Specification 32-12-13 thru 32-12-16.

With the Material Transfer Vehicle being required in the specifications (32-12-16 - 3.6.1 transporting); Are the Tunnels noted in CS105, CS106 & CS107 (Tunnel C, Tunnel B & Pipe Trench’s 1 & 2) able to handle the weight of the loaded MTV (MTV= 75,000+ lbs.) + (HMA @ 25-30 tons)? During compaction of asphalt are vibratory rollers allowed or will pneumatic rollers be required with modified compaction specification?

205 Reference Specification Sections 32-12-13 thru 32-12-16. Existing Tunnels B, C, and D are buried 10' -20' deep, and the construction traffic anticipated for this work is not a concern from a traffic load stand point. New Pipe Trenches 1 & 2 were designed for HS20 loading.

In general what are the load limit restrictions on existing site tunnels noted in CS105 thru CS107?

206 Reference Drawings CS105 thru CS107.

Existing Tunnels B, C, and D are buried 10' -20' deep, and the construction traffic anticipated for this work is not a concern from a traffic load stand point.

Please provide the following clarification between ASTM vs job specification for asphalt test samples per ASTM specification 3.2.2.1 PMLC specimens and

3.10.1 (Sublot Sampling); Specifically, can the acceptance samples, that have not cooled substantially, be placed in an oven to equilibrate to the compaction temperature before molding?

207 If understood correctly - samples may be placed in an oven to maintain adequate temperatures as long as the temperature of the asphalt sample has not cooled below the minimum placement temperature specified.

If the material has cooled below specified placement temperatures, the material cannot be used and shall not be re-heated back up to the minimum placement temperature.

Specification 33 52 23.15 POL Service piping: 3.1 Says the root pass on stainless steel, aluminum, and carbon steel pipe must be made by the GTAW process. Field welds would be GTAW root pass but Contractor would like the option of using a GMAW root pass on Carbon steel piping during shop fabrication. Is this acceptable?

Reference Specification Section 33 52

23.15. Contractor welding procedures, specifications, and welding qualification records will be reviewed as a contract submittal for the project. Approval for alternate procedures cannot be provided without that documentation.

Are there any time limitations and/or schedule parameters around the pumphouse being out of service for the performance of the piping and tie-in work?

209 Reference Drawing MD401, Demolition Phasing Notes - Tunnel C JP-5 Piping Note 4, and -Demolition Phasing Notes Tunnel D F-76 Piping Note 7; Tie-ins shall be one pipeline per product at a time. Pipelines will be in active use during MILCON, and tie-in shall take place to minimize downtime. Plan to reactivate pipeline immediately after tie-in prior to proceeding to other pipelines.

What does the Navy’s decon and isolation process look like in preparation for tie-in hot work in the pumphouse? Steam out lines? Argon or Nitrogen blanket?

210 Reference Drawing MD400, Notes 5 and 6.

Navy will provide LOTO of active system piping and draining of fuel within the pipeline to the extent practical. Contractor is responsible to provide all other actions required to perform work safely.

Contractor is trying to understand the level of effort required for filling the POL lines with fuel for hydrotesting purposes, assuming the existing pumphouse pumps would operate at some reduced flow rate. Can you provide any guidance as to the fill time frames perhaps based on prior fuel transfer operations?

211 Reference Specification Section 33 08 55.

Current pump house does not have VFD pumps. Pumps are run on bypass loop piping and throttled. Fuel will be provided from existing tanks/piping to contractor.

The Contract is silent as to Access to the Site and the Work, aside from security entry requirements. Please confirm that, aside from security entry requirements, the Owner shall provide uninterrupted access to the Project site and the work or explain what is intended and identify any known limitations.

212 Reference Specification Section 01 14 00.

Access to government controlled spaces such as the interior of existing facilities (pump house, tunnels, operations building, etc.) will be limited to normal working hours.

The Contract Documents do not appear to include Utility Conflicts. Please confirm that the Plans properly reflect all known existing subsurface utilities or infrastructure (whether in the ground or in adjacent waters), or specifically identify what inaccuracies exist with specific utilities.

213 All known existing subsurface utilities are shown in the existing conditions plans (VF100-VF113). All known existing utilities to be demolished and/or relocated are shown in the demolition plans and utility plans. (CD100-CD109 and CU100-

CU109).

