About this file

This document contains questions and responses related to a solicitation for construction services at the Manchester Tank Farm located at Fleet Logistics Center Puget Sound in Manchester, Washington. The solicitation seeks a contractor to perform work including construction of new aboveground storage tanks within a secondary containment system, demolition of existing underground storage tanks, site work, security upgrades, and other associated improvements. Responses provide clarification on project requirements and specifications, including confirmation that vertical notches are not required on anchor chairs, applicable standards for anchor chair design, and clarification that hazardous materials training is not required as this is a construction project rather than a remediation. Information is also provided on permits, restricted areas, and responsibilities for locating and protecting utilities.

PPI Gov’t Tracking

Government Response

Factor 1 Experience Instructions:

Submit a minimum of two (2) and a maximum of five (5) construction projects for the Offeror that best demonstrates its experience on relevant projects that are similar in size, scope, and complexity to the RFP. The Government will only review five (5) construction projects. Any projects submitted in excess of the five (5) will not be considered. Every project shall meet at least one scope element, and the corresponding minimum size (i.e. tank capacity). Failure to meet all of the stated criteria will result in in an unacceptable rating.

Question:

Does each project submitted have to meet at least one scope element AND also have to meet applicable tank requirements (50,000 barrels of fuel storage for construction scope and 35,000 barrels for demolition scope) regardless if the scope item being submitted is one of the non-tank scope items listed?

130 Yes. Factor 1 is unchanged. Each project submitted shall meet at least one scope element, and the corresponding minimum size (i.e. tank capacity).

Heightened COVID-19 restrictions coupled with the upcoming holiday schedule necessitates a revised proposal due date (response date) of January 21, 2021.

131 The proposal due date remains unchanged.

Drawing C-104

On Drawing C-104, Note #3, it states:

“Government will determine the price of the tree to be removed using the current state of Washington Stumpage Tables. The contractor shall purchase the tree from the government at the stated value.” Could you please provide us the value of the trees that we are to purchase from the government for this project?

132 Reference Drawing C-104. Upon Contractor being selected and is ready to begin, the NAVFAC NW Forester shall be contacted to complete the appraisal and will provide the actual cost and payment instructions for the Contractor. Reference Attached document "Merchantable Timber P856 Phase 1 Tank Farm Contract Requirements."

Drawing S101

Per Drawing S101, Note 6, all wall surfaces under the liner shall be smooth and shall not have projections over 1/8-inch. Does this pertain to the ringwalls, pipe supports, vertical dike walls, and sloped dike surface? This will add a significant amount of money to the estimate, so we want to confirm this requirement is necessary.

133 Reference Drawing S-104. Note 6 applies to concrete surfaces only in the vicinity of the liner anchorage system (along the ringwall, dike walls, pipe supports and dike berms). A relatively smooth surface will be required to ensure effective seal along the liner anchorage. Except at form joints, formed surfaces will typically meet this requirement without additional work.

We cannot find the specification for the camera system. Will a specification be provided?

134 The current make/model of cameras being used are Panasonic WV-X6531N PTZ with high definition IP pan-tilt-zoom (PTZ) color. Exterior cameras are mounted in explosion proof housings. All cameras shall have motion detection/infrared capability, 1080p HD resolution, and low light performance.

The Contractor shall install all exterior cameras in protective housings. The exterior cameras will be contained in all-weather vandal proof housings.

The camera network’s method of transport shall be via standard fiber optic Transmission Control Protocol/Internet Protocol (TCP/IP) networking and cables. All cameras will transmit via fiber cable imagery in a sequence of motion JPEG images (M- JPEG), MPEG 2, MPEG 4 CIF-4, or H.264 format.

No camera will transmit imagery via wireless components.

Section 889 of the National Defense Authorization Act for Fiscal Year 2019 prohibits Federal agencies from purchasing video surveillance equipment (VSE) either: a) produced by certain "Covered" manufacturers or their subsidiaries or affiliates, or

b) containing substantial or essential components produced by those manufacturers, or their subsidiaries or affiliates.

Section 889 of the 2019 NDAA applies to the following five companies and their subsidiaries and affiliates

1) Huawei Technologies Company,

2) ZTE Corporation,

3) Hytera Communications Corporation,

4) Hangzhou Hikvision Digital Technology Company, or

5) Dahua Technology Company.

Drawing EI603

Drawing EI603, Note 5.1, Detail B1 requires compatibility with the existing camera system. Please provide the manufacturer’s name and model on the existing camera system.

135 Reference Drawing EI603. See PPI Response to #045 above.

Drawing CU-106, Note 2

Note 2 on Drawing CU-106 directs the contractor to relocate an existing 2-inch natural gas line.

Please clarify if the contractor is allowed to self-perform this work.

If not, please provide the name and point of contact for the natural gas provider that owns this line.

136 Reference Drawing CU106. There is no private utility company support being provided by the Navy for this contract. The natural gas piping system is a base asset, not a commercial utility. Point of connection to utility is at the Alternate Base Gate in the laydown area (near Bldg. 155 - see VF102). Contractor is expected to self-perform this activity and provide all services required to execute the design. Contractor is responsible for proper locate and digging practices to prevent damage to navy infrastructure. Follow SECTION 31 11 00 for encountered utilities.

