About this file

This document contains questions and responses related to specifications for a federal contract opportunity to construct new aboveground storage tanks at Manchester Fuel Depot. The contract requirements include designing, constructing, and testing new multi-product ASTs within a secondary containment system meeting UFC 3-460-01 standards. The fixed-roof tanks will connect to JP-5 and F-76 piping systems and avoid mapped seismic fault lines. Some work will take place in potentially contaminated areas. Welding procedures and qualifications must be submitted for approval. Visual inspections can be self-performed while third-party inspections are required for NDE testing. Scanned drawings and photos of existing tanks and tunnels are available for review. The opportunity is issued by the Department of the Navy NAVFAC for project MCON P856 at Fleet Logistics Center Puget Sound in Manchester, Washington.

Government Response:

Specification Section 33 52 40, 2.1 is titled “ELECTRICAL WORK”. Is this a typo?

009 Specification Section 33 52 40, 2.1: reference is correct.

Specification Section 33 52 40, 2.2.3 states that aboveground pipe shall be coated in accordance with Section 09 97 13.27. However Section 09 97 13.27 only mentions pipe in regards to pipe stencils in Para 3.7.2. Please confirm that para.

2.2 of this Section pertains specifically to the coating of aboveground CS pipe.

010 Confirmed. Section 09 97 13.27 Par 2.2: Epoxy coating system pertains to all exterior carbon steel surfaces to be coated including fuel tanks (exterior surface), aboveground piping, valves, and other fuel system components.

Per Spec 33 52 23.15: 1.6.5 Inspection of NDE Personnel: It states Contractor must provide Independent organization for all weld examinations, Can Haskell perform visual inspections with qualified people and contract an NDE Company to perform RT, MT, PT. Or do we need an independent inspector to perform visual inspections?

011 Specification Section 33 52 23.15: The intent of the independent weld inspector is for any/all welds examined by NDE examinations. Visual weld inspection of all welds and welding operations can be self performed by the contractor in accordance with ASME B31.3.

3.22 NDE Testing Frequency : 3.2.2 suggests

All pipe field welds are subject to examination by Radiograph and Mag particle or Dye penetrant testing . However Section 3.2.2 a.

says to provide radiographic inspection per B31.3, and not less than 10% of the total welds shall be examined. Does the statement of All welds only apply to below ground piping?

012 Specification Section: 33 52 34.15, Part 3.2.2,

a. states that not less than 10 percent of total welds for aboveground piping shall receive radiographic testing. The inspection sample must include welds made by each welding operator or welder.

Specification 33 52 23.15 section 2.1 says All field girth seam root pass welds must be made with non-covered electrodes or welding wire.

And that all root pass welds must be made with a shielding and backing gas, typically a backing gas is not required for carbon steel (P1) materials, it acceptable to perform a root pass on carbon steel pipe without a backing gas?

013 Specification Section 33 52 23.15, Part 1.3:

Contractor welding procedures specifications and welding qualification records will be reviewed as a contract submittal for the project.

Approval cannot be provided without that documentation.

Specification 33 52 23.15 section 2.1 Table 1 only shows GTAW and SMAW process. For shop fabrication is GMAW and FCAW acceptable?

On piping 2-6” we would like to use a GMAWSC process for the root and a GMAWP process for fill and cap, on piping 6” and above we would like to use GMAWSC for the root and FCAW for the fill and cap.

014 Specification Section 33 52 23.15, Part 1.3:

Contractor welding procedures specifications and welding qualification records will be reviewed as a contract submittal for the project.

Approval cannot be provided without that documentation.

Please provide a set of as-built drawings for the tanks, tunnels, and utilities to be disconnected?

The tank drawings provided VOL 1 2020 07 27 signed, plan CD501, page 58 are not to scale and do not show what kind/how much reinforcing was used on the tanks and tunnels.

017 Scanned copies of tank and tunnels drawings and pictures are available for contractor review.