The Contract Documents appear unclear on the relocation of any utility conflicts, if encountered.

Please identify any necessary but incomplete utility relocations, if any, within the project limits with the date for completion and a contact for coordination;

and, please confirm that the Parties shall negotiate an equitable adjustment for any cost or time impacts resulting from undisclosed utilities, if encountered, or explain what is intended.

214 All known existing subsurface utilities are shown in the existing conditions plans (VF100-VF113). All known existing utilities to be demolished and/or relocated are shown in the demolition plans and utility plans. (CD100-CD109 and CU100- CU109). Relocations for electrical and fire protection specifically shall be coordinated with the Government.

The Drainage Structure Schedule on drawing CG501 calls out structures SDDI10 through SDDI14 as Type 1L WSDOT basins as detailed on A1/CG502. The notes for the Type 1L structures call out that the maximum depth from finished grade to the lowest pipe invert shall not exceed 5 FT. Structure SDDI11 has a depth of 5.18 FT from the Rim to the lowest IE leaving this structure. Please confirm that this exceedance is acceptable or provide a new structure in this location.

215 Reference Drawings CG501. In association with the next comment, structure SDDI11 should reference Detail A3/CG502 in the structure table on CG501. This will then allow the depth of 5.18'.

Detail A1/CG502 for Type 1L catch basins has a table calling out maximum ID of pipe allowed for use in these structures. Structures SDDI9, 11, and 12 are Type 1L catch basins and are part of a 24” Dia. RCP storm line. The table states the pipe allowance for Reinforced or Plain Concrete Pipe to be 18” Dia.

Please confirm if the exceedance in pipe diameter for these structures is acceptable or advise the revisions to this storm line (SD3 Sta 0+00 to 6+85.17 Drawing

CU204).

216 Reference Drawings CG502. In order to allow for the 24" pipe diameter, SDDI11 and SDDI12 structures shall be Type 2 drain inlets per Detail A3 on CG502. The structure table on CG501 will be updated to reflect this. The structure table currently calls for the Type 2 drain inlet or Detail A3/CG502 for SDDI9.

There is approximately 2,000 LF of existing Fire Protection piping called to be demolished on drawings CD101 – CD107. It is unclear the manner this pipe is to be demolished. Is this pipe to be completely removed from the ground or should the pipe be cut and capped per the Utility Demolition Notes on drawing CD100.

217 Reference Drawings CD101 thru CD107.

Per the line hatch shown on the CD10# sheets, these existing utilities are to be removed.

Sections 09 97 13.25 and 09 97 13.27 & PPI 124

This is a follow-up to PPI 024 regarding Sections 09 97 13.15 and 09 97 13.27 interior and exterior painting. Please clarify the definition of “preferred” to have full field coating. For bidding purposes, is the Navy allowing any deviation from the specifications for any layer of the permanent primer, intermediate, or top coating to be applied off the site?

219 Reference Specification Sections 09 97

13.25 and 09 97 13.27. For the aboveground storage tanks, the interior and exterior coatings are intended to be applied in the field as specified.

PPI 050

This is a follow-up to PPI 050, regarding the missing labor rate for Pipe Fitter and Pipe Welder in the provided “heavy” wage determination. We have evaluated and extrapolated the data Kitsap County “building” wage determination for the missing labor rates. For bidding purposes, our interpretation is the pipe fitter/welder rate is $47.99/ hour base + 25.35/hour fringe. Please confirm.

220 Assumed Government Response

This is a follow-up to PPI 051 and others (108, 110- 113, 115, 118, 129) regarding Contaminated Soil, due to the questions being mixed between two specifications with different construction activities for encountering the potentially contaminated soil. We request a clarification: is the response for the contractors to expect 1,000 cubic yards to be handled, transported, and disposed assumed for only specification Section 02 61 13, Excavation and Handling of Cont Soil? Is there an additional 1,000 cubic yards expected to be handled, transported, and disposed assumed for only specification Section 02 65 00 – UST Removal?

221 Assume 1,000 CY total.

PPI 051

This is a follow-up to PPI 051 and others (108, 110- 113, 115, 118, 129) regarding Contaminated Soil.