Proprietary Products

Please identify which items are required from a proprietary manufacturer or specific model on this project. If there are any, please provide the Justification and Approval documentation for this and identify three viable manufacturers for each of the identified proprietary items for the contractors to contact to receive competitive quotations.

137 Reference Specification Section 33 52 40. Electrical actuators shall be Limitorque MX Series and Master Stations shall be Limitorque Master Station III.

Notwithstanding any other provisions of this contract, no other product will be acceptable.

Section 015000

Regarding Section 015000, Page 7, Paragraph 3.5 Contractor Temporary Facilities, 2.3 Fencing, confirm that fencing around the construction area is limited to the open excavation and tunnel access.

Is NAVFAC expecting the entire 12 acres of property impacted by this construction site to be fenced?

138 Reference Specification Section 01 50 00. This is correct. Temporary fencing is only needed for safety reasons and is not required around the entire project site.

Section 015000, Page 7, Paragraph 3.5, Contractor Temporary Facilities 3.5.3 Storage Area

There is a very limited contractor laydown area on this site considering the volume of equipment necessary to perform the scope. It is not feasible for the contractor to park equipment inside the fenced storage area each night.

Will this requirement be removed from the contract? Please confirm.

139 Reference Specification Section 01 50 00. This is correct. Equipment will not be required to be moved to the storage area every night. Equipment may be left within the construction limits as long as it does not restrict continuing FLCPS Manchester Operations.

Section 015000, Page 7, Paragraph

3.5 Contractor Temporary

Facilities, 3.5.4 Supplemental Storage Area

Is this limited to a single location, or is there a possibility that multiple supplemental storage areas can be provided?

140 Reference Specification Section 01 50 00.

Supplemental storage areas may be used with Government approval.

Drawing GI005

On Drawing GI005, Access, Staging, and Safety, Note 10 states:

“Security Gate shall be staffed at all times during working hours and shall be locked during non-working hours.” The project site is in a secured area and requires us to access the site through the Primary Contractor Access Gate shown on GI020; we are assuming this gate has government security on it.

There are no additional security gates beyond the Primary Access Gate other than the ones shown on Drawing C-108. We see no need to provide additional security on the construction site because of this.

Please confirm that the contractor is required to provide full-time security staffing while work is performed at the site.

141 Reference Drawing GI005. Confirmed. The project site is already in a secured area, requiring Contractors to access the site through the Access Gate shown on GI020; There is no need to provide additional security on the construction site because of this.

Section 01 50 00

Section 01 50 00, Page 9, 3.6

GOVERNMENT FIELD OFFICE,

Paragraph 3.6.1 identifies the Resident Engineer's Office location.

As an alternative, in lieu of the government occupying Building 85, we offer to have the contractor provide the government facilities in a trailer at another location within the project site. This is due to the existing Building 85 being in the center of this construction site, which would be an obstacle for the contractor to work around and create the risk that the government will experience utility and/or access interruptions during the contract.

Would it be acceptable for the contract to be changed for the contractor to provide a trailer outside the work area for government office?

142 Reference Specification Section 01 50 00. Contractors may provide alternate Resident Engineer Field Office locations (i.e. trailer) with equivalent occupancy, utilities, communications, and necessary support equipment & furnishings.

Drawing S-511

Drawing S-511 shows anchor chairs without vertical notches. Are vertical notches at interior top and bottom of chairs required?

143 Reference Drawing S-511. Notch in question is shown on Detail C2/S-513. Note that the detail provided was meant to convey the general configuration of an anchor chair. Actual detail/dimensions shall be based on the design by the tank manufacturer. Anchor chair design shall be in accordance with applicable standards (API 650, AISC, etc.).

Drawing GI005

Drawing GI005 notes: “Any damage to roads and pavements-to-remail due to construction equipment or traffic shall be repaired to restore the roads and pavements to their original condition to the satisfaction of the contracting office.” Unless told otherwise we are going to assume the existing roads are designed to carry truck traffic loads and that if we are in compliance with roadway load restrictions then any damage to roadway surfaces would be considered a change to the contract.

144 Reference Drawing GI005. Existing roads are designed to carry truck traffic loads. Regardless, despite Contractor being in compliance with roadway load restrictions, it is expected that any damage to roads and pavements due to construction equipment or traffic shall be repaired to restore the roads and pavements to their original condition to the satisfaction of the contracting office.

Drawings ES-107 & EI-603

To ensure compatibility of new equipment being provided, can the manufacturer’s name and model numbers be provided for the existing cameras and control panels at Server Room Building 217 (ES-

107, B1/EI-603)?

145 Reference Drawings ES107 and EI603. See PPI Response to #045 above.

Fuel Pier Use

Please confirm the availability or any restrictions regarding contractor use of the Fuel Pier for delivery of materials to jobsite and please confirm the deck capacity contractors should assume. Please provide photos so contractors can understand the surface condition of the pier.

146 The only accepted use of the pier will be for commercial delivery/issue of water in support of the hydrostatic testing of the new tanks. The pier will be an operational fuel pier during the entirety of the construction contract and not have capacity for other uses associated with this project.

