INTRODUCTION

This data report presents the chemical analytical results for soil samples collected during GeoEngineers, Inc.’s (GeoEngineers’) geotechnical site investigation for the P-856 Manchester Tank Farm Improvements project at Fleet Logistics Center Puget Sound (FLCPS), in Manchester, Washington. The project site is shown relative to surrounding physical features on the Vicinity Map, Figure 1, and the Site Plan, Figure 2.

GeoEngineers’ services were completed in general accordance with the professional services agreement, between Burns & McDonnell Engineering Company, Inc and GeoEngineers for contract N44255-18-D-2000, Task Order N4425518F4257 dated, July 10, 2018. GeoEngineers’ specific scope of services included:

■ Completing a subsurface investigation, including 16 borings and six test pits;

■ Completing two fault trenches;

■ Completing environmental field screening and chemical testing of samples obtained from the test pits, borings, and fault trenches (presented in this report); and

■ Preparing this report.

This chemical analytical data report presents the field screening and chemical testing results for the samples obtained from the borings, test pits and fault trenches. Please see GeoEngineers’ Geotechnical Engineering Report dated July 24, 2019 for geotechnical recommendations.

SOIL SAMPLING AND SOIL CHEMICAL ANALYTICAL RESULTS

General

The subsurface conditions at the site have been evaluated by GeoEngineers by completing a subsurface exploration program from September 12, 2018 to October 10, 2018 that included six test pits, 16 geotechnical soil borings, and two fault trenches. Field screening during the explorations consisted of visual examination, water sheen testing, and photo-ionization detector (headspace vapor) methods. The test pit, geotechnical soil boring, and fault trench locations were surveyed by AHBL, Inc. The locations of the test pits, geotechnical soil borings, and fault trenches are shown on Figures 2, Site Plan. Exploration field procedures (including exploration logs and field screening methods) are described in Appendix A.

Soil and Water Sampling

Soil samples were obtained during completion of each of the test pits, borings, and fault trenches. Selected soil samples from the test pits, borings and fault trenches were submitted to Onsite Environmental Inc. in Redmond, Washington for chemical analysis. The samples collected were analyzed for the following:

■ Northwest Total Petroleum Hydrocarbon (NWTPH)-Hydrocarbon Identification (HCID); and

■ Total lead by United States Environmental Protection Agency (EPA) Method 6010D.

Sample Analytical Results

The chemical analytical results for the samples collected during our site investigation are included in Appendix B, Chemical Analytical Data.

December 4, 2020 | Page 2

Based on chemical analytical results, the following analytes were detected above the laboratory reporting limits in one or more of the samples analyzed:

■ Lude Oil range TPH (detected in the NWTPH-HCID soil analysis in one sample but not in the subsequent NWTPH-Dx analysis); and

■ Total lead.

The soil analytical results were compared to the applicable Washington State Department of Ecology (Ecology) Model Toxics Control Act (MTCA) cleanup levels. None of the detected concentrations are greater than the MTCA cleanup levels.

APPENDIX A

EXPLORATION LOGS

Subsurface conditions were explored at the site by completing six test pits (TP-1 through TP-6), 16 geotechnical borings (B-1 through B-16), and two fault trenches (T2A/T2B and T1A). The test pits were completed to a depth of approximately 10 feet below existing site grades by Rivers Edge Environmental Services through subcontract with GeoEngineers, Inc. (GeoEngineers). The fault trenches were completed to depths of up to 20 feet below existing site grades by Rivers Edge Environmental Services. The borings were completed to depths of approximately 31 to 31.5 feet below existing site grades. The borings were completed by Advance Drill Technologies, LLC subcontracted to GeoEngineers on October 1 through October 4, 2018.

The locations and elevations of the explorations were surveyed by AHBL Inc. The exploration locations are shown on the Site Plan, Figure 2.

Test Pits

Test pits (TP-1 through TP-6) were completed on September 12 and 19, 2018 at the locations shown on the Site Plan, Figure 2. The test pits were excavated to a depth of 10 feet below existing site grades. The test pits were completed using a Takeuchi TB235 mini-track excavator owned and operated by Rivers Edge Environmental Services.