Will a line item be added to the bid form for the contractors to include the 1,000 cubic yards to be handled, transported, and disposed? If not, should the contractor include this cost in bid item 0001AA?

222 Assumed Government Response.

GeoEngineers Settle 3D Analysis

We have been asked by our aggregate pier subcontractor if you could please provide the GeoEngineers Settle3D analysis results for tank settlement for the aggregate pier approach. They have also requested the soil properties that were used for the settlement analysis.

223 Analysis and soil properties are summarized in the Geotechnical Report.

Drawings MF-504 and MF-506 & PPI 069

This is a follow-up to PPI 069 regarding MF-504 & MF-506 interior coating of the support columns.

Please clarify the definition of “desired” to have the coating included. We have not received the amended Specification Section 33 56 21.17. For bidding purposes, is the Navy requiring the tank columns to receive a shop-applied interior coating?

224 Reference Drawings MF504 and MF506.

For bidding purposes, please include interior coating for aboveground storage tank support columns. Amended specifications will be provided at a later date. Also, please see response to PPI 162 below. Increased wall thickness for corrosion allowance would be acceptable alternative for internally coating of columns.

PPI 101

This is a follow-up to PPI 101 Tunnel D Access Hatches 22 and 26.5. Please clarify that access hatches 22 and 26.5 are available for use. Is the contractor allowed to use these points as entry points for the work required to be performed in Tunnel D?

225 Yes, these hatches may be accessed, however, access to tunnels shall be coordinated with the Government.

Drawing S-516, Details B1 and B3

On the dike walls Details B3 and B1 on Drawing S- 516 you show construction keyway at the horizontal construction joints above the slab and at the second wall pour with no water stop shown. Yet water stop is shown on the vertical wall joints C2/ Drawing S-515.

Please confirm that there is not waterstop required at these locations.

226 Reference Drawing S-516. Provide continuous fuel resistant waterstop in the horizontal wall joints elevated above the footing level (i.e. not in joints along bottom of wall at the footings). Wall sections on S- 516 will be revised in the IFC set.

Geotechnical Report

As stated in the geotechnical report for this project, will we be required to place 2 feet of compacted structural fill below piping supports, small road bridges, and dike retaining walls in areas where existing fill soils are present, as shown in the cross sections in the geotechnical report? Or have you designed the footings for these structures to allow for supporting these structures on the existing soils shown?

227 Existing fill is not stable and is moisture sensitive. Existing fill encountered under proposed structures shall be removed and replaced with compacted structural fill prior to construction of foundations to prevent excessive movements in the future.

With respect to the Navy response to PPI 069 accompanying Amendment No. 5, noting that: “Spec 33 56 21.17 will be amended to include the requirement for internal coatings of support columns,” we would suggest that the Navy re-consider this and perhaps call for an additional corrosion allowance instead, if there is still time to comment. The center column is about 70-foot long and the intermediate columns about 65-foot each. These would be difficult, if not impossible, to transport in one piece, which means welding together on site. There is a practical limit to the length of pipe of this size (18-inch and 14-inch) that can be lined, and we have found that to be typically around 40 feet (20 feet in from each end). Even if they were lined in the shop prior to shipment, there would still be discontinuity in the paint in the area of the joining weld. Will the Navy allow the column interior to remain bare, with a heavier wall thickness to allow for corrosion?

228 Reference Specification Section 33 56

21.17. Increased wall thickness for

corrosion allowance for the tank internal support columns would be an acceptable alternative to providing an internal coating.

Geotechnical Report Page 21, Section 7.9.4.1

Geotechnical Report Page 21, Section 7.9.4.1, Structural Fill, 5th bullet point indicates that Trench Backfill Material for Utilities that run under Non- Tank Structures and Driveway areas must Satisfy Section 9-03.14(3) of WSDOT Specifications. Please confirm this is the intent of the contract documents and that contractors should assume that the material excavated from these areas shall not be used as mass backfill above the granular backfill material pipe zone.

229 Onsite soils can be reused in these areas provided they meet specification for common borrow.

Section 33 56 21.17, Paragraph 3.5.4.3 Ref: 7.5.5.2 Tank Loading for Hydrotesting

The geotechnical report had the paragraph shown below in relationship to the hydro testing of the above ground steel tanks. This paragraph conflicts with the Specification Section 33 56 21.17, Paragraph 3.5.4.3.