Small Boat/Vessel Dock Use

Please confirm the availability or any restrictions regarding contractor use of the Fuel Pier for delivery of materials to jobsite and please confirm the deck capacity contractors should assume. Please provide photos so contractors can understand the surface condition of the pier.

147 The only accepted use of the pier will be for commercial delivery/issue of water in support of the hydrostatic testing of the new tanks. The pier will be an operational fuel pier during the entirety of the construction contract and not have capacity for other uses associated with this project.

Utility Company

Does the Manchester base employ a private utility company to perform work at the site? Is there any component of the work on this contract that will be performed by the base private utility company? Is the awarded contractor expected to compensate the private utility company for any work on this contract? What value should be carried in the estimate by the contractors as payment for the private utility work? If none is provided, we expect for bidding purposes the Navy will cover payment directly to the private utility company.

148 There is no private utility company support being provided by the Navy for this contract. Natural gas piping system is a base asset, not a commercial utility.

Point of connection to utility is at the Alternate Base Gate in the laydown area (near Bldg. 155 - see VF102).

Power poles on base within the design of the MILCON are base assets. Point of connection to utility is at Pole A (Near the new OWS - see ED103). Some pole-mounted utilities (See Details B3 and A3 on EI603) will need to be coordinated (with base utilities and outage coordination). Contractor is expected to self-perform these activities and provide all services required to execute the design. Contractor is responsible for proper locate and digging practices to prevent damage to navy infrastructure. Follow Section 31 11 00 for encountered utilities.

Section 02 61 13, Excavation and Handling of Contaminated Material

Section 02 61 13, Excavation and Handling of Contaminated Material, Paragraph 1.5, Regulatory Requirements, Paragraph 1.5.1 Permits and Licenses states:

“Obtain required Federal, State, and local permits for excavation and storage of contaminated material.

Permits shall be obtained at no additional cost to the Government.”

What permits has the government obtained for this project? We are concerned, on an already tight contraction schedule, about any added critical path to the contract duration to process any permits.

More importantly, what permit(s) remain for the contractor(s) to obtain for the contaminated soil excavation/handling on this project?

149 Reference Specification Section 02 61 13. The Contractor shall obtain all required Federal, State, and local permits for excavation and storage of contaminated material. Permits shall be obtained at no additional cost to the Government. Refer to rules of issuing actity, state, or jurisdiction. There are currently no submitted permits specific to this project. FLCPS Manchester Dig permit is attached (local review). This is part of FLCPS land use controls and will need to be tracked. Similarly, the Base environmental guide is attached which outlines some of that process for using the excavation permit as well as other general information. Permit is not required for removal of the potentially contaminated soils. (Note that no contaminated soils were found in the site investigation.)

Section 02 65 00, Underground Storage Tank Removal

Section 02 65 00, Underground Storage Tank Removal, Paragraph

1.3 System Description states:

”Subsurface conditions are represented in the Geotechnical and Environmental Soils Report by Burns and McDonnell Engineering Company, 2018,” which appears to be different than the Geotechnical Engineering report included as an attachment to these bid documents, dated July 24, 2019. Will the 2018 environmental report be shared with the contractors?

150 Reference Specification Section 02 65 00. Refer to the attached Chemical Analytical Data Report to supplement the Geotechnical Engineering Report

Section 02 65 00, Underground Storage Tank Removal

Section 02 65 00, Underground Storage Tank Removal, Paragraph

1.5.5 Permits and Licenses. What

permits has the government obtained for this project? Has the Washington Department of Ecology (WDOE) been contacted to request a list of additional permits that are necessary for the contractor to provide? We are concerned, on an already tight contraction schedule, about any added critical path to the contract duration to process any permits. More importantly, what permit(s) remain for the contractor(s) to obtain for the contaminated soil excavation/handling and UST removal on this project?

151 Reference Specification Section 02 65 00. - Contractor to comply with Washington State UST regulations (WAC 173-360A) as indicated in the RFP to include all necessary notifications and submittals to Washington State Department of Ecology. There are currently no submitted permits specific to this project. See PPI Government Tacking #149 for additional information.

Section 02 65 00, Underground Storage Tank Removal

Section 02 65 00, Underground Storage Tank Removal, Paragraph

1.3 System Description states: “The

Site is not a hazardous waste site, but due to the nature of the materials and hazards present, use specified procedures until closure activities are complete.” Are construction workers required to have hazardous material training and certification to perform the soil excavation or any other activity on this contract?

152 Reference Specification Section 02 65 00. No Hazardous Materials training or certification is required to excavate at FLCPS Manchester. Since this is a construction project - not a remediation, OSHA construction regulations apply.

Section 011100

Section 011100, Summary of Work

1.1.1. Project Description, in the

last paragraph of Page 2 identifies the pipe size as 28-inch fill and an 18-inch suction for each type of fuel. Should this sentence read 18-inch for both sizes?

081 Reference Specification Section 01 11 00. That is correct. Per the contract documents both, the aboveground suction and fill piping to each tank is 18-inch. The sentence in referenced specification section is incorrect.