The test pits were continuously monitored by a geotechnical engineer from our firm who examined and classified the soil encountered, obtained a representative soil sample and prepared a detailed log of each test pit. The soils encountered in the test pits were generally sampled at 2-foot vertical intervals to a depth of approximately 10 feet below existing grades. Disturbed samples of representative soil types were obtained from the excavator bucket at representative depths.

Borings

The borings were completed using a track-mounted, continuous-flight, hollow-stem auger drilling equipment. The borings were continuously monitoring by a geotechnical engineer from our firm who examined and classified the soil encountered, obtained representative soil samples, observed groundwater conditions and prepared a detailed log of each exploration.

The soils encountered in the borings were generally sampled at 5-foot vertical intervals to a depth of approximately 30 feet with a 2-inch outside-diameter split-barrel standard penetration test (SPT) sampler in general accordance with ASTM D1586. Samples were also collected by 3.5-inch outside diameter, thick wall, split-barrel sampler at selected locations to enhance sample recovery. The disturbed samples were obtained by driving the sampler 18 inches into the soil with a 140-pound auto-hammer free-falling 30 inches. The number of blows required for each increment of 6 inches of penetration was recorded. The blow count (“N-value”) of the soil was calculated as the number of blows required for the final 12 inches of penetration. This resistance, or N-value, provides a measure of the relative density of granular soils and the relative consistency of cohesive soils. Where very dense soil conditions precluded driving the full 18 inches, the penetration resistance for the partial penetration was entered on the logs. The blow counts are shown on the boring logs at the respective sample depths.

December 4, 2020 | Page A-2

Sample Classification

Soils encountered in the explorations were visually classified in general accordance with the classification system described in Figure A-1. A key to the exploration log symbols is presented in Figure A-1. The logs of the borings are presented in Figures A-2 through A-17. The logs of the test pits are presented in Figures A-18 through A-23. The boring and test pit logs are based on our interpretation of the field and laboratory data and indicate the various types of soils and groundwater conditions encountered. The logs also indicate the depths at which these soils or their characteristics change, although the change may actually be gradual.

If the change occurred between samples, it was interpreted. The densities noted on the boring logs are based on the blow count data obtained in the borings and judgment based on the conditions encountered.

Observations of groundwater conditions were made during drilling. The groundwater conditions encountered during drilling are presented on the boring logs. Groundwater conditions observed during drilling represent a short-term condition and may or may not be representative of the long-term groundwater conditions at the site. Groundwater conditions observed during drilling should be considered approximate.

Field Screening of Soil Samples

Soil samples obtained from the borings, test pits, and fault trenches were screened in the field for evidence of contamination using: (1) visual examination; (2) sheen screening; and/or (3) or photo-ionization detector (PID). The results of headspace and sheen screening are included in the boring and test pit logs.

Visual screening consists of inspecting the soil for stains indicative of petroleum-related contamination.

Visual screening is generally more effective when contamination is related to heavy petroleum hydrocarbons, such as motor oil or hydraulic oil, or when hydrocarbon concentrations are high. Sheen screening and headspace vapor screening are more sensitive methods that have been effective in detecting contamination at concentrations less than regulatory cleanup guidelines. Sheen screening involves placing soil in a pan of water and observing the water surface for signs of sheen. Sheen classifications are as follows:

No Sheen (NS) No visible sheen on water surface.

Slight Sheen (SS) Light, colorless, dull sheen; spread is irregular, not rapid; sheen dissipates rapidly.

Moderate Sheen (MS) Light to heavy sheen, may have some color/iridescence; spread is irregular to flowing; few remaining areas of no sheen on water surface.

Heavy Sheen (HS) Heavy sheen with color/iridescence; spread is rapid; entire water surface may be covered with sheen.

Headspace vapor screening involves placing a soil sample in a plastic sample bag. Air is captured in the bag and the bag is shaken to expose the soil to the air trapped in the bag. The probe of a PID is inserted in the bag and the instrument measures the concentration of combustible vapor in the air removed from the sample headspace. The PID measures concentrations in parts per million (ppm) and is calibrated to isobutylene. The PID is designed to quantify combustible gas and organic vapor concentrations up to 2,500 ppm. A lower threshold of significance of 10 ppm was used in this application. Field screening results are site-specific and vary with soil type, soil moisture content, temperature and type of contaminant.
