACTOR (1) Experience, requires a minimum of two (2) projects to be submitted that have been completed within the past 10 years. Note, there have been very few bulk fuels projects constructed for the military over the past 10 years requiring 50,000 barrel fuel storage tanks. In order to allow greater competition we request that the time period be increased from 10 years to 15 years, or at a minimum 11 years. (Pg 13 of RFP – Complexity)

001 Section 00100 – Page 13, Factor 1; Experience, Scope:

1) The fuel tank storage criteria shall not be amended.

Section 00100 – Page 13, Factor 1; Experience, Complexity:

2) The wording in the RFP for Factor 1 - Experience does not limit Offerors from submitting non-military experience. The The time period for substantial completion of relevant projects shall not be amended.

Section 00100 – Page 14, Factor 2 – Safety, Basis for Evaluation, 2. TCR Rates. The minimum acceptable requirements are given as a DART Rate at or below

2.99 and a TCR Rate at or below 4.49. The Offeror is to submit the individual DART and TCR rates for the last 5 years for evaluation.

Question: Is the Offeror required to be at or below the minimum rates listed above for each of the last five years to be deemed acceptable in the Safety Factor? If an offer had one year of the last five where their TCR Rate was above 4.49 would that make them ineligible for award? Would suggest that there be some flexibility in this area with regard to a single elevated reading in these two categories and require that the elevated reading be explained in their "Technical Approach to Safety" narrative.

003 The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. To meet the minimum safety requirements, the offeror must demonstration DART and TCR rate at or below the rates specified in the solicitation. The Government will review as necessary the offerors technical approach and other data cited in the solicitation in determining '"Acceptable or Unacceptable" ratings.

The contract requirements include all design, repair, labor, material, equipment, supervision and associated soste to construct new Aboveground Storage Tanks (ASST). Is this project a Design/Build or Design/Bid/Build?

004 See Specification Section 33 56 21.17, and drawings

#MF501 – #MF512.

Although this project is DBB, there are aspects of the project that are performance specified. The AST’s must be designed per DOD Standard Design AW 078- 24-27 and API 650 requiring the Manufacturer and Erector to submit design documents for Government review and approval

In RFP Section B. Evaluation Factors for Award, Factor 1 Experience, Page 13 of 72, the Government is severely limiting competition by having the prime contractor meet all 5 criteria. Would the Government accept experience from an exclusive subcontractor with a letter of commitment, to meet one of the criteria?

005 Yes if the exclusive subcontractor submits a signed copy of the partnership agreement with the prime as described in the "JV, partnership, mentor/protégé" portion of the Factor 1 instructions.

RFP section not applicable. How can we obtain the project Specifications and Plans/Diagrams?

Presently they are not posted on Beta.SAM

006 Project plans upon request can be downloaded through DoD SAFE. See amendment 0001.

It was evident from the information provided during the 11-16-2020 site visit that the Manchester Tank Farm Improvement Project is more complex and requires more time than originally expected. This coupled with the new COIVD restrictions necessitates a new proposal due date of January 15, 2021. The additional time will yield a more accurate and comprehensive technical and price proposal.

016 The proposal due date is extended to Jan. 4, 2021;

2:00 pm.See amendment 0003.

The information that has been provided to date does not include a "Schedule of Prices" and/or "Change Order Markup Rates" attachment(s)/template(s). In the absence of this information, it is unclear how pricing information is to be provided within the Price Proposal.

018 The Schedule of Prices is on page 3 of the SF1442.

"Change Order Markup Rates" are not part of the evaluated price criteria under this solicitation.

Drawings provided include electronic signatures and are protected which makes them difficult to work with. Can a copy of the plans both Volume 1 and Volume 2 be provided with protection and digital signatures removed?

VOL1 & VOL2 drawing packages without electronic signatures are available.