Please confirm that Paragraph 3.5.4.3 will be the one used for the hydro testing of the steel tanks.

230 Reference Specification Section 33 56

21.17. Perform hydrotest in accordance

with Specification 33 56 21.17.

Specification Section 31 61 01, Paragraph 3.5c

Please confirm that the applicable requirement in Specification Section 31 61 01, Paragraph 3.5c, is the proper verification test for static settlement requirement? Please confirm that all four acceptance criteria (3.5.a through 3.5.d) is required to be met to be acceptable? The risk is that a, b, and d will be met, but the CPTs won’t meet the criteria. In that case, is the ground improvement not meeting the specs, even though the plate load test and other criteria are being met? The diameter and spacing of the piers are already very tight and it would be challenging to install additional piers.

231 Reference Specification Section 31 61 01.

All four (4) acceptance criteria are required to be met.

Specification Section 33 56 21.17, Page 16, Paragraph 3.3.6

Section 33 56 21.17, Page 16, Paragraph 3.3.6 Surface Finishing states: “Provide Contracting Officer with NACE visual comparator as described in NACE SP0178 Section 5. Finish interior surfaces before hydrotesting, in accordance with Section 5 of NACE SP0178 and accompanying Visual Comparator, to the condition described and shown for NACE Weld Designation "C" welds. … “. Please advise the sequence of hydrotesting and painting after the tank is constructed. Is it a contractor means and method to decide the sequence?

232 Reference Specification Section 33 56

21.17. Per the specification the tanks

will be internally coated after the hydrostatic tightness test of the tank. Please refer to part 3.5.4 Tightness Test paragraph which states to perform the test prior to blast cleaning and application of the protective coating.

PPI 051

This is a follow-up to PPI 051 and other PPI’s regarding Contaminated Soil (108, 110-113, 115, 118, 129), due to the exorbitant cost range for disposal of the widely different types and levels of contaminated soil. For bidding purposes, we expect any soil confirmed by TPH is contaminated petroleum only and is within the range of 2,001 PPM to 20,000 PPM.

To keep reasonable contractor risk and cost in our estimate, any soil encountered that is outside the above-described type or level of contamination is not included in the cost for this project.

233 Concur.

Specification Section 01 50 00, Page 9, Paragraph 3.6.1

Specification Section 01 50 00, Page 9, Paragraph

244 No pictures are available for the entire lengths of the tunnels. Standard UL listed cable support systems are to be used.

In Section 02 61 13 paragraph 3.5, reference is made to ‘field analyses’ although in the context of use it is not clear if the is specifying that a field laboratory is to be utilized for the specific contaminants of concern, or if this is merely a reference to the vapor screening being employed in other sections and using a OVA/ FID / PID screening instrument.

245 Reference Specification Section 02 61 13.

Field analyses, such as OVA/FID/PID, can be used to identify suspect materials to determine the presence of contamination.

However, following contaminated soil removal, confirmation samples will be required to be analyzed by an approved laboratory.

246 Reference Specification Section 02 61 13.

Field analyses, such as OVA/FID/PID, can be used to identify suspect materials to determine the presence of contamination.

However, following contaminated soil removal, confirmation samples will be required to be analyzed by an approved laboratory.

OVA / FID / PID screening of soils is described in multiple places within Section 02 65 00 paragraph 3.7.1.b

– uses 10 ppm, paragraph 3.7.7 – uses 10 ppm, but paragraph 3.7.8 uses 100 ppm.

Is there a reason for the difference between these values, or is this a typo?

247 Reference Specification Section 02 65 00.

Paragraph 3.7.8 should be 10 ppm also.

Specification 09 97 13.27, page 10, section 2.2 says in part: “The entire coating system is intended to be applied in the field.” Field coating all the piping between the new tanks and the pumphouse will make quality control and environmental control difficult. It will also be more expensive and time consuming than shop applying the coating system.

Will applying the complete coating system in a shop, then touching up in the field be an acceptable alternate?

248 Reference Specification 09 97 13.27.

Please provide bid for field applying all external pipe coatings as specified by Specification 09 97 13.27.

What is the Washington state law that governs the dismantling of UST tanks?
